LIVONIA TRAFFIC COMMISSION
The 709`" Regular meeting of the Livonia Traffic Commission was held in the third -floor
conference room at City Hall on Thursday, May 14, 2015; it was called to order by Chairperson
Jim Policelh at 7:30 p.m.
PRESENT: Commissioners: Jim Policelli, Kevin Priddy, Jim Keller, John Eaters, Gordon
Draper; City of Livonia Police Officer: Sergeant Joseph Baines and City of Livonia Engineer:
Todd Zihncik.
VISITORS ATTENDING: Jill Allevato seeking "Handicapped/Hard of Hearing" signage on
Munger Street, and Lacy Mason who was involved in a traffic accident on Farmington Road at
Orangelawn.
Ag®da Rem 1: The minutes of the March 12, 2015, meeting were reviewed.
One item to be corrected. Agenda Item 4 should read, "responsible for walk on school property
city would be responsible for the sidewalk within the road right of way." The change was noted
and connected. Thereafter, a motion to approve minutes as connected was made by Commissioner
Draper and with support from Commissioner Eaters, it was approved that:
15-181 RESOLVED, that the commission minutes from March 12, 2015, are
approved as corrected.
Agenda Item 2: A serious traffic incident occurred A the intersection of Farmington Road at
Oramelawn, section 33/34. This accident involved a school bus and, thankfully, all involved
were unhurt outside of bumps and braises. Mrs. Mason was rear ended by the school bus and, as
a result, her vehicle was a total loss. Mrs. Mason attended the commission meeting to see if
Farmington Road could be changed to add a tun lane or expand the entire roadway. Todd
Zilincik explained that the roadway was under Wayne County jurisdiction and the city and the
commission have nojurisdiction to revamp the road. It was also pointed out that contacting the
County Road Commission may help in the process of revamping the roadway.
NonAgendaItem: Mrs. Allevato attended the commission meeting to request a "Hard of
Hearing" sign located on Munger Street Her children are hard of hearing and do not always hear
or recognize oncoming traffic while walking to and from the bus stop (closer to Merriman Road).
She feels this, and also the speed of vehicle traffic, make for a dangerous combination.
Commissioner Draper reminded the petitioner that when placing a sign a $50 deposit is enforced
until the sign is removed and then the deposit is refunded. No member of the commission is
certain this policy is still in effect therefore, Chairperson Policelli will contact the City Clerk
and follow up with the petitioner. The MMUTCD prescribes only a uniform handicapped sign.
Sgt. Boitos suggested putting a sub -sign indicating "Hard of Hearing". The manual states that a
supplemental warning plaque could be used (W l 1-9). Upon a motion by Commission Draper
and with support from Commissioner Priddy, it was approved:
15182 RESOLVED, to place a (W11-9) handicapped sign with a supplemental
plaque denoting "hearing impaired".
Agenda Item 3: A request m place speed limit signs in the area of Ladywood and Sussex
streets, section 17. It was observed by both Sgt Boitos and Chairperson Policelli that the entire
subdivision has no placed speed limit signs. Sgt. Boitos shared the data that officers detected on
April 24 and the data capture dates of April 27-30 with speeds being in the range of 25-30 mph
with the maximum at 35 mph. Upon a motion by Commissioner Katers and with support from
Commissioner Keller, it was approved that:
15183 RESOLVED, that no further action be taken due to the speed dad from the
study.
Agenda Rem 4: It was stated that many drivers are unaware of the double right tum laves
present on southbound N. Laurel Park Drive entering Six Mile Road (section 7) and in many
cases are not sure where to tum into leaving the road heading westbound onto Six Mile. Sgt.
Boils pulled crash data for the intersection and found six traffic crashes took place in the last
five years relating to the double right tum Issue. There were a total of 30 crashes, but Sgt. Boitos
noted that could be a result of the Six Mile traffic and not the Laurel Pink Drive traffic. No sign
was ever placed to the Commission's knowledge and it was discussed that placing a sign may
help clear up my confusion. Upon a motion by Commissioner Draper with support from
Commissioner Keller, it was approved:
15184 RESOLVED, to place a `Bight Turn Only" (P.3 -7C) sign facing southbound
on N. Laurel Park Drive at the Six Mile intersection.
Agenda Item 5: A complaint was received regarding the traffic signal going northbound on
Blue Skies at the Seven Mile and Victor Parkway intersection, section 6. It was stated that the
traffic signal timing is prescribed by Wayne County; however, the traffic around Haggerty and
the I-275 freeway during rush hours exacerbates this problem The commission has no
jurisdiction over that traffic signal as it is controlled by Wayne County. Todd commented that if
my development on the northeast comer comes along, the timing of the light should be
reviewed. If development began, this would add more traffic at the intersection and a study at a
later time may be recommended.
Chairman's comments and review of monthly requests, e-mails, etc.
Sgt. Boitos said a purchase order has been made and the City Council has approved a new
portable radar speed device. It could possibly arrive before the next commission meeting.
Todd Zilincik commented that there was a malfunction at the Five Mile and Hubbard traffic
signal as it was timing out too quickly. Wayne County has fixed the problem.
An e-mail request was received during the afteraoon on the date of this commission meeting
about the Haggerty Road and AMC movie theater intersection. Todd stand that the timing of the
Haggerty Road signal may not be correct The information was forwarded to Wayne County.
It was stated that the traffic signal crossing on Middle Belt road at the Ford Parts plant was
changed slightly during rush hours and the management at the Ford plant are very pleased.
Roundtable Discussion: Commissioner Draper shared his photos of his recent trip to Iran and
described how the highway systems and traffic lights differ from ours in the United States.
Jim Policelli adjourned the meeting at 8:52 p.m.
