HELD BY THE CITY PLANNING COMMISSION
OF THE CITY OF LIVONIA
On Tuesday, October 5, 2010, the City Planning Commission of the City of
Livonia held its 3991" Special Meeting in the Livonia City Hall, 33000 Civic Center
Drive, Livonia, Michigan.
Mr. Lee Morrow, Chairman, called the meeting to order at 6:53 p.m.
Members present: Deborah McDermott R. Lee Morrow Carol A. Smiley
Ashley Vartoogian Ian Wilshaw Lynda Scheel
Members absent: Ashley Krueger, Gerald Taylor
Mr. Mark Taormina, Planning Director, was also present.
Mr. Morrow: We have a waiver of use before us tonight for Sushi & Rolls. If
the petition requesting a waiver of use is denied tonight, the
petitioner has ten days in which to appeal the decision, in
writing, to the City Council. Resolutions adopted by the City
Planning Commission become effective seven (7) days after the
dale of adoption. We had the public hearing last week. There
was no one there to speak for or against it. So I'm going to ask
the secretary to read the agenda item.
ITEM #1 PETMON 2010-08-02-14 SUSHI & ROLLS
Ms. Scheel, Secretary, announced the first item on the agenda, Petition 2010-08-
02-14 submitted by Young O. Coutts requesting waiver use
approval to operate a full service restaurant (Sushi & Rolls) at
17382 Haggerty Road within the College Park Marketplace retail
center, located on the east side of Haggerty Road between Six
Mile Road and Seven Mile Road in the Southwest 1/4 of Section
7.
Mr. Morrow: We will need a motion to remove this from the table
On a motion by Wilshaw, seconded by McDermott, and unanimously adopted, it
was
#10-70-2010 RESOLVED, that pursuant to a Public Hearing having been
held by the City Planning Commission on September 28, 2010,
on Petition 2010-08-02-14 submitted by Young O. Coutts
requesting waiver use approval to operate a full service
restaurant (Sushi & Rolls) at 17382 Haggerty Road within the
College Park Marketplace retail center, located on the east side

of Haggerty Road between Six Mile Road and Seven Mile Road
in the Southwest 1/4 of Section 7, which property is zoned C-2,
the Planning Commission does hereby remove this item from
the table.
Mr. Morrow, Chairman, declared the mofion is carried and the foregoing
resolution adopted.
Mr. Morrow: Mark, do you want to give us a quick presentation?
Mr. Taormina: This is a request for a full service restaurant at the Market
Place, which is College Park. I think most everyone is familiar
with that shopping complex. It has about seven or eight tenant
spaces. The existing tenants include Caribou Coffee, Potbelly
Sandwich Works, Winestyles, Panchero's Restaurant, Great
Clips, and Cheeburger Cheeburger. I think Swirlberry Frozen
Yogurt is there still, but they are moving to another empty space
in the center and Sushi & Rolls is going to occupy the space
where Swirlbery is located. Right?

Mr. Taormina: Okay. So this is about a 1,300 square fool unit with 20 feel of
store frontage. Its between Winestyles and Potbelly. Its very
important that they will have a total of 40 customer seals, which
does put them in the full service category. There is a floor plan
that's been provided. It shows generally the layout of the space.
We indicated last week that based on comments from the
Inspection Department, they are going to have to add another
bathroom to the layout. They would be permitted one wall sign,
a maximum of 30 square feel. Other than that, they are not
proposing any exterior modifications to the building.
Mr. Morrow: That one piece of correspondence from the Inspection
Department did indicate the need for a second bathroom. Is
there anything else in the departmental correspondence that the
petitioner needs to be aware of that you can recall that needs to
be addressed? Ithink the other departments had no objections
to the use.
Mr. Taormina: That was pretty much it. The other departments that responded
indicated that they didn't have any objection to the petition.
Mr. Morrow: Are there any questions for the staff? You heard the
presentation?

Do you have anything you want to add to it?
Ms.
Coutts:
No.

Wilshaw:
How are you going to handle grease?
Ms.
Coutts:
They have a dumpster that I'm supposed to share.
Mr.
Wilshaw:
A dumpster?
Ms.
Coutts:
Yes.
Mr.
Wilshaw:
Do you know if they have a grease container that you would put
your grease into?
Ms.
Coutts:
I don't know.
Mr.
Morrow:
Are you going to generate any grease?
Ms.
Coups:
We have to put in the separator.
Mr.
Taormina:
I think they'll have to install a separator the restaurant. I'm not
aware that they have an outside grease trap, but I can check.
Mr.
Wilshaw:
What's your experience? Have you operated any other
restaurants or is this your first one?
Ms.
Coutts:
I have 20 years restaurant work and my brothers have a couple
restaurants.
Mr.
W Ishaw:
Have you done sushi restaurants before?
Ms.
Coutts:
I work all the time there. I never had . . . first time this
restaurant but....
Mr.
Wilshaw:
Thankyou.
Ms.
McDermott:
That was partly my question, so thank you, Mr. Wilshaw. Is the
Sushi & Rolls restaurant a franchise?
Ms.
Coutts:
No.
Ms.
McDermott:
Are there other Sushi & Rolls restaurants around? This is the
first one you've owned?
Ms.
Coutts:
Yes.

