MINUTES OF THE SIXTY-SIXTH REGULAR MEETING
OF THE COUNCIL OF THE CITY OF LIVONIA
On March 24, 1952, above meeting was held at 33110 Five Mile Road,
Livonia, Michigan, and was called to order at approximately 7.32 P. M. by the
President of the Council, Harry S Wolfe Roll was called with the following
result: Present-- Harry S. Wolfe, Wilson W Edgar, Raymond E Grimm, Nettie Carey,
William Taylor and John Whitehead. Absent-- Harvey Jahn.
President Wolfe announced that this meeting was held at the City Hall
in order to open and consider bids for bonds to be sold under Ordinances #42 and
#43, all in pursuance of Notice of Sale duly advertised pursuant to such ordinances.
By Councilman Whitehead, seconded by Councilman Carey and unanimously
adopted as follows, it was.
ILIRESOLVED, that the time for receiving bids on bonds under
Ordinance #42 and #43, having expired at 7:30 P M , the City
Clerk be directed to open and read all bids received.
The City Clerk presented all sealed bids received, which were opened and
read as follows:
In accordance with your official advertisement for the
sale of $325,000 SEWAGE DISPOSAL SYSTEM #2 REVENUE BONDS of the
City of Livonia, Wayne County, Michigan, as published in the
Michigan Investor of March 8, 1952, which advertisement is hereby
made a part of this proposal, we bid as follows:
$325,000 for bonds maturing and bearing interest as follows:
1954 to 1979, inclusive, at 3-1/4%;

The Gross Interest Cost is $133,832.22

The following resolution was moved by Councilman Taylor and seconded
Lis by Councilman Grimm:
9,53 WHEREAS, it appears that the bid of H.V. Sattley & Co , Inc ,
B J Van Ingen & Co., Mullaney, Wells & Co , Allison-Williams Co ,
McDonald-Moore & Co., Central Republic Co , Fox, Reusch & Co , and
Cincinnati Bond Corp on $325,000 Sewage Disposal System No. 2 Revenue
Bonds, to be issued pursuant to the provisions of Ordinance No. 42 of
the City of Livonia, at par and accrued interest with a premium of
$ None is the best bid received, and produces the lowest interest
cost to the city;
RESOLVED, that said bid be and is hereby accepted;
RESOLVED, FURTHER, that said bonds be executed and delivered
to said purchaser on payment of the purchase price thereof, in accordance
with said bid
A roll call vote was taken on the foregoing motion with the following result.

The following resolution was moved by Councilman Edgar and seconded by

33211 W Seven Mile Road, to be continued there in the Court Building
This meeting was reconvened at the Court Building at 33211 W Seven Mile
Road at 8:10 P M , at which time and place all members of the Council were present,
except Harvey Jahn.
The minutes of the Sixty-Fifth regular meeting of the Council held
March 17, 1952, were read and approved

adopted as follows, it was:

CI-Sb RESOLVED that, the hour of 8.30 P M having arrived and the
time for receiving bids on a new Ford Police Car having expired, the
City Clerk be directed to open and read all bids received.
The City Clerk then opened and read the following sealed bids:

2. Paul J. Wiedman $1794.57

adopted as follows, it was:
/9 6/-57 RESOLVED, that the foregoing bids be referred to the Director
of Public Safety for his recommendations
Councilman Edgar, as chairman of the Insurance Committee made a report,
wherein he recommended additional insurance on the contents of the City Hall and the
Court Building. By Councilman Edgar, seconded by Councilman Whitehead and unanimously
adopted as follows, it was:
19_ 958 RESOLVED, that the report of the Insurance Committee be and hereby
is accepted and approved, that the contents of the City Hall at 33110 Five
Mile Road be insured in the amount of $14,000 00 and the contents of the
Court Building at 33211 W. Seven Mile Road be insured in the amount of
$3,000.00.

