The meeting was called to order at 5:32 p.m. Members Present: Charlotte S. Mahoney, Chairperson Harry C. Tatigian Ronald E. Washington, Personnel Analyst II Gretchen Guisbert, Secretary III Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-001 RESOLVED, That the minutes of the 1207th Regular Meeting held Wednesday, December 2, 2004, be approved as submitted. The Commission received and fled the Status of Temporary Employees Report for December2004. Bob Biga, Human Resources Director informed the Commission that the term "VIP" would no longer be used on the Temporary Report; instead "Temporary" would be used. The Commission received and fled the Non -Resident Report as of January 1, 2005. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 05-002 RESOLVED, That having reviewed the letter of December 6, 2004, from Robert J. Beckley, Director of Public Works, requesting a leave of absence from the classified service, the Civil Service Commission does hereby approve a leave of absence from the classified service for Mr. Beckley for one (1) year, commencing January 1, 2005, pursuant to Civil Service Commission Rules and Regulations, RULE 16, CERTIFICATION, APPOINTMENT AND REINSTATEMENT, Section 16.5 Appointment of an Employee in the Classified Service to a Position in the Unclassified Service. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-003 RESOLVED, That having reviewed the letter of December 29, 2004, David M. Woodcox, Director of Inspection, requesting a leave of absence from the classified service, the Civil Service Commission does hereby approve a Paget 1200th Regular Meeting January 19,2005 leave of absence from the classified service for Mr. Woodcox for one (1) year, commencing January 17, 2005, pursuant to Civil Service Commission Rules and Regulations, RULE 16, CERTIFICATION, APPOINTMENT AND REINSTATEMENT, Section 16.5 Appointment of an Employee in the Classified Service to a Position in the Unclassified Service. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-004 RESOLVED, That having reviewed the letter of January 6, 2005, from Linda Grimsby, City Treasurer, requesting a leave of absence from the classified service, the Civil Service Commission does hereby approve a leave of absence from the classified service for Ms. Grimsby for one (1) year, commencing January 1, 2005, pursuant to Civil Service Commission Rules and Regulations, RULE 16, CERTIFICATION, APPOINTMENT AND REINSTATEMENT, Section 16.5 Appointment of an Employee in the Classified Service to a Position in the Unclassified Service. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 05-005 RESOLVED, That having reviewed the letter of December 7, 2004, from Michael T. Slater, Director of Finance, regarding the donation of Police Officers Court Time to an employee, the Civil Service Commission does hereby approve the request of the Police Officers to donate court time with the understanding that the hours being donated be converted from the donor's to the recipient's rate of pay and the hours donated are not refundable; AND BE IT FURTHER RESOLVED, That the Police Department will assume all responsibility for appropriately reducing the donors' Court Time balances, assigning the proper amount of hours to the recipient and monitoring the use of those hours when paid to the recipient. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-006 RESOLVED, That having reviewed the Departmental Correspondence of December 9, 2004, from Michael Rusnak, Firefighter, as approved for submission by Alan W. Bmndemihl, Jr., Fire Chief, requesting additional Family Illness leave, the Civil Service Commission does hereby approve three (3) additional twenty-four (24) hour paid Family Illness leave days, beyond the maximum four (4) twenty-four (24) hour duty days per calendar year allowed. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 05-007 RESOLVED, That having reviewed the letter of December 14, 2004, from Michael Rieslerer, Fire Captain, as approved for submission by Alan W. Brandemihl, Jr., Fire Chief, requesting additional Family Illness leave, the Civil Service Commission does hereby approve three (3) additional twenty- Page 1200th Regular Meeting January 19,2005 four (24) hour paid Family Illness leave days, beyond the maximum four (4) twenty-four (24) hour duty days per calendar year allowed. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 05-008 RESOLVED, That having reviewed the letter of December 22, 2004, from Katherine M. Siterlet, Assessing Clerk, as approved for submission by Shemon Schultz, City Assessor, requesting an unpaid medical leave of absence, the Civil Service Commission does hereby approve an unpaid medical leave of absence from November 3, 2004 through January 17, 2005, pursuant to Civil Service Commission RULE 25, LEAVES, Section 25.5 Leaves of Absence. There were no reported expiring eligible lists for the month of February 2005. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-009 RESOLVED, That having reviewed the letter of January 18, 2005, from the Library Commission, requesting a promotional examination for City Librarian and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia, who at the closing date of this examination, have regular status as an Assistant Branch Librarian and at least ten (10) years of experience as an Assistant Branch Librarian. PARTS OF EXAMINATION AND WEIGHTS 100% Departmental Rating Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 05-010 RESOLVED, That having reviewed the letter of December 21, 2004, from Sean P. Kavanagh, City Attorney, requesting a promotional examination for Legal Steno II and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, by the closing date of this announcement, have regular status in the classification of Legal Stenographer I and are employed in the Department of Law with a minimum of three years experience in that position. Page 4 1208th Regular Mech g January 19,205 PARTS OF EXAMINATION AND WEIGHTS Performance -25% Departmental Rating -75% Required Minimum Speed: Typing — 50 WPM Shorthand Dictation —100 WPM Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-011 RESOLVED, That having reviewed the letter of November 29, 2004, from Robert J. Schron, City Engineer, requesting a promotional examination for Senior Engineering Inspector and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia, who, by the closing date of the announcement, have regular status as an Engineering Assistant II who at least: Have ten (10) years total experience in the drafting of public improvement (paving, water main, sanitary sewer, storm drainage, etc.) plans, surveying, the inspection, and/or construction, maintenance, repair and/or testing of public improvement (paving, water main, sanitary sewer, stone drainage, sidewalk, etc.) projects, and public works; and Have four (4) years total experience in the inspection of public improvement projects. PARTS OF EXAMINATION AND WEIGHTS Written Test - 80% Departmental Rating - 20%' 'In the event there is only one (1) qualified applicant for the position, the Parts of Examination and Weights will be 100% Departmental Rating. