HomeMy WebLinkAboutTraffic Commission 2013-01-10MINUTES OF THE 683' REGULAR MEETING LIVONIA TRAFFIC COMMISSION The 683rd Regular meeting of the Livonia Traffic Commission was held in the third floor conference room at City Hall on Thursday, January 10, 2013; it was called to order by Chairman Joe Steele. PRESENT: Commissioners: John Raters, Kevin Priddy, Gordon Draper, Cinch Quinn -Venture and Jim Policelh; City of Livonia Engineer Todd Zifincik, along with Police Officer: Sergeant John Gibbs. Agenda Item 1: The minutes of the November 8, 2012, meeting was reviewed. Upon a motion by Gordon Draper, seconded by John Eaters, it was approved by unanimous vote that: 13-109 RESOLVED, the commission minutes from November 8, 2012, are approved as presented. Agenda Item 2: Request from Sarah Nadeau Alexander for a replacement church identification sign on Newburgh Road for Newburgh Methodist Church, 36500 Ann Arbor Trail. Presently, church identification signs exist on Am Arbor Trail and Newburgh Road. After a very lengthy open discussion regarding church, civic, business, or my other related non -traffic control signs on the right-of-ways, it was concluded that the Traffic Commission lacks authority to set City of Livonia policy on non -traffic control devices. Upon a motion from John Eaters, seconded by Kevin Priddy, it was approved by unanimous vote that: 13-110 RESOLVED, this request be referred to the Engineering Department for proper disposition. Agenda Item 3: Request from Rosedale Gardens Presbyterian Church, 9601 Hubbard Street for replacing existing identification signs. Following a brief discussion on the similarities of agenda item 2 and this request, it was determined that the Traffic Commission lacks authority to set non -traffic control signs policy. Upon a motion from John Eaters, seconded by Gordon Draper, it was approved by unanimous vote that: 13-111 RESOLVED, this request be referred to the Engineering Department for proper disposition. Agenda Item 4: Request from Wayne County Road Commission for the functioning operating hours of the traffic signal on Newburgh Road at Holmes Middle School. Presently the signal changes to caution (yellow flash) for Newburgh Road traffic from 10:00 pm to 6:00 am daily. This topic generated discussions on hours of operation, how and when the pedestrian crossing button is activated and vehicle sensor for vehicles exiting Holmes school after hours. It was concluded that the desired outcome would be to keep the traffic control signal green (after hours) for Newburgh Road. Upon a motion from Kevin Priddy and seconded by Cinch Quinn - Ventura, it was approved by unanimous vote that: 13-112 RESOLVED, to have Todd Zilincik work with Wayne County Road Commission to have the traffic signal change to green for Newburgh Road after hours provided that other features (traffic sensor, pedestrian crossing button) are functioning properly. Agenda Item 5: An email request from Michelle Haldane, 34257 Coventry, section 17, to review line -of -sight views due to existing white fencing on a residential home that may impede visibility for eastbound Whitcomb or southbound Westbrook traffic. A review of the area was conducted by proper city personnel and a review of police reports indicate that no traffic accidents have occurred as a result of my visibility issues. Drivers most be cautious prior to entering or crossing my intersection. Based on traffic information and existing signs, it was concluded through a motion by Gordon Draper, seconded by Jim Policelli, and approved by unanimous vote that: 13-113 RESOLVED, that no further action was needed. Agenda Rem 6: Open discussion and review of St. Mary Mercy Hospital signs. This topic was first brought to the Traffic Commission in July of 2012. Recommendations and follow up requests to obtain a better understanding of the request were made to the consultant; however, numerous attempts by the Engineering Department and Traffic Commission for clarification of the program have gone unanswered. Todd Zihncik agreed to once again try to reach the individual responsible for the sign change. He will advise us next month of his progress. RESOLVED, that the meeting he adjourned at 9:15 pm.
