CIVIL SERVICE COMMISSION
The 1246th Regular Meeting of the Civil Service Commission was held on Wednesday, March
19, 2008. The meeting was called to order at 5:30 p.m.

Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
08-42 RESOLVED, That the minutes of the 1245th Regular Meeting held
Wednesday, February 20, 2008, be approved as submitted.
08-43 RESOLVED, That the minutes of the 95th Special Meeting held
Thursday, February 28, 2008, be approved as submitted.
Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
08-44 RESOLVED, That upon a request from Ms. Mahoney to put items
l.a.(1) through 1.a.(27) regarding vacation carry over requests, on the regular
portion of the Agenda, the Civil Service Commission does hereby approve
Ms. Mahoney's request that Agenda items 1.a.(1) through 1.a.(27) be put on the
regular agenda and acted upon individually.
Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
08-45 RESOLVED, That having reviewed the letter of March 3, 2008,
from Yvonne Lillibridge, Account Clerk III, as approved for submission by Michael
T. Slater, Director of Finance, requesting carry over of vacation days based on a
projected retirement dale of March 31, 2011, the Civil Service Commission does
hereby confirm the administrative approval to carry over excess vacation days;
AND BE IT FURTHER RESOLVED, that the maximum number of days is fifty-
seven (57) as established in accordance with Civil Service Commission Rule 25,
LEAVES, Section 25.1 Annual Leave (Vacation), paragraph (f),
AND BE IT FURTHER RESOLVED, that the maximum number of days is based
upon the employee qualifying for the bonus vacation days for not using more

than five (5) sick leave days annually in the three (3) years immediately prior to
retirement.
08-46 RESOLVED, That having reviewed the letter of February 12, 2008,
from Doris Malik, Clerk -Typist II, as approved for submission by Robert
Stevenson, Police Chief, requesting carry over of vacation days based on a
projected retirement date of February 28, 2011, the Civil Service Commission
does hereby confirm the administrative approval to carry over excess vacation
days;
AND BE IT FURTHER RESOLVED, that the maximum number of days is fifty-
seven (57) as established in accordance with Civil Service Commission Rule 25,

confirm the administrative approval of the passing point of 70% or the nearest
lower whole raw score of 122 of the maximum raw score of 175, on the written
test for Police Lieutenant (1257 p.).

08-50 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the passing point of 138 or 54% of the
maximum combined score of 255, on the written test for Clerk II (1272p.).
08-51 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the Assistant Superintendent of Parks and
Recreation (1275 p.) eligible list.
0852 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the Chief Accountant (902 o.c.) eligible list.
08-53 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the Clerk II (1272 p.) eligible list.
08-54 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the Computer Administrator 1 (907 o.c.)
eligible list.
08-55 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the Equipment Mechanic 1 (909 o.c.)
eligible list.
08-56 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the Program Supervisor (Athletics)
(1274 p.) eligible list.
08-57 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the Secretary 111 (908 o.c.) eligible list.
08-58 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the Tax Clerk 1 (906 o.c.) eligible list.
08-59 RESOLVED, That having reviewed the expiring eligible lists for the
month of April 2008, Custodian (Female) (886 o.c.), Police Lieutenant (1239 p.)
and Police Sergeant (1238 p.), the Civil Service Commission does hereby
confirm the administrative approval to allow the Police Lieutenant (1239 p.) and
Police Sergeant (1238 p.) lists to expire when the new promotional eligible lists
are established at the Civil Service Commission meeting of April 16, 2008.
The Commission received and fled the report of active Open -Competitive and Promotional
eligible lists as of March 1, 2008.
The Commission received and fled the Removal of Names from Active Eligible List report for
the month of March 2008 and confirms the following removals for the reasons indicated in the

Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
08-60 RESOLVED, That having reviewed the letter of December 26,
2007, from Brian Buda, Custodian, as approved for submission by Patrick A.
Hogan, Director of Public Works, requesting to carry over excess vacation hours,
the Civil Service Commission does hereby approve Mr. Buda's request to carry
over thirty-six (36) excess vacation hours into 2008;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2009.
08-61 RESOLVED, That having reviewed the letter of March 3, 2008,
from Patrick A. Hogan, Director of Public Works, on behalf of Mark Churchvara,
Park Maintenance Worker I, requesting to carry over excess vacation hours, the
Civil Service Commission does hereby approve Mr. Hogan's request on behalf of
Mr. Churchvara, to carry over seven (7) excess vacation hours into 2008;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2009.
08-62 RESOLVED, That having reviewed the letter of January 9, 2008,
from Gary Garrison, Equipment Maintenance Foreman, as approved for
submission by Patrick A. Hogan, Director of Public Works, requesting to carry
over excess vacation hours, the Civil Service Commission does hereby approve
Mr. Garrison's request to carry over four (4) excess vacation hours into 2008;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2009.
08-63 RESOLVED, That having reviewed the letter of January 9, 2008,
from Fredric Grates, Equipment Mechanic II, as approved for submission by
Patrick A. Hogan, Director of Public Works, requesting to carry over excess
vacation hours, the Civil Service Commission does hereby approve Mr. Grates'
request to carry over twelve (12) excess vacation hours into 2008,

