HomeMy WebLinkAboutCOUNCIL MINUTES 1952-07-14 Page 825 MINUTES OF THE SEVENTY-FOURTH REGULAR MEETING OF THE COUNCIL OF THE CITY OF LIVONIA On July 14, 1952, above meeting was held at 33211 W Seven Mile Road, Livonia, Michigan, and was called to order at approximately 8.02 P. M by the President of the Council, Harry S. Wolfe. Roll was called with the following result. Present-- Harry S Wolfe, Raymond E Grimm, John Whitehead, Nettie Carey and William Taylor Absent-- Wilson W. Edgar and Harvey Jahn. Minutes of the 73rd regular meeting of the Council held on June 23, 1952, and adjourned to and held on June 30, 1952, and July 1, 1952, together with the minutes of the 16th special meeting held on June 24, 1952, were read and approved At approximately 8 35 P M President Wolfe announced that the time had arrived for the opening of all bids received on the paving of Munger and the grading of the grounds around the Wilcox School By Councilman Grimm, seconded by Councilman Taylor and unanimously adopted as follows, it was #114 RESOLVED, that the time for receiving bids on the paving of Munger and the grading of the grounds around Wilcox School having expired, the City Clerk open and read all bids received City Clerk, Marie W Clark, stated that the only bid received was one from Don Wells, Inc. of 16777 Patton Avenue, which sealed bid was opened and read, was accompanied by the required bond of 5% and was in the amount of $10,090 00 By Councilman Taylor, seconded by Councilman Carey and unanimously adopted as follows, it was #115 RESOLVED, that the bid received on the paving of Munger and the grading of grounds around Wilcox School be referred to the City Engineer for his report and recommendations and that the School Board be invited to attend the next regular meeting of the Council to be held on July 28, 1952. The City Clerk read communication from the City Planning Commission dated July 7, 1952, on Petition No. 52. By Councilman Grimm, seconded by Councilman Whitehead and unanimously adopted as follows, it was: Page 826 #116 RESOLVED, that the report and recommendations of the City Planning Commission on Petition No. 52 are hereby approved The City Clerk read communication from City Planning Commission dated July 7, 1952, on Petition No 53 By Councilman Taylor, seconded by Councilman Carey and unanimously adopted as follows, it was- #117 RESOLVED, that the report and recommendations of the City Planning Commission dated July 7, 1952, on Petition No 53 are hereby approved The City Clerk read communication from City Planning Commission dated July 7, 1952, on Petition No 54 of Joseph S Klein Harry C. Pratt, Attorney, representing the petitioner and Otto W Hedges, Attorney, representing property owners opposing the petition, each made full arguments to the Council Councilman Grimm made a motion that the following resolution be adopted: #118 RESOLVED, that the report and recommendations of the City Planning Commission on Petition No. 54 of Joseph S. Klein be approved The foregoing motion was not seconded and President Wolfe declared that such motion was lost for want of a second By Councilman Carey, seconded by Councilman Whitehead and adopted as follows, it was- #119 RESOLVED, that Petition No. 54 of Joseph S. Klein together with the report and recommendations of the City Planning Commission thereon be placed on the table for further consideration A roll call vote was taken on the foregoing resolution with the following result: AYES. Carey, Whitehead and Taylor. NAYS Grimm and Wolfe. President Wolfe declared that the foregoing resolution was adopted. At approximately 10.05 P. M. a ten minute recess was taken following which the meeting reconvened with all members of the Council present who were named as present in the original roll call of this meeting Page 827 John M Campbell, Chairman of the Civil Service Commission appeared before the Council and presented to the Council a communication dated July 7, 1952, together with attached revised salary schedules covering all city employees, as adopted by the Civil Service Commission, subject to Council approval This matter was carefully discussed. Numerous employees of the city were present and were given an opportunity to be heard By Councilman Taylor, seconded b3 Councilman Carey and unanimously adopted as follows, it was: #120 RESOLVED, that the revised salary schedules as adopted by the Civil Service Commission, together with the attached report and recommendations of such commission dated July 7, 1952, be referred to the Committee of the Whole By Councilman Taylor, seconded by Councilman Carey and unanimously adopted as follows, it was- #121 RESOLVED that, pursuant to the request of the Bureau of Inspection dated June 10, 1952, together with the attached itemization, the sum of 0800 00 is hereby appropriated from the unallocated fund for the purposes stated in such request A roll call vote was taken on the foregoing resolution with the following result. AYES: Grimm, Carey, Taylor, Whitehead and Wolfe NAYS. None Communication from the Chief Building Inspector dated July 14, 1952, pertaining to the change in the method of compensating system inspectors was ordered placed upon the agenda of the July 28th meeting. Communication addressed to H. 0 Johnson dated July 9, 1952, signed by Eberle M. Smith Associates, Inc pertaining to the paving of Munger and the grading of grounds around Wilcox School, was read and placed on file.
