CIVIL SERVICE COMMISSION
The 1245^ Regular Meeting of the Civil Service Commission was held on Wednesday,
February 20, 2008. The meeting was called to order at 5:40 p.m.

The Chairperson stepped down to second the motions for the meeting.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and adopted, it was
08-20 RESOLVED, That the minutes of the 1244th Regular Meeting held
Wednesday, January 9, 2008, be approved as submitted.
08-21 RESOLVED, That having reviewed the letter of January 8, 2008,
from Ruth Love, Clerk -Typist II, as approved for submission by Robert
Stevenson, Police Chief, requesting an additional thirty (30) day extension of
military leave of absence, the Civil Service Commission does hereby confirm the
administrative approval of an additional extension of Ms. Love's military leave of
absence through February 8, 2008.
08-22 RESOLVED, That having reviewed the letter of February 4, 2008,
from Ruth Love, Clerk -Typist II, as approved for submission by Robert
Stevenson, Police Chief, requesting an additional nineteen (19) day extension of
military leave of absence, the Civil Service Commission does hereby confirm the
administrative approval of an additional extension of Ms. Love's military leave of
absence through February 29, 2008.
08-23 RESOLVED, That having reviewed the Departmental
Correspondence of January 14, 2008, from Scott Pohl, Sr. Police Officer, as
approved for submission by Robert Stevenson, Police Chief, requesting carry
over of vacation days based on a projected retirement date of January 20, 2011,
the Civil Service Commission does hereby confirm the administrative approval to
carry over excess vacation days;
AND BE IT FURTHER RESOLVED, that the maximum number of days is sixty-
eight (68) as established in accordance with Civil Service Commission Rule 25,
LEAVES, Section 25.1 Annual Leave (Vacation), paragraph (f),
AND BE IT FURTHER RESOLVED, that the maximum number of days is based
upon the employee qualifying for the bonus vacation days for not using more

than five (5) sick leave days annually in the three (3) years immediately prior to
retirement.
08-24 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the passing point of 70 or 70% of the
maximum raw score of 100, on the written test for Equipment Mechanic 1
(909 o.c.).
08-25 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the passing point of 151 or 59.22% of the
maximum combined score of 255, on the written tests for Secretary 111 (908 o.c.).
08-26 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the passing point of 58 or 58% of the
maximum score of 100, on the written test for Sewer Maintenance Worker 1
(1268 p.).
08-27 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the passing point of 127 or 49.8% of the
maximum combined score of 255, on the written tests for Tax Clerk 1 (906 o.c.).
08-28 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the passing point of 65 or 65% of the
maximum score of 100, on the written test for Water Operations Mechanic 1
(1269 p.).
08-29 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the Sewer Maintenance Worker 1 (1268 p.)
eligible list.
08-30 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the Water Operations Mechanic 1 (1269 p.)
eligible list.
08-31 RESOLVED, That having reviewed the expiring eligible lists for the
month of March 2008, Clerk I and Clerk I (PPT) (883 o.c.), Equipment Mechanic 1
(893 o.c.) and Program Supervisor Parks & Recreation (892 o.c.), the Civil
Service Commission does hereby confirm the administrative approval to extend
the Clerk I and Clerk I (PPT) (883 o.c.) eligible lists for six (6) months ending
September 21, 2008.
The Commission received and fled the report of active Open -Competitive and Promotional
eligible lists as of February 1, 2008.

08-32 RESOLVED, That having reviewed the memorandum of
February1, 2008, from Robert F. Biga, Human Resources Director,
recommending Midwest Health Center to be an authorized medical provider for
employee occupational injuries/illnesses, the Civil Service Commission does
hereby approve the addition of Midwest Health Center to be an authorized
medical provider for employee occupational injuries/illnesses, to be effective
March 1, 2008.
0833 RESOLVED, That having reviewed the memorandum of February
19, 2008, from Derrick L. Washington, Personnel Analyst II, transmitting the
Health Insurance rates for March 1, 2008 through February 28, 2009, the Civil
Service Commission does hereby approve the health insurances rate increases
effective March 1, 2008 through February 28, 2009 as submitted by Blue Cross
Blue Shield in its notice dated January 30, 2008.
0834 RESOLVED, That having reviewed the letter of January 15, 2008,
from Robert Stevenson, Police Chief, requesting a promotional examination for
Secretary II and proposed qualifications and parts of examination and weights,
the Civil Service Commission does hereby approve the following qualifications
and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, at the time of
application, have:
1. Regular status as a Clerk -Typist and are currently employed in the Livonia
Police Department; and
2. Have at least six (6) months experience in police administration command
support; and
3. Have an Associate's Degree in a computer related field with experience in
Word, Excel, Access and Telestaff software; and
4. Have the ability to perform Dictaphone transcription.
Applicants will be required to successfully pass a personal background check performed by
Police personnel and a Law Enforcement Information (LEIN) basic competency test
administered by a qualified Terminal Agency Coordinator.
PARTS OF EXAMINATION AND WEIGHTS
Performance Test -80% Departmental Rating -20%
Typing — 60 wpm
Candidates must pass the Performance Test in order to be placed on the eligible list.

