MINUTES OF THE ADJOURNED ONE HUNDRED TWENTY-FIFTH REGULAR
MEETING OF THE COUNCIL OF THE CITY OF LIVONIA
On August 30, 1954, the above meeting was held at 33001 Five Mile Road,
Livonia, Michigan, and was called to order at approximately 8 09 P M , by the
President of the Council, John T. Daugherty. The invocation was given by
Councilman Kleinert Roll was called with the following result. Present-- John
T Daugherty, David L Jones, Harry R Killam, Rudolf R Kleinert, John W.
Whitehead, Nettie Carey and Wilson W. Edgar. Absent-- None.
President Daugherty questioned the absence of the City Attorney
The City Clerk read letters dated August 23, 1954 from Rose Hill Builders,
Aubrey Ettenheimer• and Mendota Building Company, Henry Alper; requesting per-
mission to build model homes in Devonshire Park Subdivision
By Councilman Jones, seconded by Councilman Killam, it was
#1702 RESOLVED, that the request of Mendota Building Company and
Rose Hill Builders for permit to erect model homes in Devonshire Park
Subdivision be denied at this time until the land is properly zoned
for dwellings.
A roll call vote was taken on the foregoing resolution with the following result.
AYES• Jones, Killam, Whitehead and Daugherty
NAYS Kleinert, Carey and Edgar
The President declared the resolution was adopted
The City Clerk, Marie W Clark, read a letter from the Livonia School
Advisory Committee received August 24, 1954, also a petition from Coventry
Gardens Improvement Association.
By Councilman Jones, seconded by Councilman Killam, it was
#1703 RESOLVED, that resolution No. 1465, presented to the Council
at the 118th regular meeting held May 10, 1954, be reintroduced for a
roll call vote at this time, as if it is word for word repeated herein
A roll call vote was taken on the foregoing resolution with the following
result:
AYES: Jones, Killam, Kleinert and Daugherty
NAYS. Whitehead, Carey and Edgar
The President ruled that the motion passed, under the same conditions as the
previous action on resolution No 1465 of May 10, 1954

By Councilman Jones, seconded by Councilman Killam and unanimously
adopted, it was
#1704 RESOLVED, that a copy of the action previously taken by
this Council be submitted to the Civic Groups that have forwarded
letters to the City
Mr George Dygert appeared before the Council in regard to his petition
for paving Elmira Avenue.
The City Clerk read petition of certain citizens dated August 20, 1954
regarding enforcing speed limits within the Livonia School areas
By Councilman Jones, seconded by Councilman Whitehead and unanimously
adopted, it was
#1706 RESOLVED, that the petition of the Livonia residents dated
August 20, 1954 regarding enforcing speed limits within Livonia School
areas be referred to the Chief of Police and report to the Council at
the next regular meeting, September 13, 1954.
The City Clerk, Marie W Clark, read letter from City Planning Commission
dated August 19, 1954, letter from the Fire Department dated August 3, 1954 and
recommendation of Waring and Johnson dated July 29, 1954, regarding Petition No.
Z-53 for change of zoning
By Councilman Kleinert, seconded by Councilman Jones and unanimously
adopted, it was
#170f} RESOLVED, that the recommendation of the City Planning
Commission dated August 19, 1954 as to Petition No Z-53 of George
E Bacon and Bess L Haugh has been considered and such petition
is hereby denied
By Councilman Whitehead, seconded by Councilman Edgar and unanimously
adopted, it was
#1707 RESOLVED, that the recommendations of the City Planning
Commission dated August 19, 1954 as to Petition No Z-54 of Joseph
C Mankvitz are hereby approved and such petition is hereby denied
By Councilman Edgar, seconded by Councilman Carey and unanimously
adopted, it was
#1700 RESOLVED that the recommendations of the City Planning
Commission dated August 19, 1954, as to Petition No Z-55 of Consumers

Power Company are approved and such petition is hereby denied
By Councilman Carey, seconded by Councilman Kleinert and unanimously
adopted, it was
#1709 RESOLVED, that the recommendations of the City Planning
Commission dated August 19, 1954 as to Petition No. Z-56 of Elliot
Cohen are approved, and such petition is hereby denied
By Councilman Carey, seconded by Councilman Kleinert and unanimously
adopted, it was
#171O RESOLVED, that the letter of Gus McCreedy for pick up of
garbage and rubbish in the City of Livonia be tabled for further
study by the Committee of the Whole
President Daugherty declared a recess at 9.27 P M , after which the
Council resumed with all members present except Mrs Nettie Carey, who was
excused because of illness
The City Clerk read a letter from Fire Chief Calvin Roberts dated
August 25, 1954
By Cogncilman Edgar, seconded by Councilman Whitehead, it was
#1711 RESOLVED, that on reoue st of Chief Roberts dated August 25, 1954,
the amount of $2,896 00 is appropriated from the Unallocated Fund to the
Fire Department for salaries of two additional firemen for the months of
August through November, 1954.
A roll call vote was taken on the foregoing resolution with the following result
AYES: Jones, Killam, Kleinert, Whitehead, Edgar and Daugherty
NAYS. None
The City Clerk read letters from Police Chief George Harmon dated August
23 and August 30, 1954
By Councilman Kleinert, seconded by Councilman Whitehead, it was
#1712 RESOLVED, that on reoue st of Chief Harmon dated August 30, 1954,
an appropriation of $85 00 from the Unallocated Fund to the Police Depart-
ment is approved• and the transfer of $175 00 from Acct 70F to Acct 47
is hereby authorized
A roll call vote was taken on the foregoing resolution with the following result.
AYES• Jones, Killam, Kleinert, Whitehead, Edgar and Daugherty.

##1713 RESOLVED, that the report of the Finance Committee for the
month of July, 1954, is hereby approved and a summary of such report
is spread upon the minutes of this meeting as follows.

Unallocated Fund to the Mayor's Account E-2 to cover payment for
clerical salaries

4 RESOLVED, that the City Attorney be paid for the months of
Jul,/ and August and the money appropriated from the Unallocated Fund
for this purpose.
A roll call vote was taken on the foregoing resolution with the following result:
AvES• Whitehead, Edgar and Daugherty
NAYS: Killam, Kleinert and Jones, with the statement that all Council
members are fully aware that this is not a legal action
President Daugherty declared the foregoing resolution was denied.
Councilman Jones read a letter from the Zoning Board of Appeals dated
August 26, 1954
By Councilman Jones, seconded by Councilman Killam and unanimously
adopted, it was
#1715. RESOLVED, that identification cards be issued to all members
of the Zoning Board of Appeals for the term of office of each individual,
such identification cards to be signed by the President of the City
Council and the Chief of Police.
By Councilman Jones, seconded by Councilman Killam, it was
#1716 RESOLVED, that the meeting of Wednesday, September 1, 1954,
be a special meeting of the Council to be called to order at 9:00 P M.
President Daugherty released the diair to Vice President Kleinert
at 10.22 P M
A roll call vote was taken on the foregoing resolution with the following result:
AYES Jones, Killam, Whit ehead, Edgar and Daugherty
NAYS: Kleinert
President Daugherty wished it recorded in the minutes of this meeting
that the City Attorney was not present, which is in violation of Ordinance No 27.