08-64 RESOLVED, That having reviewed the letter of March 11, 2008,

from Tim Makulski, Equipment Mechanic II, as approved for submission by

vacation hours, the Civil Service Commission does hereby approve Mr.
Makulski's request to carry over eight (8) excess vacation hours into 2008;

08-67 RESOLVED, That having reviewed the letter of February 12, 2008,
from Phil Sheridan, Water Operations Mechanic I, as approved for submission by
Patrick A. Hogan, Director of Public Works, requesting to carry over excess
vacation hours, the Civil Service Commission does hereby approve Mr.
Sheridan's request to carry over seventy-nine and one-half (79.5) excess
vacation hours into 2008;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation into 2009.
08-68 RESOLVED, That having reviewed the letter of January 10, 2008,
from Paul St. Henry, as approved for submission by Patrick A. Hogan, Director of
Public Works, requesting to carry over excess vacation hours, the Civil Service
Commission does hereby approve Mr. St. Henry's request to carry over forty-
eight (48) excess vacation hours into 2008;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation into 2009.
08-69 RESOLVED, That having reviewed the letter of February 26, 2008,
from James Williams, as approved for submission by Patrick A. Hogan, Director
of Public Works, requesting to carry over excess vacation hours, the Civil Service
Commission does hereby approve Mr. Williams' request to carry over sixty-four
and one-half (64.5) excess vacation hours into 2008;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation into 2009.

08-70 RESOLVED, That having reviewed the letter of February 22, 2008,
from Michael T. Slater, Director of Finance, as approved for submission by Jack
Kirksey, Mayor, requesting to carry over excess vacation hours, the Civil Service
Commission does hereby approve Mr. Slater's request to carry over eighty-five
(85) excess vacation hours into 2008;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation into 2009.
08-71 RESOLVED, That having reviewed the letter of February 14, 2008,
from Lori Arquette, Program Supervisor, as approved for submission by Shadd A.
Whitehead, Fire Chief, requesting to carry over excess vacation hours, the Civil
Service Commission does hereby approve Ms. Arquette's request to carry over
eight (8) excess vacation hours into 2008;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation into 2009.
08-72 RESOLVED, That having reviewed the letter of December 21,
2007, from Alex Bishop, Director of Inspection, as approved for submission by
then Mayor Jack Engebretson, requesting to carry over excess vacation hours,
the Civil Service Commission does hereby approve Mr. Bishop's request to carry
over twenty-four (24) excess vacation hours into 2008;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation into 2009.
08-73 RESOLVED, That having reviewed the letter of February 27, 2008,
from Sean Kavanagh, as approved for submission by Jack Kirksey, Mayor,
requesting to carry over excess vacation hours, the Civil Service Commission
does hereby approve Mr. Kavanagh's request to carry over twenty-two (22)
excess vacation hours into 2008;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation into 2009.
08-74 RESOLVED, That having reviewed the letter of February 27, 2008,
from Ken Bignotti, Librarian I, as approved for submission by Kathleen Monroe,
City Librarian, requesting to carry over excess vacation hours, the Civil Service
Commission does hereby approve Mr. Bignotti s request to carry over eight (8)
excess vacation hours into 2008;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation into 2009.
08-75 RESOLVED, That having reviewed the letter of February 28, 2008,
from Karen Delany, Program Supervisor, as approved for submission by
Kathleen Monroe, City Librarian, requesting to carry over excess vacation hours,

over fifteen and one-half (15.5) excess vacation hours into 2008;

08-76 RESOLVED, That having reviewed the letter of March 3, 2008,
from Deborah Jakubiec, Librarian II, as approved for submission by Kathleen
Monroe, City Librarian, requesting to carry over excess vacation hours; the Civil
Service Commission does hereby approve Ms. Jakubiec's request to carry over
one and one-half (1.5) excess vacation hours into 2008;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation into 2009.
08-77 RESOLVED, That having reviewed the letter of February 28, 2008,
from Mary Kelly, Librarian II, as approved for submission by Kathleen Monroe,
City Librarian, requesting to carry over excess vacation hours, the Civil Service
Commission does hereby approve Ms. Kelly's request to carry over fourteen (14)
excess vacation hours into 2008;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry