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-012 RESOLVED, That having reviewed the letter of January 10, 2005, from Mark Johnson, Chairperson, Parks and Recreation Commission, requesting a promotional examination for Superintendent of Parks and Recreation and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS Pages 1200th Regular Meeting January 19,2005 At the time of application, applicants must have regular status as Assistant Superintendent of Parks and Recreation in the City of Livonia. PARTS OF EXAMINATION AND WEIGHTS Departmental Rating — 100 % Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-013 RESOLVED, That having reviewed the letter of December 1, 2004, from Robert J. Beckley, Director of Public Works, and Brian Wilson, Assistant Superintendent of Parks and Recreation, requesting a promotional examination for Water Meter Repairer I and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, by the closing date of this announcement are: Employed in the Public Service Division of the Department of Public Works; and Have regular status in a permanent classification; and Must have or be eligible for either a Temporary Instruction Permit (TIP), or a valid Group "B" Commercial Driver's License with Air Brake and must have or be eligible for a valid Industrial Truck Driving Permit for operating a forklift. An employee in this classification is subject to all requirements of the Federal Omnibus Transportation Employee Testing Act of 1991, as amended. PARTS OF EXAMINATION AND WEIGHTS Written Test -80% Departmental Rating -20% Pursuant to AFSCME Local 192 PROMOTIONS 20.b, in competitive examinations which include Departmental Ratings, the Departmental Rating from 0 to 100 will count 20% of the examination, but a score under 70 will not disqualify the candidate from continuing the process. Candidates must pass the written test in order to be placed on the eligible list. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was Page 1200th Regular Meeting January 19,2005 05-014 RESOLVED, That having reviewed the letter of December 1, 2004, from Robert J. Beckley, Director of Public Works, and Brian Wilson, Assistant Superintendent of Public Service, requesting a promotional examination for Water Meter Repairer II and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, by the closing date of this announcement, are: Employed in the Department of Public Works; and Have regular status as a Water Meter Repairer I and have at least one (1) year of full-time paid experience in that classification; and Must possess and maintain a valid Group "A" or "B" Commercial Drivers License with Air Brake and must have or be eligible for, a valid Industrial Truck Driving Permit for operation of a forklift. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 05-015 RESOLVED, That the Civil Service Commission does hereby approve the passing point of seventy (70%) percent or an actual score of 95 out of 136 in the written examination for Library Aide 1 (1196 p.). AND BE IT FURTHER RESOLVED, That since only one (1) candidate passed the written test, it is recommended the parts of examination and weights be adjusted to eighty (80%) percent written test and twenty (20%) percent departmental rating. This adjustment was agreed upon with the appointing authority. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was Pagel 1208th Regular Meeting January 19,2005 05-016 RESOLVED, That the Civil Service Commission does hereby approve the eligible list for Code Enforcement Officer (865 o.c.). Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-017 RESOLVED, That the Civil Service Commission does hereby approve the eligible list for Environmental Control Officer (1201 p.). Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 05-018 RESOLVED, That the Civil Service Commission does hereby approve the eligible list for Firefighter (863 o.c.). Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-019 RESOLVED, That the Civil Service Commission does hereby approve the eligible list for Property Appraiser 1 (864 o.c.). Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 05-020 RESOLVED, That the Civil Service Commission does hereby approve the eligible list for Senior Building Inspector (1198 p.). Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-021 RESOLVED, That the Civil Service Commission does hereby approve the eligible list for Senior Clerk (1195 p.). Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-022 RESOLVED, That the Civil Service Commission does hereby approve the eligible list for Senior Plumbing Inspector (1197 p.). Chairperson Mahoney staled that upon a request from the Commissioners, they would be changing the Civil Service Commission meeting dales for the months of February and March and requested the change be posted accordingly. The revised dates for Civil Service Commission meetings for February and March are February 9, 2005 and March 23, 2005. The Commission received and filed the following items: Council Resolution from the meeting of December 20, 2004 with minutes to be approved January 10, 2005: CR# 577-04 Referring to the Finance, Insurance and Budget Committee for its report and recommendation the report and recommendation of the Board of Trustees of the City of Livonia Employees Retirement System, dated December 2, 2004, with regard to the possible adoption of a proposed resolution to review and monitor investments for losses suffered due to corporate fraud Page 1200th Regular Meeting January 19,2005 mismanagement and to pursue recovery of such losses through the class action litigation process when appropriate, in connection with the City's Defined Benefit and Defined Contribution Retirement Plans.