The Council next considered the Abstract and report of Herald Hamill,
City Engineer, dated March 21, 1952, pertaining to bids received on Contracts
2, 3 and 4 for the construction of the Water Supply System of the City of Livonia.
By Councilman Whitehead, seconded by Councilman Taylor and unanimously adopted
as follows, it was
A 959 RESOLVED that, pursuant to the recommendations of the
City Engineer, dated March 21, 1952, the following bids for the
following respective sections of the Water Supply System of the
City of Livonia, authorized by Ordinance No 43:
Contract No 2, Sinacola Contracting Co , $193,261 20
Contract No. 3, United Contract Co., $202,920 90
Contract No 4, The Boam Company, $183,577.40
be and hereby are accepted, that the report and recommendations of the
City Engineer pertaining to such bids is hereby approved; and that
the Mayor and City Clerk are hereby authorized to affix their
signatures on behalf of the City of Livonia to such contracts with the
above named bidders in conformance with such bids

Mr Howard Harder and Mr Shaw, appeared and requested a light in front
of the Church of God on Newburg Road at Plymouth By Councilman Taylor, seconded by
Councilman Grimm and unanimously adopted as follows, it was:
RESOLVED that, on written application of any duly organized
church within the City of Livonia, the Department of Public Works
cause an electric light, and other equipment incidental thereto, to be
installed in the vicinity or near the entrance of such church

the condition of certain streets in the Southeastern section of the City, caused
by the construction of Sewage Disposal System No 1:

to make a complete survey and report on the condition of all streets
within the area served by Sewage Disposal System No. 1, that such report
be made in writing and contain in detail a description of all defects,
damages, omissions, faults and claims arising out of the construction
of said system, and that the people residing in the above area be
requested to file their claims in writing to the Department of Public
Works
A ten minute recess was called at 9.50 P. M., following which the meeting
was reconvened with all members present who were named as present in the original
roll call of this meeting

4-96 RESOLVED, that the petition of Madeleine G. Rohn, et al,
residents of Camden received March 22, 1952, for repair of street
and drainage, and the petition of Robert F. Rickert, et al, residents
of Weyher, Brentwood, Floral, Lathers, Pickford and Pershing received
March 24, 1952, for drains, be referred to the Department of Public
Works and the City Engineer for report and recommendations
Mr Nelson and Mrs DeLoris Moore, President and Secretary respectively of
the Melody Manor Association, appeared before the Council and presented a resolution
of such association dated March 24, 1952, pertaining to street lighting, which was
read and placed on file.

The largest size motor considered within the above schedule
is one H.P. When larger than one H P , the charge is as
for power apparatus.
Fixtures
For the installation, altering or repairing of fixtures-

The above fees also apply to units with the K V A Rating
Where several motors of less than 1/4 H P capacity are
properly connected to the same 1200 watt circuit, the fee
charged shall be based on the number of such circuits as for
the wiring or incandescent lighting.
When a combination electrical installation is to be made
for heat, light and/or power involving more than a single
motor, rectifier, heating unit, circuit of wiring and/or fixtures
within the same premises at the same time for the same party,
a charge shall be made for the largest single unit in accordance
with the above schedule, and for each additional unit a charge as
follows. $ 25 per circuit of wiring for incandescent lighting,
$ 50 for heating or power, and $1 00 for each 25 sockets or
fraction thereof on fixtures.
When a minimum fee for a combination installation does not
exceed $3.00, the minimum will be charged to the first circuit
of wiring In similar cases involving fixtures with heaters
and/or power, the minimum fee shall be charged to the heater or
power installation
For the installation of additional equipment which has been
inspected and not included in the original permit issued, the
combination rates shall apply with a minimum fee of $ 2 00

Motion Picture Apparatus
Inspection of each machine $ 2.00
Additional Inspections
For the inspection of electrical apparatus for which no
fee is herein provided and for the inspection of temporary
installations for decorative, advertising and theatrical
purposes, a fee not exceeding $3 00 per hour or fraction
thereof shall be charged
Group Installations
A flat fee of $1.00 shall be charged for each individual
location or unit mentioned in the following classifications,
provided applications cover six or more locations or units
and the applications for permit are filed at the same time:
(a) All minor changes and repairs to electrical service
(b) Receptacle Outlet for Gas Conversion Burners, damper

For the installation of additional equipment prior to the
completion of plumbing work covered by a previous permit
issued, the minimum charge shall be $ 1 00
Special Equipment

tures including replacements, the regular 50¢ rate for each
humidifier shall be charged with a minimum fee of $ 3 00
