LIVONIA TRAFFIC COMMISSION
The 687`" Regular meeting of the Livonia Traffic Commission was held in the third -floor conference room at
City Hall on Thursday, May 9, 2013; it was called to order by Chairman Joe Steele.
PRESENT: Commissioners: John Katers, Cindi Quinn -Ventura, Kevin Priddy and Jim Pohcelli; City of
Livonia Police Officer: Sergeant John Gibbs; and City of Livonia Engineer: Todd Zilincik
Visitors Attending: Claudia Stanton, 19658 Melvin (section 2); Michael Creta, 14393 Hubbard (section 22);
Glenn & Diane Blank, 32406 Lyndon (section 22); Gregory & Sara Kuc, 24535 Hubbard (section 22); Mike &
Lori Gordon, 36524 Hees (section 32).
Agenda Item 1: The minutes of the April 11, 2013, meeting was reviewed.
Upon a motion by John Katers, seconded by Kevin Priddy, it was approved by unanimous vote that:
13-120 RESOLVED, the commission minutes from April ll, 2013, are approved as presented.
Agenda Item 2: Mike and Lori Gordon expressed concern with the no parking sign on Hees Street (section 32)
behind Churchill High School. A no parking sign in front of their residence may have been improperly located
on the street. The understanding with the no parking signs is to limit/restrict students from the high school from
leaving their vehicles puked while attending school; however, placement of the signs has significantly limited
any vehicle parking on the street A good discussion of options and their effects on vehicle street parking
resulted with this item being moved to the June 13 meeting to allow time for a complete review ofthe area and
to locate any supporting documentation on the Traffic Control Orders (TCOs).
No further action at this time; this will he an agenda item for the June 13, 2013, meeting
Agenda Item 4: Michael Creta, 14393 Hubbard, along with Glenn & Diane Blank and Gregory & Sara Kuc,
who all reside in section 22 and expressed concerns with speeding traffic on Hubbard Road in the vicinity of
Lyndon Street. Michael stand that traffic generally ignores posted speed limit signs creating many safety issues
aronnd Kennedy and Jackson schools and throughout the neighborhood. He added that we should be exploring
other options to control traffic speeds; he offered suggestions and they were discussed with the commission.
However, recent speed studies conducted by our police department on Hubbard and in the surrounding area
document that the vast majority of traffic complies with posted speed signs. The residents are not convinced that
this study accurately depicts actual events. After a lengthy discussion regarding the accuracy and placement of
the speed equipment; built-in speed controls, such as, what the road design affords this area; success in other
neighborhoods, etc., Sgt. Gibbs agreed to capture additional speed studies on Hubbard Road. This location was
supported by Michael and his neighbors. This information will be available for further discussion A the June 13
meeting.
No further action at this time; this will he an agenda item for the June 13, 2013, meeting.
NonAgendaItem: Claudia Stanton, 19658 Melvin (section 2), discussed delivery trucks servicing the Wal-
Mart store and entering from St. Martins. Claudia recently documented truck traffic and surveyed information
signs on St. Martins and the nearby Sears parking lot Claudia understands that delivery trucks are not allowed
to use St. Martins and should be using the Seven Mile entrance; this was part of an agreement with Wal-Mart
after concerns were expressed from area citizens regarding truck traffic in the area After a brief discussion
with the members, it was agreed that the police department would review existing signs and code enforcement
agreements with various city officials. Sgt. Gibbs will follow up with a response at the June 13 meeting.
No farther action at this time; this will he an agenda item for the Jane 13, 2013, meeting.
Agenda Item 3: A request from Nicholas Devine, 37916 North Laurel Park Drive (section 7) for a pedestrian
crosswalk on North Laurel Park Drive. The request would create a connecting walkway across North Laurel
Park Drive at University Park Drive utilizing an existing walkway to the street After a brief discussion, Cindy
Quiet -Ventura presented the following motion, seconded by Jim Policelh, it was approved by unanimous vote
that:
13221 RESOLVED, paint a "ladder style" crosswalk across the entire width of North Laurel
Park Drive at University Park Drive at the existing sidewalk and install W11 and W -16-7P
pedestrian signs.
RESOLVED, that the meeting he adjourned at 9:30 pm.