Ms.
McDermott:
And you said you have 20 years of restaurant experience. What
type of restaurants do your family own right now?
Ms.
Coups:
Sushi restaurants.
Ms.
McDermott:
And you work there?
Ms.
Coutts:
Yes.
Ms.
McDermott:
Okay. Thank you.
Mr.
Morrow:
Any other questions?
Mr.
Taormina:
What restaurant do you currently work al?
Ms.
Coutts:
Right now, its in Northville.
Ms.
Scheel:
What will the hours of operation be?
Ms.
Coutts:
11:30 a.m. to 10:00 p.m. Monday through Thursday, Friday and
Saturday is 10:30 a.m. to 11:30 p.m. and Sundays 12:00 p.m. to
9:30 p.m.
Mr.
Taormina:
What time on Friday and Saturday?
Ms.
Coutts:
11:30 a.m. to 10:30 p.m.
Mr.
Taormina:
So its 11:30 a.m. to 10:00 p.m. on Monday through Thursday,
10:30 a.m. to 11:30 p.m. on Friday and Saturday, and Sunday
12:00 p.m. to 9:30 p.m.
Ms.
Scheel:
Okay. Thank you.
Mr.
Taormina:
Would there be any desire in the future for a liquor license?
Ms.
Coups:
Yes because right now ...
Mr.
Taormina:
I'm sorry?
Ms.
Coutts:
The City does not have any right now.
Mr.
Taormina:
The City does not have any.
Ms.
Coutts:
But they said next year check it out.
Mr.
Morrow:
Do the current restaurants that you work at have bar service?

Ms. Coutts: Yes.
Mr. Morrow: Anything else?
Mr. Wilshaw: Mark, we don't have any liquor licenses in the strip center at
College Park, do we?
Mr. Taormina: In the strip center, just Winestyles has a Class C for their wine
lasting, but it is limited.
Ms. Smiley: Flemings, Bravo and those restaurants have liquor licenses.
Mr. Wilshaw: Okay. Thanks, Mark.
Mr. Morrow: Because this is not a public hearing, I'll not ask for audience
communication. Based on that note, if you're satisfied that all
our questions have been answered, I'll ask for a motion.
On a motion by Smiley, seconded by McDermott, and unanimously adopted, it
was
#10-71-2010 RESOLVED, that pursuant to a Public Hearing having been
held by the City Planning Commission on September 28, 2010,
and a Special Meeting held on October 5, 2010, on Petition
2010-08-02-14 submitted by Young O. Coutts requesting waiver
use approval to operate a full service restaurant (Sushi & Rolls)
at 17382 Haggerty Road within the College Park Marketplace
retail center, located on the east side of Haggerty Road
between Six Mile Road and Seven Mile Road in the Southwest
1/4 of Section 7, which property is zoned G2, the Planning
Commission does hereby recommend to the City Council that
Petition 2010-08-02-14 be approved for the following reasons or
subject to the following conditions:
1. That the maximum customer seating count shall not
exceed 40 seals in accordance with the Floor Plan marked
Architectural Floor Plan, as received by the Planning
Commission on August 9, 2010;
2. That only conforming signage is approved with this petition,
and any additional signage shall be separately submitted
for review and approval by the Zoning Board of Appeals;
3. That no LED Iighthand or exposed neon shall be permitted
on the site including, but not limited to, the building or
around the windows;

4. That if an occupancy of more than 15 persons is used, a
second restroom shall be provided; and
5. That the specific plan referenced in this approving
resolution shall be submitted to the Inspection Department
al the time of application for the building permits.
Subject to the preceding conditions, this petition is approved for
the following reasons:
1. That the proposed use complies with all of the special and
general waiver use standards and requirements as set
forth in Sections 10.03 and 19.06 of the Zoning Ordinance
#543;
2. That the subject site has the capacity to accommodate the
proposed use; and
3. That the proposed use is compatible to and in harmony
with the surrounding uses in the area.
FURTHER RESOLVED, that notice of the above hearing was
given in accordance with the provisions of Section 19.05 of
Zoning Ordinance #543, as amended.
Mr. Morrow:
Is there any discussion?
Mr. Wlshaw:
Would it be appropriate for us to add something about the
second bathroom or do we want to leave that for the Inspection
Department?
Mr. Taormina:
We can include that in the resolution.
Mr. Wilshaw:
Okay.
Mr. Morrow:
Does the maker and supporter of the motion agree with that
change?
Ms. Smiley:
That's fine.
Ms. McDermott:
Yes.
Mr. Morrow,
Chairman, declared the motion is carried and the foregoing
resolution adopted. We just held a special meeting and its
been approved. It will go on to City Council with an approving

resolution. They will make the ullimate decision. We appreciate
your coming and good luck on your new venture.

On a motion duly made, seconded and unanimously adopted, the 399th Special
Meeting held on October 5, 2010, was adjourned at 7:04 p.m.
