HomeMy WebLinkAbout1205th CSC MEETING1205' REGULAR MEETING OF THE CIVIL SERVICE COMMISSION The 1205th Regular Meeting of the Civil Service Commission was held on Thursday, October 21, 2004. The meeting was called to order at 5:30 p.m. Members Present: Charlotte S. Mahoney, Chairperson Harry C. Tatigian Ronald E. Campau Also Present: Alex Bishop, Assistant Director of Building Inspection Alan W. Brandemihl, Jr., Fire Chief Jack Engebretson, Mayor Mary E. Rutan, Human Resources Director Derrick L. Washington, Personnel Analyst II Gretchen Guisbert, Secretary III Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was RESOLVED, That the minutes of the 1204th Regular Meeting held Thursday, September 16, 2004, be approved as submitted. RESOLVED, That the minutes of the 8r Special Meeting held Thursday, October 7, 2004, be approved as submitted. The Commission received and fled the Status of Temporary Employees Report for September 2004. The Commission received and fled the Non -Resident report as of October 1, 2004. The Commission received and file the Livonia Fire Fighters Union (LFFU) Grievance #240-01A, dated July 20, 2004, from Phillip D. Kamm, Firefighter, regarding denial of reimbursement for textbooks and the letter of October 8, 2004, from Alan W. Brandemihl, Jr., Fire Chief, requesting removal of this item from the agenda as the matter has been resolved. The Chairperson thanked Fire Chief Brandemihl for reconciling this matter with all parties. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was RESOLVED, That the Civil Service Commission does hereby approve the following schedule of meeting dates for 2005, as revised in Civil Service Commission RULE 6, MEETINGS OF COMMISSION, Section 6.1 Regular Meetings, at 5:30 p.m. in the Fifth Floor Gallery of City Hall, and are subject to change with notice: Paget 1205^ Regular Meeting October 21, 2004 DAY DATE TIME WEDNESDAY JANUARY 19, 2005 5:30 P.M. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was RESOLVED, That having reviewed the letter of October 7, 2004, from Alan W. Brandemihl, Jr., Fire Chief, regarding Probationary Evaluations and Job Descriptions and having had discussion with Alan W. Brandemihl, Jr., Fire Chief, to confirm the Union's concurrence, the Civil Service Commission does hereby approve the Probationary Evaluation Forms and related Job Descriptions. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was RESOLVED, That having reviewed the Departmental Correspondence of October 12, 2004, from Keith Bo, Firefighter/Assistant Driver, as approved for submission by Alan W. Brandemihl, Jr., Fire Chief, requesting additional family illness leave, the Civil Service Commission does hereby approve three (3) additional twenty- four (24) hour paid family sick leave days, beyond the maximum four (4) twenty- four (24) hour paid family sick leave days allowed per calendar year, subject to receipt of appropriate medical certification. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was RESOLVED, That having reviewed the Departmental Correspondence of October 1, 2004, from Kevin Pilate, Assistant Driver, as approved for submission by Alan W. Brandemihl, Jr., Fire Chief, requesting additional family illness leave, the Civil Service Commission does hereby approve three (3) additional twenty- Page 1201 Regular Meeting 0121, 2004 four (24) hour paid family sick leave days, beyond the maximum four (4) twenty- four (24) hour paid family sick leave days allowed per calendar year. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was RESOLVED, That having reviewed the letter of September 30, 2004, from Charles Hirst, Roads Foreman, as approved for submission by Robert J. Beckley, Director of Public Works, requesting an extension of the three-year retirement limit for excess vacation accrual, the Civil Service Commission does hereby approve this request with the understanding that Mr. Hirst be required to not exceed thirty-five (35) eight (8) hour vacation leave days as of December 31, 2004, 2005, 2006, which will then permit the maximum accrual of fifty-eight (58) eight (8) hour vacation leave days, including up to six (6) eight (8) hour bonus days for payout purposes in anticipation of his retirement date on or before October 1, 2007. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was RESOLVED, That having reviewed the letter of September 28, 2004, from Carol M. Swales, Clerk I, as approved for submission by Jack Engebretson, Mayor, requesting an unpaid medical leave of absence, the Civil Service Commission does hereby approve an unpaid medical leave of absence for Ms. Swales from October 11, 2004 to December 10, 2004 pursuant to Civil Service Commission RULE 25, LEAVES, Section 25.5 Leave of Absence; AND BE IT FURTHER RESOLVED, That should Ms. Swales physician medically release her to return to work prior to that dale, that she will report to her supervisor to coordinate a return to work examination with the City Physician. