CIVIL SERVICE COMMISSION
The 1213th Regular Meeting of the Civil Service Commission was held on Wednesday, June
15, 2005. The meeting was called to order at 5:30 p.m.

Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
05-101 RESOLVED, That the Revised minutes of the 1212' Regular
Meeting held Wednesday, May 10, 2005, be approved as submitted.
Mayor Jack Engebretson was present at the meeting and congratulated Harry Tatigian,
Commissioner, for 40 years of service to the City of Livonia and presented him with a pin in
recognition of his service. He also thanked Mr. Tatigian for having the vision to hire Kim
Pelletier back when he was City Attorney, who recently moved from the Law Department to
the Mayor's Office and is doing a great job.
The Commission received and fled the Status of Temporary Employees Report for May 2005.
The Commission received and fled the Non -Resident Report as of June 1, 2005.
The Chairperson stepped down to second the following motion:
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and adopted, it was:
05-102 RESOLVED, That having reviewed the letter of June 7, 2005, from
Robert J. Beckley, Jr., Director of Public Service, and James Zoumbaris,
Superintendent of Public Service, requesting an open -competitive examination
for Sign Foreman, and proposed qualifications and parts of examination and
weights, and having had discussion with Robert J. Beckley, Jr., Director of Public
Works, Steven Schoonover, Roads Steward, AFSCME Union Local 192, and
Robert F. Biga, Human Resources Director, the Civil Service Commission does
hereby approve the following qualifications and parts of examination and weights:

QUALIFICATIONS
By the closing date of this announcement, applicants must:
1. Be a citizen of the United States or resident alien with the right to work in the
United States; and
2. Have high school diploma or a valid equivalency certificate; and
3. Have five (5) years full time paid experience within the last ten (10) years in
Sign Maintenance; and
4. Be certified by the International Municipal Safety Association in Signs &
Markings I & II and Work Zone; and
5. Possess and maintain a valid drivers license and have an acceptable driving
record.

Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
05-103 RESOLVED, That having reviewed the letter of May 19, 2005, from
Debra Finkbeiner, Clerk -Typist II, as approved for submission by Karen
Kapchonick, Superintendent of Parks and Recreation, requesting an unpaid
medical leave of absence, the Civil Service Commission does hereby approve an
unpaid medical leave of absence from May 10, 2005 through June 19, 2005,
pursuant to Civil Service Commission RULE 25, LEAVES, Section 25.5 Leaves
of Absence.
AND BE IT FURTHER RESOLVED, That should Ms. Finkbeiner's physician
release her to return to work prior to that dale, that she will report to her supervisor
to coordinate a return to work examination with the City Physician.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
05-104 RESOLVED, That having reviewed the letter of May 24, 2005, from
Geraldine George, Clerk -Typist II, as approved for submission by Robert
Stevenson, Police Chief, requesting an unpaid medical leave of absence, and
having had discussion with Derrick L. Washington, Personnel Analyst II, the Civil
Service Commission does hereby approve an unpaid medical leave of absence
beginning on June 9, 2005, pursuant to Civil Service Commission RULE 25,
LEAVES, Section 25.5 Leaves of Absence.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was

05-105 RESOLVED, That having reviewed the letter of May 20, 2005, from
Linda Alverson, Water Meter Repairer I, as approved for submission by Robert J.
Beckley, Jr., Director of Public Works, requesting a medical leave of absence,
the Civil Service Commission does hereby approve an unpaid medical leave of
absence from April 6, 2005 through June 16, 2005, pursuant to Civil Service
Commission RULE 25, LEAVES, Section 25.5 Leaves of Absence.
Chairperson Mahoney staled that New Business Item 5 would be handled administratively and
no Civil Service Commission action would be necessary.
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
05-106 RESOLVED, That having reviewed the letter of May 18, 2005, from
Charlene Studstill, Program Supervisor, as approved for submission by
Robert F. Biga, Human Resources Director, requesting an extension of the three-
year retirement limit for excess vacation accrual, the Civil Service Commission
does hereby approve this request with the understanding that Ms. Studstill be
required to not exceed the maximum of fifty-seven (57) eight (8) hour accrued
vacation days for payout purposes in anticipation of her retirement date on or
before May 18, 2008.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
05-107 RESOLVED, That having reviewed the letter of February 5, 2005,
from Lawrence Witkowski, Fire Department disability retiree, regarding dental
reimbursement, the Civil Service Commission does hereby table this item until
their next regular meeting of July 20, 2005.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
05-108 RESOLVED, That having reviewed the letter of June 7, 2005, from
Kathleen Monroe, City Librarian, requesting concurrent probation for Maureen
Gordon (Library Aide Ifremporary Library Aide 11), and having had discussion
with Robert F. Biga, Human Resources Director, the Civil Service Commission
does hereby approve the concurrent probationary period Ms. Gordon works in
the Library Aide 11 classification to be counted toward Library Aide I.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
05-109 RESOLVED, That having reviewed the letter of June 8, 2005, from
Kathleen Monroe, City Librarian, requesting a promotional examination for
Librarian I (Permanent Part -Time) — Children's Services, and proposed
qualifications and parts of examination and weights, the Civil Service
Commission does hereby approve the following qualifications and parts of
examination and weights:

