MINUTES OF THE THIRTY-NINTH REGULAR MEETING
OF THE COUNCIL OF THE CITY OF LIVONIA
On May 14, 1951, above meeting vas held at 33110 Five Mile
Road, Livonia, Micnigan, and was called to order at approximately 8:10 P. M.
is
by the Vice-President. Roll was called with the following result: Present--
Wilson W Edgar, Raymond E Grimm, Nettie Carey, Harvey Jahn, John Whitehead
and William Taylor Absent-- Harry S Wolfe
The minutes of the 38th regular meeting of the Council held April
23, 1951, were read and approved.
Mr. Harry S Wolfe arrived during the reading of the above minutes
and from that time on presided over the meeting
The minutes of the 6th special meeting of the Council held April
30, 1951, were read and approved
The minutes of the 7th special meeting of the Council held May 7,
1951, were read and approved.
James L Hagen, Director of Public Safety, appeared before the Council
and stated that in the Police Department's budget for the current year, the
amount appropriated for special police was intended to include not only their
salary but likewise uniforms and flashlights, although the budget indicates that
the amount was merely for salaries
By Councilman Edgar, seconded by Councilman Whitehead and unanimously
adopted as follows, it was.
/Y-1165TRESOLVED, pursuant to the request of the Director of Public
Safety and on his explanation to the effect that the previous
appropriation for special police was intended to cover the cost of
uniforms and certain equipment, the Police Department is hereby authorized
to use $550.00 of such appropriation for uniforms and flashlights.
Communications from Herald Hamill dated May 12, 1951, pertaining to
the Municipal Garage were received and tabled until the next regular meeting.

Mr Fred Schirmer appeared and complained about the noise caused by
Aggregate Company Mr. Hagen, Director of Public Safety, explained that new
equipment is being procured by the Aggregate Company which will thereby
eliminate or satisfactorily reduce such noise
Randall C. Kohler, Attorney f cr Anne B Slapinskas, appeared with his
client on a Petition for re-hearing on Petition No 25 for change of zoning
classification
By Councilman Jahn, seconded by Councilman Whitehead and unanimously
adopted as follows, it was:
LJ- / C RESOLVED, that a re-hearing on Petition No 25 is hereby
granted by the Council; that such re-hearing shall take place on
May 28, 1951, and that the City Clerk notify residences in the
vicinity of petitioner of the re-hearing of such petition
Mr Agababian, pop corn vendor, stated to the Council his contention
that he is not a transient merchant.
By Councilman Jahn, seconded by Councilman Carey and unanimously
adopted as follows, it was:
/9 5167 RESOLVED, that the President appoint a committee to
examine and report on any advisable amendments to Ordinance No 12.
The President then appointed to the last mentioned committee, Councilmen Jahn,
Grimm and Carey
Carl Rix presented a complaint concerning an abandoned sump and
manhole on his property
By Councilman Carey, seconded by Councilman Taylor and unanimously
adopted as follows, it was:
y6 RESOLVED, that the complaint of Carl Rix be referred to
the Department of Public Works for investigation and report.
A ten minute recess was called, following which the meeting was resumed
with all members of the Council present

adopted as follows, it was.
4-17/6 / RESOLVED, that the City Engineer make a survey and report,
together with an estimate of cost, on installing drains on Deering
and Oak Drive property as requested in the Petition of George James,
et al
A petition of Erma Anderson, et al, for vacation of alleys was
received and given No. 31. By Councilman Jahn, seconded by Councilman Taylor,
and unanimously adopted as follows, it was:
--'/70 RESOLVED, that cn.Pti ti on of Erma Anderson, et al, No 31
and on its own motion, the Council deems it advisable to vacate the
alleys in New Detroit Subdivision and New Detroit Subdivision No 1,
part of the N E 14 of Section 36, Town 1 South, Range 9 East,
City of Livonia, Wayne County, Michigan, except that alley in the
rear of all lots facing on Plymouth Road, that a copy of this
resolution be delivered to the City Planning Commission for a hearing
thereon and recommendations as provided in Ordinance No. 29

adopted as follows, it was :
y7/ RESOLVED, that pursuant to the application of Lt L J.
Owen Post No 3941 dated May 8, 1951, the Council does hereby
issue a permit authorizing said post to conduct a carnival at the
place and during the period of time specified in such application,
on the condition that adequate insurance is carried in such farm as
may be approved by the City Attorney.
Report of Leo 0 Nye, Justice of the Peace for the period commencing
April 1, 1951, and ending April 25, 1951, was received and placed on file

The result of the roll call vote on the foregoing resolution was as follows:
AYES: Jahn, Carey, Edgar, Taylor, Grimm, Whitehead & Wolfe
NAYS. None
Communication dated May 111, 1951, from Fred C Burton requesti ng
donations for Hospitalized Veterans Committee was received and read, ana the
City Clerk was directed to send copies of such letter to the service clubs.

adopted as follows, it was -

4/73 RESOLVED, that the petition of Reese Fitzer, Shirley
Fitzer, H. J. Lipsey, Winifred E Lipsey, Octavia M Tews, William
Wallace and Kathleen Wallace, to vacate a certain surface arain
easement across lots 137, 138, 139, 140, 1111, and 1112 of Thomas
0'Connors Parkview Acres, a subdivision of the West 1/2 of the
Southeast 1/4 of Section 12, Tawn 1 South, Range 9 East, Livonia
Township and City, Wayne County, Michigan, be and hereby is granted,
that such surface drain is relocated pursuant to such petition; and
that, to carry out this resolution, the Mayor and City Clerk are €.
hereby authorized and directed to accept such Quit-Claim deeds from
said petitioners to the City of Livonia and to make and deliver, on
behalf of the City, such Quit-Claim deeds as may be approved by the
City Engineer, Herald Hamill, and William Brashear, City Attorney.

and submit a proposed fence ordinance with the assistance of the
City Attorney.

adopted as follows, it was :

with the assistance of the City Attorney, an ordinance regulating the
sale and delivery of milk, baked goods, dry cleaning and similar
merchandise and services.

/9 - 1/76 RESOLVED, that the amended Sewer Plan for Grandon Woods
Subdivision as prepared and approved by Herald Hamill, City Engineer,
be and hereby is approved and substituted in place of the previous
Sewer Plan
On motion of Councilman Grimm, seconded by Councilman Jahn and
unanimously passed, the meeting was adjourned at 11:25 P. is., May 14, 1951.
