LIVONIA TRAFFIC COMMISSION
The 710'" Regular meeting of the Livonia Traffic Commission was held in the third -floor
conference room at City Hall on Thursday, June 11, 2015; it was called to order by Jim Policelli
A 7:30 p.m.
PRESENT: Commissioners: Jim Policelli, Kevin Priddy, Jim Keller, John Katers, Gordon
Draper and Tom Ambers; City of Livonia Police Officer: Sergeant Joseph Boitos; and City of
Livonia Engineer: Todd Ziiincik
VISITORS ATTENDING: None
Agenda Item 1: The minutes of the May 14, 2015, meeting was reviewed.
Upon a motion by Gordon Draper and seconded by Tom Ambers, it was approved by majority
vote that:
15-155 RESOLVED, the commission minutes from May 14, 2015, meeting are
approved as presented.
Agenda Item 2: The police department has requested the removal of the "No Right Tum on
Red" sign on northbound Newburgh Road at the eastbound Schoolcraft Road intersection
(section 29). Sgt Boitos noted that the sign was requested by Don's Vending Service and
installed in 1991 because it was difficult for his employees to back their vehicles into the
business. The sign also contains the hours of 8 a.m. to 4 p.m. Sgt. Boitos noted there were no
major vision obstructions and also no major accidents or other issues with the intersection.
Therefore, a motion to remove the sign was made by Commissioner Priddy and with support
from Commissioner Keller, it was approved by unanimous vote that:
15-156 RESOLVED, that the "No Tum on Red" sign at the northbound Newburgh/
eastbound Schoolcraft intersection be removed.
The commissioners also discussed that all of the intersections along Schoolcmft Road, east and
west bound, should be studied regarding "No Right Tum on Red" signage. Many of the
commission members stand that a number of signs were placed where there didn't seem my
merit to having one, and there are some areas where signage should be added. Sgt. Boitos noted
that he believes signage should be installed on eastbound Schoolcmft at both Merriman and
Inkster Road. All of the intersections will be studied in the near future.
NonAgendaItem: It has been observed by commissioners, as well as Todd, that the fencing
separating the landscaping from the sidewalk and/or the roadway is obstructing the view of
traffic at the intersection of eastbound Schodcmft and southbound Yale Street, section 20 and
21. Todd will contact MDOT to have this issue resolved.
Agenda Item 3: A couple of months ago the commission received a list of concerns from the
subdivision association of Livonia Hills Estate, section 6. One of the items the association
requested was `No Outlet' signs, with an addendum m include "no tum around", A the
subdivisions two entrances and exits on Hickory Lane and Meadowview at Eight Mile. The "No
Outlet: signs are already installed and according m the MMUTCD, there is not a "no turn
around" sign listed. Therefore, a motion to take no further action was made by Commissioner
Draper and supported by Commissioner Ambers, it was approved by unanimous vote that:
15-187 RESOLVED, that no further action m be taken regarding the signage in and
mound Meadowview and Hickory Lane, section 6.
Chairman's Comments:
The" Handicapped", with supplemental "Hearing Impaired", sign requested along
Munger Street, section 14, has been installed, and the petitioner is very satisfied. With
regard to the $50.00 deposit imposed for such signs, the City Clerk's office was not
aware of this practice; therefore, the deposit was not required.
The double right tum sign requested at southbound N. Laurel Park Drive entering 6 Mile
Road, section 7, has been installed.
Roundtable Discussion:
• Todd stated that a request m study the traffic light crossing Farmington Road and the
driveway b Awrey's Bakery (section 28) was forwarded to Eric Lentz at Wayne County.
Eric and his crews are also looking into the requests at the intersection of Haggerty Road
and the AMC theater entrance (Section 6), and the Plymouth Road and Hubbard
intersection (sections 27 & 34) for ti®ng issues.
• Commissioner Katers commented that the city-wide bicycle path study will be
commencing Wednesday, June 17, at the Civic Center Library in the Conference Room.
He will be attending, along with Todd and Sgt. Boitm to represent the Traffic
Commission. Per Commissioner Katers, the nature of this meeting will point out the
benefits of adding bicycle paths. Typically, bicycle paths require additional room versus
a sidewalk. Areas that are being looked A for the study to commence me along Victor
Parkway and other "half -mile" roads throughout the city.
Traffic Control Orders:
A motion to sign Traffic Control Orders (TCO) 15-1 and 15-2 was made by ccmmissioner
Priddy and with support from Commissioner Ambers, it was unanimously approved that:
15-188 RESOLVED, that TCO 15-1 and 15-2 be signed by Chairperson Policelli.
The meeting was adjourned at 8:12 p.m.