08-78 RESOLVED, That having reviewed the letter of February 26, 2008,
from Paul Beroff, Senior Police Officer, as approved for submission by Robert
Stevenson, Police Chief, requesting to carry over excess vacation hours, the Civil
Service Commission does hereby approve Mr. Beroffs request to carry over
eight (8) excess vacation hours into 2008;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation into 2009.
08-79 RESOLVED, That having reviewed the letter of March 1, 2008,
from John Gibbs, Police Sergeant, as approved for submission by Robert
Stevenson, Police Chief, requesting to carry over excess vacation hours, the Civil
Service Commission does hereby approve Mr. Gibb's request to carry over
sixteen (16) excess vacation hours into 2008;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation into 2009.
08-80 RESOLVED, That having reviewed the letter of February 27, 2008,
from Jeffrey Ronayne, Senior Police Officer, as approved for submission by
Robert Stevenson, Police Chief, requesting to carry over excess vacation hours,
the Civil Service Commission does hereby approve Mr. Ronayne's request to
carry over forty-eight (48) excess vacation hours into 2008;

08-81 RESOLVED, That having reviewed the letter of November 7, 2007,
from Ronald Taig, Senior Police Sergeant, as approved for submission by Robert
Stevenson, Police Chief, requesting to carry over excess vacation hours, the Civil
Service Commission does hereby approve Mr. Taig's request to carry over thirty-
two (32) excess vacation hours into 2008;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation into 2009.
0842 RESOLVED, That having reviewed the letter of February 11, 2008,
from Mark Taorrnina, Planning Director, as approved for submission by Jack
Kirksey, Mayor, requesting to carry over excess vacation hours, the Civil Service
Commission does hereby approve Mr. Taormina's request to carry over sixteen
(16) excess vacation hours into 2008;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation into 2009.
Ms. Mahoney indicated there are four (4) employees requesting vacation carry over for a
second year in a row, one of whom is currently on Workers' Compensation.
Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
08-83 RESOLVED, That having reviewed the letter of February 28, 2008,
from Kevin Roney, City Engineer, on behalf of employee Alex Kwasniuk,
Engineering Assistant I, requesting to carry over excess vacation hours, the Civil
Service Commission does hereby approve Mr. Roney's request on behalf of Mr.
Kwasniuk, to carry over eighty (80) excess vacation hours into 2008;
AND BE IT FURTHER RESOLVED, That the Civil Service Commission reserves
the right to review Mr. Kwasniuk's vacation bank status going into 2009.
Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
08-84 RESOLVED, That having reviewed the letter of February 27, 2008,
from Dean Langley, Senior Police Officer, as approved for submission by Robert
Stevenson, Police Chief, requesting to carry over excess vacation hours, the Civil
Service Commission does hereby deny the request because the resolution of Mr.
Langley's request from last year specifically stated no request would be
considered to carry over excess vacation into 2008.
08-85 RESOLVED, That having reviewed the letter of February 27, 2008,
from Robert Menard, Senior Police Officer, as approved for submission by
Robert Stevenson, Police Chief, requesting to carry over excess vacation hours,
the Civil Service Commission does hereby deny the request because the

resolution of Mr. Menard's request from last year specifically stated no request
would be considered to carry over excess vacation into 2008.
08-86 RESOLVED, That having reviewed the letter received on March 14,
2008, from Barb Vaden, Teller III, as approved for submission by Dennis Wright,
City Treasurer, requesting to carry over excess vacation hours, the Civil Service
Commission does hereby deny the request because the resolution of Ms.
Vaden's request from last year specifically stated no request would be
considered to carry over excess vacation into 2008.
The Commission received and fled the Temporary Report for February 2008.
The Commission received and fled the Non -Resident Report as of March 1, 2008.
Discussion commenced regarding a letter dated March 7, 2008, from Karen Tesner, Director
of Legislative Affairs, requesting an extension of temporary employment of a Clerk -Typist I in
the City Council/Zoning Board of Appeals. Mr. Campau inquired why the department was
requesting the extension beyond the six (6) months. Ms. Tesner responded that position in
the Council office is non-union and the temporary Clerk -Typist I assists with miscellaneous
duties such as compiling meetings for Council, breaking down things for fling. Ms. Tesner
explained that she herself is new in the Department as is the other permanent employee, Ms.
Priebe, the Technical Specialist and it would cause a hardship if the temporary Clerk -Typist
was not allowed to continue.
Mr. Campau asked if there was any request to have this position made permanent. Ms.
Tesner replied that Ms. Szymula, the former Director of Legislative Affairs, had gone to PRC
and her request for a permanent employee was denied. Ms. Mahoney suggested that since it
seemed the employee is needed on a permanent basis, a new request to PRC be made to
have this position be made permanent. Mr. Campau clarified that this request was for a
second extension of employment of the temporary Clerk -Typist. Ms. Tesner stated she would
be willing to go to PRC to try to make it a permanent position.
Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
08-87 RESOLVED, That having reviewed the letter of March 7, 2008,
from Karen Tesner, Director of Legislative Affairs, requesting an extension of
temporary employment for a Clerk -Typist I, and having discussion with Ms.
Tesner, the Civil Service Commission does hereby approve a six (6) month
extension with a request that Ms. Tesner go to PRC to request this position
become permanent.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was

from Todd Wesley, Firefighter, as approved for submission by Shadd A.

