The meeting was called to order at 5:34 p.m. Members Present: Also Present: Christopher Fondaw, Firefighter Karen Kapchonick, Superintendent of Parks and Recreation Karla Sadler, Clerk -Typist Shadd A. Washington, Personnel Analyst II Gretchen Guisbert, Secretary III Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 08-01 RESOLVED, That the minutes of the 1243rd Regular Meeting held Wednesday, December 5, 2007, be approved as submitted. Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was 08-02 RESOLVED, That having reviewed the letter of December 10, 2007, from Brian Wilson, Superintendent of Public Service, and approved for submission by Patrick A. Hogan, Director of Public Works, requesting an unpaid leave of absence from November 18, 2007 through December 10, 2007, for Joylan Furtado, Custodian, (PPT), the Civil Service Commission does hereby confirm the administrative approval of an unpaid leave of absence for Mr. Furtado, based upon extenuating circumstances. 08-03 RESOLVED, That having reviewed the letters of January 3, 2008, from Linda Grimsby, City Clerk, requesting a leave of absence from the classified service, and the request for her compensation, sick leave and vacation banks to be frozen during her leave of absence from the classified service, the Civil Service Commission does hereby confirm the administrative approval of both requests. At the direction of the Commission, the request from Alex Bishop, Director of Inspection, to carry over excess vacation hours, is being held until the March Civil Service Commission meeting, as March is the annual meeting these requests will be reviewed. 08-04 RESOLVED, That having reviewed the letter of November 15, 2007, from James King, Senior Police Officer, recommended for approval by Robert Stevenson, Police Chief, requesting carry over of vacation days based on a projected retirement date of October 31, 2010, the Civil Service Commission Page t 1244rr Regular Meeh g January 9, 2008 does hereby confirm the administrative approval to carry over excess vacation days; AND BE IT FURTHER RESOLVED, that the maximum number of days is sixty- eight (68) as established in accordance with Civil Service Commission Rule 25, LEAVES, Section 25.1 Annual Leave (Vacation), paragraph (f), AND BE IT FURTHER RESOLVED, that the maximum number of days is based upon the employee qualifying for the bonus vacation days for not using more than five (5) sick leave days annually in the three (3) years immediately prior to retirement. 08-05 RESOLVED, That having reviewed the letter of December 6, 2007, from Ronald Selleck, Police Officer II, recommended for approval by Robert Stevenson, Police Chief, requesting carry over of vacation days based on a projected retirement date of December 31, 2010, the Civil Service Commission does hereby confirm the administrative approval to carry over excess vacation days, AND BE IT FURTHER RESOLVED, that the maximum number of days is sixty- eight (68) as established in accordance with the Civil Service Commission Rule 25, LEAVES, Section 25.1 Annual Leave (Vacation), paragraph (f), AND BE IT FURTHER RESOLVED, that the maximum number of days is based upon the employee qualifying for the bonus vacation days for not using more than five (5) sick leave days annually in the three (3) years immediately prior to retirement. 08-06 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the passing point of 70 or 70% of the maximum raw score of 100, on the written test for Water Meter Repairer II (905 o.c.). 08-07 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the Accountant II (904 o.c.) eligible list. 08-08 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the Animal Control Officer (903 o.c.) eligible list. 08-09 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the Police Officer II (1267 p.) eligible list. 08-10 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the Teller I (1270 p.) eligible list. 08-11 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the Teller 111 (1271 p.) eligible list. Page 1294 Regular Meeting January 9,2008 08-12 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the Water Meter Repairer II (905 o.c.) eligible list. 08-13 RESOLVED, That having reviewed the expiring eligible lists for the month of February 2008, Library Aide 1 (890 o.c.) and Equipment Operator II (1228 p.), the Civil Service Commission does hereby confirm the administrative approval to extend the Library Aide 1 (890 o.c.) and Equipment Operator 11 (1228 p.) eligible lists for six (6) months ending August 20, 2008. The Commission received and fled the report of active Open -Competitive and Promotional eligible lists as of January 1, 2008. Kapchonick, Superintendent of Parks and Recreation, requesting an extension of probationary period for Karla Sadler, Clerk -Typist, the Civil Service Commission does hereby approve the extension of Ms. Sadlers probationary period for an additional three (3) months, to expire April 9, 2008. AND BE IT FURTHER RESOLVED, That Ms. Sadler receive her six (6) month increase as originally scheduled. The Commission received and fled the Temporary Report for December 2007. The Commission received and fled the Non -Resident Report as of January 1, 2008. Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 08-15 RESOLVED, That having reviewed the letter of December 14, 2007, from Patrick A. Hogan, Director of Public Works, and Brian Wilson, Superintendent of Public Service, requesting an open -competitive examination for Equipment Mechanic I and proposed qualifications and parts of examination Pages 1244'^ Regular Meeting January 9,2008 and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of this announcement, an applicant must: Be a citizen of the United States or a resident alien with the right to work in the United States; and Have a high school diploma or a valid equivalency certificate; and Possess and maintain a valid Drivers License and have an acceptable driving record; be eligible for a Group "A" Commercial Drivers License with Air Brake and an "N" endorsement; and must have or be eligible for a valid Industrial Truck Driving Permit; and Have three (3) years of full-time, paid experience in the last five (5) years in the repair and maintenance of automobiles and/or construction equipment; and Have a State of Michigan Mechanic's certification in engine repair, brakes and at least one other area is required. (Original certification documents must be presented at time of application.) PARTS OF EXAMINATION AND WEIGHTS Written Test -50%' Interview -50% Background Investigation — Pass/Fail 'NOTE: The fifteen (15) applicants with the highest passing score on the Written Test will be invited to the Interview part of examination. Applicants must pass the Written Test and Interview parts of examination and a pass/fail Background Investigation in order to be placed on the eligible list. Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was 08-16 RESOLVED, That having reviewed the letter of December 21, 2007, from Patrick A. Hogan, Director of Public Works, and Brian Wilson, Superintendent of Public Service, requesting a promotional examination for Clerk II and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS The examination is open only to employees of the City of Livonia who, by the closing date of the announcement, are: 1. Are employed in the City of Livonia; and 2. Have regular status in the classification of Clerk I, Clerk -Typist I or Tax Clerk; and 3. Have a minimum of one (1) year experience with the City of Livonia. Page 1244' Regular Meeting January 9, 2008 PARTS OF EXAMINATION AND WEIGHTS Written Test -80% Departmental Rating -20%' `In the event there is only one candidate for the position, the Parts and Weights of examination will be 100% Departmental Rating. Candidates must pass Written Test in order to be placed on the eligible list. Pursuant to AFSCME Local 192, PROMOTIONS 20.13. in competitive examinations which include Departmental Ratings, the Departmental Ratings from 0 to 100 will count as 20% of the examination, but a score under 70 will not disqualify the candidate from continuing the process. At the request of the Mayor, the request for a promotional examination for Deputy Police Chief is being postponed until further notice. The Commission received and fled the following: Council Resolution #572-07 from the November 26, 2007 meeting with minutes to be approved December 5, 2007. Council Resolution #587-07 from the December 5, 2007 meeting with minutes to be approved December 19, 2007. Affirmative Action Report for December 2007. City of Livonia Annual Report for Fiscal Year 2006-2007. Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was 08-17 RESOLVED, That having reviewed the Departmental Correspondence of December 26, 2007, from Shadd A. Whitehead, Fire Chief, requesting a step increase for Firefighter Christopher Fondaw, the Civil Service Commission does hereby approve a one (1) step increase for Firefighter Fondaw. Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 08-18 RESOLVED, That having reviewed the memorandum of January 9, 2008, from Derrick L. Washington, Personnel Analyst II, to Robert F. Biga, Human Resources Director, requesting an open -competitive examination for Account Clerk I and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: Page] 1244' Regular Meeting January 9,2008 QUALIFICATIONS By the closing date of this announcement, applicants must: Be a citizen of the United States or resident alien with the right to work in the United States; and Have a high school diploma or a valid equivalency certificate; and Have a minimum of one year full-time paid work experience within the past three years in the use of computer menus and entering of data on computer terminals; and Have had a minimum of two years of full-time paid accounting, bookkeeping or related clerical experience, including experience with office machines; OR have had two years of college business courses or business school training; OR have an equivalent combination of education and experience. NOTE: Candidates are required to submit ORIGINAL HIGH SCHOOL DIPLOMA OR GED CERTIFICATE AND/OR ORIGINAL DEGREE OR OFFICIAL TRANSCRIPTS at the time of Interview. Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 08-19 That having reviewed the 2008 Civil Service Commission meeting schedule, the Civil Service Commission does hereby approve the change in the June 2008 meeting from Wednesday, June 18, 2008, at 5:30 p.m., to Thursday, June 19, 2008, at 6:00 p.m. Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was RESOLVED, That the meeting be adjourned at 5:40 p.m. Gretchen Guisberl, Secretary III Harry C.
