MINUTES OF ADJOURNED SECOND REGULAR
MEETING OF THE COUNCIL OF THE CITY
OF LIVONIA
June 9, 1950
The adjourned second regular meeting of the Council of the
City of Livonia was held on June 9, 1950, at 33110 Five Mile Road, Livonia,
Michigan. The meeting was called to order at approximately 8:15 P M by
the President of the Council, Harry S Jolfe The roll was called with
the following result. Present--Harry S Wolfe, Raymond E Grimm, Wilson W.
Edgar, Harvey Jahn, Nettie Carey, William Taylor and John Whitehead,
absent—none
Mr John Creedon, Special Traffic Control Officer, (race track
111 division) made a verbal report as to traffic conditions around the race
track and the necessity of floodlights for the safety of officers
directing traffic at parking grounds exits On motion of Nettie Carey,
seconded by John Whitehead and unanimously carried, it was
A-43 RESOLVED, that Mr James Hagen, the Director of Public
Safety, be requested to secure information on the cost of
floodlights at parking grounds exits at the race track and to
report his findings to the Council
The City Clerk presented to the Council certain bills On motion
of Raymond E Grimm, seconded by William Taylor and unanimously carried,
it was
A-44 RESOLVED, that the following bills be paid by the City
Treasurer- C 0 Pontius--No Dumping Signs--$8.00; food for
last election Prct # 2--$3 25; Stanley Hayes--sand & gravel--
$t2 00, Clyde Bentley--1 typewriter--$125 00, Jack Stark & Son--
police supplies--$379 20; Mrs Jane Jones--stenographic work
1 on Charter Commission--$141.25

The President then mentioned the need for additional City office

space and telephones On motion of Nilson N. Edgar, seconded by Nettie
Carey, and unanimously carried, it was
A-45 RESOLVED, that the Mayor, Jesse Ziegler, is hereby
authorized to construct an office for his own use and to
provide for additional telephones in the City Hall
Leo 0 Nye, Justice of the Peace, presented a verbal request for
certain equipment, services and expenditures in maintaining his office. He
was requested, by approval of all of the members of the Council, to submit a
written proposal at the next Council meeting
The Council next discussed the need for dividing Election Precinct
No 3 and, with the consent of all of the members, William W. Brashear,
City Attorney, was instructed to investigate the law on this procedure and
to make a report to the Council
Ile Mr John Campbell explained to the Council the rules and codes
governing heating and plumbing installations and inspections The Council
requested that the committee consisting of Nettie Carey, William Taylor and
John Whitehead continue their consultations with Mr Campbell and report
information needed in enacting an ordinance
On motion of Harvey Jahn, seconded by Raymond E. Grimm and unanimously
carried, it was
A-46 RESOLVED, that the President appoint a committee of two
to make a study of traffic ordinances and report thereon
The President thereupon appointed on such committee Harvey Jahn and Raymond E
Grimm
A communication from William H Smith was read and, with the consent
of all members of the Council, was placed on file.
On motion of Wilson W. Edgar, seconded by Harvey Jahn and unanimously
carried, it was

A-47 RESOLVED, that the President appoint a committee to
study and report on procedure for City purchasing and contracts
and ordinance regulating same
The President then appointed Raymond E Grimm and Harvey Jahn as members of
such committee
Raymond E Grimm then introduced the following ordinance:

ORDINANCE PROVIDING FOR THE LICENSING
AND REGULATION OF PARKING LOTS
The City of Livonia Ordains:
Section 1 A parking lot means any plot, piece or parcel of land
used for the purpose of storing motor vehicles where the owner or person
storing such vehicles is charged a fee and which is open to the general public
Section 2. No person shall maintain or conduct a parking lot within
the limits of the City of Livonia, without first having obtained a license
therefor from the City Clerk.
Section 3 Written application for licenses for parking lots shall
be made by the persons intending to operate the same and shall set forth the
description and size of the place where the parking lot is to be operated,
whether the applicant is an individual, partnership or corporation; the name
and business and residence address of each individual owner, partner, and
each officer, manager and director of a corporation applicant; whether the
premises are owned or leased by applicant, and if leased, the name and address
of each owner; the number of motor vehicles which may at any one time be
stored upon the parking lot, the hours during which the motor vehicles may
be stored, a complete schedule of rates to be charged for storing motor
vehicles and such other information as the City Clerk may deem advisable
Section 14 No license for parking lot shall be issued until such
application shall be approved by the Chief of Police and the Chairman of the