Whitehead, Fire Chief, requesting additional Family Illness leave, the Civil
Service Commission does hereby approve the use of three (3) additional family
illness days, beyond the maximum four (4) twenty-four (24) hour days allowed
per calendar year allowed by Civil Service Commission Rules.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
08-89 RESOLVED, That having reviewed the letter of February 26, 2008,
from Kathleen Monroe, City Librarian, requesting a promotional examination for
Library Aide II and proposed qualifications and parts of examination and weights,
the Civil Service Commission does hereby approve the following qualifications
and parts of examination and weights:
QUALIFICATIONS
Applications will be accepted only from employees of the City of Livonia who, by the closing
date of this examination, are:
Currently employed in the Library Department; and
Have regular status as a Library Aide I.
PARTS OF EXAMINATION AND WEIGHTS
Written Test -40% Interview -40% Departmental Rating -20%'
`In the event there is only one qualified applicant for the position, the Parts of Examination and
Weights will be 100% Departmental Rating.
Candidates must pass the Written Test, Interview and Departmental Rating in order to be
placed on the eligible list.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
08-90 RESOLVED, That having reviewed the letter of February 20, 2008,
from Patrick A. Hogan, Director of Public Works, and Brian Wilson,
Superintendent of Public Service, requesting a promotional examination for
Sewer Foreman, and proposed qualifications and parts of examination and
weights, the Civil Service Commission does hereby approve the following
qualifications and parts of examination and weights:
QUALIFICATIONS
Applications will be accepted only from employees of the City of Livonia who, by the closing
date of this examination, are:
Employed in the Public Service Division of the Department of Public
Works; and

Have a minimum of five (5) years experience in the Water & Sewer
Section with a minimum of three (3) years experience in sewer
maintenance operations; and
Have regular status in the classification of:
a. Service Representative (Sewer), or
b. Sewer Maintenance Worker I or II.
Interview -70% Departmental Rating -30%`
Candidates must pass the Interview and Departmental Rating in order to be placed on the
eligible list.
'Note: In the event there is only one qualified applicant for this position the parts of
examination and weights will be 100% Departmental Rating.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was

Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was

from Robert Stevenson, Police Chief, requesting an open -competitive
examination for Police Dispatcher — Public Safety, and proposed qualifications
and parts of examination and weights, Civil Service Commission does hereby
approve the following qualifications and parts of examination and weights:
QUALIFICATIONS
By the closing date of the announcement, applicants must:
1. Be a citizen of the United States or resident alien with the right to work in
the United States; and
2. Have a high school diploma or a valid equivalency certificate; and
3. Be at least eighteen (18) years of age; and
1. Have an acceptable voice quality level as determined in the voice
modulation test; and
i. Have keyboard skills that meet or exceed 35 wpm without error; and
3. Prior public safety dispatch experience is preferred, but not required.

and parts of examination and weights, the Civil Service Commission does hereby
approve the following qualifications and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, by the closing date of
this announcement, are:
Employed in the Inspection Department; and
Assigned to the Ordinance Enforcement Division; and
Have a minimum of len (10) years experience with the City of Livonia; and
Have regular status as an Environmental Control Officer and/or Building
Inspector and/or Code Enforcement Officer.
PARTS OF EXAMINATION AND WEIGHTS
Interview -40% Departmental Rating -60'
Candidates must pass the Interview and Departmental Rating in order to be placed on the
eligible list.

for Senior Building Inspector and proposed qualifications and parts of
examination and weights, the Civil Service Commission does hereby approve the
following qualifications and parts of examination and weights:
QUALIFICATIONS
Applications will only be accepted from employees of the City of Livonia who, by the closing
date of this examination, are:
Employed in the Inspection Department; and
Have regular status in the classifications of Building Inspector and/or Plan
Reviewer.
Have at least two (2) years of experience in the classifications of Building
Inspector and/or Plan Reviewer; and

Have Act 54 State of Michigan Certifications for Building Inspector and
Plan Reviewer and at least one (1) other classification such as Mechanical
Inspector, Plumbing Inspector or Electrical Inspector.

with Section 8 of the Open Meetings Act (MCL 15.268), the Civil Service
Commission does hereby approve to go into a Closed Session of the Civil
Service Commission to review the letter of February 1, 2008, from John P. Hill,
requesting an appeal of termination of employment.