from Karen Kapchonick, Superintendent of Parks and Recreation, requesting a
promotional examination for Assistant Superintendent— Department of Parks and
Recreation and proposed qualifications and parts of examination and weights,
the Civil Service Commission does hereby approve the following qualifications
and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, by the closing date of
this announcement, are:
Employed in the Department of Parks and Recreation; and
Have regular status as an Administrative Assistant in the Department of
Parks and Recreation; and
Have a minimum of ten (10) years experience in a progressively
responsible managementtadministrative position in the Department of
Parks and Recreation.

from Karen Kapchonick, Superintendent of Parks and Recreation, requesting a
promotional examination for Program Supervisor — Athletics — Department of
Parks and Recreation and proposed qualifications and parts of examination and
weights, the Civil Service Commission does hereby approve the following
qualifications and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, by the closing date of
this announcement, are:
Employed in the Department of Parks and Recreation; and
Have regular status as a Recreation Supervisor in the Department of Parks
and Recreation; and

Have a Bachelors Degree with major coursework in Parks and Recreation
Administration; and
Have a minimum of two (2) years full-time paid experience in the
Department of Parks and Recreation, at the classification of Recreation
Supervisor or higher.
Possess a Parks and Recreation Professional Certification or attain a
certification within 2 years of appointment.

Commission does hereby approve the following qualifications and parts of
examination and weights:
QUALIFICATIONS
By the closing date of this announcement, applicants must:
1. Be a citizen of the United States, or a resident alien with the right to work
in the United States; and
2. Have a four-year Bachelor's Degree from a National Recreation and Parks
Association (NRPA) accredited college or university with major course
work in parks and recreation administration, commercial recreation, facility
management or a closely related field; and
3. Have at least one (1) year full-time paid work experience or equivalent
volunteer experience in the Recreation field; and
4. Have a Parks and Recreation Professional certification or must attain the
certification within two (2) years of appointment.

Candidates must pass the Interview in order to be placed on the eligible list.

from Robert Stevenson, Police Chief, requesting a promotional examination for

Deputy Police Chief and proposed qualifications and parts of examination and
weights, the Civil Service Commission does hereby approve the following
qualifications and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, at the closing date of
this examination, are employed as Captain in the Police Division of the Department of Public
Safety and have regular status in the classification of Captain.
PARTS OF EXAMINATION AND WEIGHTS
Interview - 30% Departmental Rating - 35% Administrative Rating - 35%*
'In the event there is only one qualified applicant for this position, the Parts of Examination and
Weights will be 100% Administrative Rating.
Candidates must pass the Interview, Departmental Rating, and Administrative Rating in order
to be placed on the eligible list.
0839 RESOLVED, That having reviewed the letter of February 11, 2008,
from Patrick A. Hogan, Director of Public Works, and Brian Wilson,
Superintendent of Public Service, requesting an open -competitive examination
for Engineering Trainee and proposed qualifications and parts of examination
and weights, the Civil Service Commission does hereby approve the following
qualifications and parts of examination and weights:
QUALIFICATIONS
By the closing date of the examination, applicants must:
1. Be a citizen of the United States or resident alien with the right to work in
the United States; and
2. Have a Bachelor's degree from an accredited college or university, in
Environmental Studies, or a related field; and
3. Be skilled with Geographic Information Systems (GIS) and the use of
ArcView and ArcGIS; and
4. Possess and maintain a valid Michigan driver's license.
NOTE: CANDIDATES ARE REQUIRED TO SUBMIT ORIGINAL COLLEGE AND/OR
OFFICIAL TRANSCRIPTS BY THE DATE OF THE INTERVIEW.