IL City Planning Commission. No license for parking lot shall be issued where
the operation of such parking lot would constitute a traffic hazard or
conflict with the rules and regulations of the Police Department No such
license shall be issued if the use to which the premises may be put under
the Zoning Ordinance (Ordinance No 2 of the City of Livonia) does not
permit the operation of a parking lot
Section 5. No licensee shall charge rates in excess of those set
forth in his application for a license unless and until he has notifed the
City Clerk in writing of the change and posted signs showing such increase
Section 6 Each licensee shall, at all times, have posted on his
premises signs showing his rates of charge and arty limitation or disclaimer
of liability asserted by him All signs on the premises shall be subject
to the approval of the Chief of Police
Section 7 No shelters or buildings shall be erected on any
parking lot until and unless the same are approved by the Building Inspector.
Section 8 The entire surface of all parking lots and driveways
shall be smooth, passable, dust-free and durable No parking lot shall be
operated in such a manner as to create a nuisance to the surrounding neighbor-
hood Lots shall be kept clean and free from refuse and debris. The condition
and operation of each parking lot shall be subject to the approval of the
Chief of Police.
Section 9. At the time of accepting a motor vehicle for storing,
the licensee or his agent shall furnish to such person storing a vehicle, a
check identifying the vehicle
Section 10 No license shall be issued until there has been paid
Ili to the City Clerk a license fee in accordance with the following schedules

for parking lots having a capacity of fifty (50) vehicles or less, Thirty-

five Dollars ($35 00) annually, for a capacity of fifty-one (51) to one
hundred (100) vehicles, Fifty Dollars ($50 00) annually; and for a capacity
in excess of one hundred (100) vehicles, Seventy-Five Dollars ($75 00)
annually
Section 11 No parking lot license may be lawfully transferred
or assigned
Section 12. The City Clerk may revoke any parking lot license
if at any time.
(1) The licensee has knowingly made any false or
materially incorrect statement in the application
(2) The licensee knowingly violates or permits the
violation of any provision of this Ordinance
(3) The licensee knowingly violates or knowingly
permits the violation of any provision of any penal law or
ordinance regarding theft, larceny or conversion of a motor
vehicle, or its parts or contents, or the operation of a
motor vehicle without the owner's consent
Section 13 Any person, partnership or corporation feeling
aggrieved because of a revocation of parking lot license shall have the
right to appeal to the Council, and the Council may affirm, modify or
vacate such revocation
Section 114 Any person, partnership or corporation violating
any of the provisions of this Ordinance shall, upon conviction thereof, be
punished by a fine of not more than Five Hundred Dollars ($500 00), or
imprisonment for a period of not more than ninety (90) days, or both such
fine and imprisonment in the discretion of the Court
Petitions of Asa E Wilson, et al and David Newman, et al for
change of zoning classification were read and, on motion of Harvey Jahn,
seconded by Nilson W Edgar, and unanimously carried, it was

A-48 RESOLVED, that the petitions of Asa E Wilson, et al and
David Newman, et al be and hereby are referred to the City Planning
Commission for hearing and recommendations according to law.
On motion by Harvey Jahn, seconded by Raymond E Grimm and unani-
mously carried, it was
A-49 RESOLVED, that the application of Agnes Gillespie for
adding space on 1950 S D M and L Q P licenses at 27720
West Seven Mile Road be and hereby is approved
The letter from Thomas Antonio Petit:), with the consent of all
members of the Council, was referred to the Director of Public Safety
Proposed agreement between Wayne County Board of Road Commissioners
and City of Livonia, dated May 25, 1950, was read and considered. On motion
of Harvey Jahn, seconded by William Taylor and unanimously carried, it was
A-50 RESOLVED, that the President appoint a committee to
study and report on the functions of the Department of Public
Works
The President thereupon appointed to such committee John Whitehead and Nettie
Carey and referred to them the above mentioned proposed contract with the
Wayne County Board of Road Commissioners
On motion of Raymond E Grimm, Seconded by John Whitehead and
unanimously carried, the meeting was adjourned Time of adjournment 12:20 A M ,