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was RESOLVED, That having reviewed the memorandum of October 6, 2004, from Suzanne Wenner, Clerk -Typist II, as approved for submission by Mary E. Rutan, Human Resources Director, requesting an unpaid medical leave of absence, the Civil Service Commission does hereby approve Ms. Wenners request for an unpaid leave of absence commencing October 21, 2004 for up to 480 intermittent hours or twelve (12) weeks; AND BE IT FURTHER RESOLVED, that having reviewed Ms. Wenners subsequent request of October 18, 2004, for additional paid family illness leave beyond the maximum eight (8) eight (8) hour paid family sick leave days, the Civil Service Commission does hereby approve her subsequent request for up to six (6) additional eight (8) hour paid family illness leave days. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was Page 1205'" Regular Meeting October 21, 2004 RESOLVED, That having reviewed the a/mail correspondence of October 14, 2004, from Jeffrey Golm, Equipment Operator 11, as approved for submission by Robert J. Beckley, Director of Public Works, requesting an extension of an unpaid medical leave of absence, the Civil Service Commission does hereby approve an unpaid medical leave of absence for Mr. Golm from September 10, 2004 to December 10, 2004 pursuant to Civil Service Commission RULE 25, LEAVES, Section 25.5 Leave of Absence; AND BE IT FURTHER RESOLVED, That should Mr. Golm's treatment provider medically release him to return to work prior to that date, that he will report to his supervisor to coordinate a return to work examination with the City Physician. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was RESOLVED, That having reviewed the letter of October 1, 2004, from David Woodcox, Director of Inspection, requesting a promotional examination for Senior Clerk and proposed Qualifications and Parts of Examination and Weights, the Civil Service Commission does hereby approve the following Qualifications and Parts of Examination and Weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia, who, by the closing date of this announcement are: Employed in the Inspection Department and have regular status as a Clerk Typist II with a minimum of two (2) years full-time paid Clerk Typist II work experience in the issuance and processing of building and mechanical permits, licenses and daily cast reports; and Have experience using Microsoft Office 2000. PARTS OF EXAMINATION AND WEIGHTS Interview -50% Departmental Rating -50%` 'In the event there is only one qualified applicant for the position, the Parts of Examination and Weights will be 100% Departmental Rating. The Commission received and fled the Non -Resident Report as of October 1, 2004. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was RESOLVED, That having reviewed the expiring eligible lists for November 2004 — Clerk 1 (842 o.c.) and Clerk -Typist I (805-c o.c.), the Civil Service Commission does hereby extend the eligible list for Clerk 1 (842 o.c.) and Clerk -Typist I (805-c o.c.) for six (6) months. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was Pages 1205'" Regular Meeting October 21, 2004 RESOLVED, That the Civil Service Commission does hereby approve the Industnal/Organizational Solutions, Inc. (1/0 Solutions) recommended passing point of 70% for the National Firefighter Selection Inventory (NFSI) written examination for Firefighter (863 o.c.). Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was RESOLVED, That the Civil Service Commission does hereby approve the passing point of 70% or 56 of the maximum raw score of 80 for the written examination for Police Dispatcher (861 o.c.). The Commission received and filed the following items: Council Resolution from the meeting of September 19, 2004 with minutes to be approved October 13, 2004: CR# 459-04 Approving an extension of the current contract between the City of Livonia and MAT Court Recording & Court Services, 6225 Ardmore Park Circle, Dearborn Heights, Michigan 48127, to provide recording and transcription services for the Office of the City Clerk for the period December 1, 2005 through November 30, 2006; and further authorizing a permanent extension of Special Appointment for recording services for the City Clerk secretarial support services; and further authorizing the action without competitive bidding in accordance with Section 3.04.140134 of the Livonia Code of Ordinances, as amended. State of Michigan Voluntary Labor Management Dispute Resolution between City of Livonia and Livonia Fire Fighters Union (LFFU), Grievance Number R-02-03, concerning Training Coordinator/Rank Designation. Affirmative Action Report for September 2004 Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was RESOLVED, That the Civil Service Commission does hereby approve the eligible list for Human Resources Director (860 o.c.). Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was RESOLVED, That the Civil Service Commission does hereby approve the eligible list for Program Supervisor (1191 p.). Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was Page 6 1205'" Regular Meeting October 21, 2004 RESOLVED, That having reviewed the letter of October 19, 2004, from Michael T. Slater, Director of Finance, regarding Life Insurance/Accidental Death and Dismemberment Renewal, the Civil Service Commission does hereby concur with the recommendation to accept the three year quote from ITT Hartford, to be effective December 1, 2004, and forwards same to City Council for their review.