This examination is open only to employees in the Library Department of the City of Livonia
with status in a classified position who, by the closing date of this announcement:
1. Possess a Master's Degree in Library Science from an accredited
university; and
2. Have training and/or work experience in children's literature and
programming.
PARTS OF EXAMINATION AND WEIGHTS
Interview -50% Departmental Rating -50%'
'In the event there is only one (1) qualified applicant for the position, the parts and weights of
the examination will be 100% Departmental Rating. Candidates must pass the Interview
and/or Departmental Rating in order to be placed on the eligible list.
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
05-110 RESOLVED, That having reviewed the letter of June 8, 2005, from
Kathleen Monroe, City Librarian, requesting a promotional examination for
Assistant Branch Librarian — Adult Services, and proposed qualifications and
parts of examination and weights, the Civil Service Commission does hereby
approved the following qualifications and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia in the Library Department
with regular status in a classified position who, by the closing date of this announcement:
1. Possess a Master's Degree in Library Science from an accredited
University; and
2. Have a minimum of ten (10) years of full-time experience as an Adult
Librarian with current status as a Librarian II; and
3. Have a minimum of five (5) years of experience supervising various levels of
staff, including some direct supervisory experience of a professional
Librarian staff of five (5) or more.
PARTS OF EXAMINATION AND WEIGHTS
Interview -50% Departmental Rating - 50%'
Candidates must pass the Interview and/or the Departmental Rating to be placed on the
eligible list.
'In the event there is only one qualified applicant for the position, the Parts of Examination and
Weights will be 100% Departmental Rating.

Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
05-111 RESOLVED, That having reviewed the expiring eligible list for June
2005, Account Clerk 1 (1186 p.), the Civil Service Commission does hereby
approve an extension of the eligible lists for Account Clerk 1 (1186 p.) for an
additional six (6) months.
The Commission received and filed the following items:
a. Council Resolution from the meeting of May 11, 2005 with minutes to be approved
May 25, 2005.
CR 250-05 RESOLVED, that having considered a communication from the
Mayor, dated April 27, 2005, wherein he has requested approval of the
reappointment of Greg Meyer to the Livonia Plymouth Road Development
Authority as a business interest or owner for a four-year term expiring May 16,
2009, pursuant to Section 3.16.060 of the Livonia Code of Ordinances, as
amended, and Act No. 197 of the Public Acts of Michigan of 1975, as amended,
the Council does hereby confirm and approve such reappointment.
CR 251-05 RESOLVED, that having considered a communication from the
Mayor, dated April 27, 2005, wherein he has requested approval of the
reappointment of Toni Mette to the Livonia Plymouth Road Development Authority
as a business interest or owner for a four-year term expiring May 16, 2009,
pursuant to Section 3.16.060 of the Livonia Code of Ordinances, as amended, and
Act No. 197 of the Public Acts of Michigan of 1975, as amended, the Council does
hereby confirm and approve such reappointment.
b. Affirmative Action Report for May 2005.
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
05-112 RESOLVED, That having reviewed the letter of June 13, 2005, from
Vickie Wuerth, Personnel Clerk (TA), as approved for submission by Robert F.
Biga, Human Resources Director requesting permission to use six (6) additional
paid Family Illness days chargeable to sick leave for 2005, the Civil Service
Commission does hereby approve the use of six (6) additional eight (8) hour paid
Family Illness days, beyond the maximum eight (8) days paid Family Illness days
allowed per calendar year.

Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
05-113 RESOLVED, That having reviewed the letter of June 15, 2005, from
Mildred Lee, Custodian, as approved for submission by Robert J. Beckley, Jr.,
Director of Public Works, requesting an unpaid medical leave of absence, the Civil
Service Commission does hereby approve an unpaid medical leave of absence
from June 17, 2005 through July 7, 2005, pursuant to Civil Service Commission
RULE 25, LEAVES, Section 25.5 Leaves of Absence.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That the meeting be adjourned at 5:47 p.m.
