LIVONIA TRAFFIC COMMISSION
The 686`" Regular meeting of the Livonia Traffic Commission was held in the third floor conference room at
City Hall on Thursday, April 11, 2013; it was called to order by Chairman Joe Steele.
PRESENT: Commissioners: John Raters, Gordon Draper, Kevin Priddy and Jim Pohcelli; City of Livonia
Police Officer: Sergeant John Gibbs; and City of Livonia Engineer Todd Zilincik
Visitor Attending: Edward Bloomfield, 36811 Angeline Circle, Livonia 48150 (section 29); Susan Rooke,
11036 Hubbard, Livonia 48150 (section 34).
Agenda Item 1: The minutes of the March 14, 2013, meeting was reviewed.
Upon a motion by Gordon Draper, seconded by John Eaters, it was approved by unanimous vote that:
13119 RESOLVED, the commission minutes from March 14, 2013, are approved as presented.
Agenda Rem 4: Edward Bloomfield presented an argument that the placement of the "No Tum on Red"
(NTOR) sign on Schoolcmft at Levan is not readable after exiting the freeway while approaching Levan Road.
According to Bloomfield, vehicle speeds from the exit, merging traffic and other driving conditions do not
allow the driver ample time to read the signs. Edward recently received a traffic violation for making a right
hand hrn on red—he also received his first violation approximately five years ago at the same intersection. He
added that the NTOR sign is placed too high so that while waiting at the traffic light he was unable to see the
sign. Edward's argument was built on these two conditions. He presented photographs of the intersection and
other intersections within the city where signs were placed closer to the ground or at times a second sign was
added to inform drivers. After a very lengthy discussion (at times very disjointed with confusing arguments) as
to whether traffic control signs should be lowered at this intersection and throughout the city, Kevin Priddy
presented the following motion:
Upon a motion from Kevin Priddy and seconded by Gordon Draper "to place a second NTOR sign on an
adjacent utility pole on Schoolcraft and Levan Roads", the motion was unanimously denied.
NonAgendaItem: Susan Rooke expressed concern with speeding traffic on West Chicago, Orangelawn and
other local streets in her neighborhood. Attempts from various concerned families to inform drivers of the
danger of excessive speed failed In have any effect The police department agreed to place the speed sign on
West Chicago and enforce violations of speed.
Agenda Item 2: Todd Zilincik informed the Traffic Commission that he is attending ongoing I-96
Reconstruction meetings and as changes and updates are finalized, he will continue m update the commission.
Agenda Item 3: An electronic mail request from Angelina Michehm m install a "No Left Tran" sign A
American Montessori Academy, 14800 Middlebelt (section 24). Unfit discussion from Angelina is heard by the
commission, no further action will be taken.
RESOLVED, that the meeting he adjourned at 9:00 pm.
