MINUTES OF THE TWENTIETH SPECIAL MEETING
k. OF THE COUNCIL OF THE CITY OF LIVONIA
On June 7, 1954, the above meeting was held at 33001 Five Mile Road,
Livonia, Michigan, and was called to order at approximately 8:00 P M , by the
Vice President of the Council, Rudolf R Kleinert Roll was called with the
following result. Present-- Rudolf R. Kleinert, David L Jones, Harry R. Killam
John W. Whitehead, Nettie Carey and Wilson W. Edgar. Absent-- John T Daigherty.
City Clerk, Marie W Clark, read a letter dated June 5, 1954, from Mayor
Hartom calling the special meeting.
The City Clerk read Ordinance No. 84, also a letter from the Wayne County
Road Commissioners requesting the adoption of certain rules and regulations re-
garding the use of water.
Councilman Carey introduced the following Ordinance:

AN ORDINANCE `1O REGULATE THE USE OF
WATER FROM THE WAT1a t DISTRIBUTION
SYSTEM OF THE CITY OF LI VONI A
THE CITY OF LIVONIA ORDAINS:
Section 1. The City Council , having considered the requirements of the
Board of Wayne County Road Commissioners that conservation of water regulations be
adopted by the City of Livonia at least eauivalertt to those prescribed by the City
of Detroit for the users of water supplied by its own system, including the surround-
ing municipalities which are supplied with water from such system by contract with
the Board of Wayne County Road Commissioners, hereby directs that whenever the City
of Livonia shall receive notice of the adoption of rules regulating the use of water
taken from the distribution system of the City of Detroit, the Board of Water Com-
missioners of the City of Livonia shall adopt identical rules regulating the use of
water taken from the distribution system of the City of Livonia.
Section 2 It shall be unlawful for any person, firm or corporation to
violate any such rule and/or regulation. Provided, that before any such rule and/or
regulation shall become effective it shall be approved by resolution of the Common
Council, and then published in one issue of a newspaper of general circulation in
the City of Livonia
Section 3 This ordinance shall be effective June 10 to September 5,
inclusive.

Section 4 Every person convicted of a violation of this ordinance shall
be punished by a fine of not more than Five Hundred ($500.00) Dollars or by imprison-
ment of not more than ninety (90) days or by both such fine and imprisonment in the
discretion of the Court
Section 5 All ordinances or parts of ordinances in conflict herewith
are hereby repealed.
Section 6 This ordinance is hereby declared necessary for the protection
of the public health, safety and welfare and shall become effective immediately
upon publi catio n
A roll call vote was taken on the foregoing ordinance with the following result:
AYES: Jones, Killam, Whit ehead, Carey, Edgar and Kleinert.
NAYS. None
Vice President Kleinert stated that the foregoing Ordinance had been adopted and
will take effect on the date of publication which mill be June 17, 1954.
The City Clerk read "Rules Regulating the Use of Water Taken from the
Distribution System of the City of Livonia, 1954" submitted by the Board of Water
Commissioners of Livonia
In the absence of the members of the Water Board, it was decided to
pass on to the next item of business
City Attorney Ashmore read letters regarding the claim of Clifford K.
Bryan for $690.00 damages to his property
By Councilman Whitehead, seconded by Councilman Carey, it was
#1515 RESOLVED that, the Council concur with the City Attorney's
recommerrl at io n and pay Mr Clifford K Bryan $690.00 for damage to
his property and deduct this sum from the funds held in escrow under
Fattore & Co contract, for installation of sewers to General Motors
Chevrolet Spring and Bumper Plant.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Jones, Killam, Whitehead, Carey, Edgar and Kleinert.
NAYS: None.
Councilman Whitehead requested permission on behalf of the L. J. Ranch, Inc.,
on Amrhein Road, to sprinkle the road in front of the ranch for a horse show to be

held June 13. It was decided that if the Board of Water Commissioners and the
Fire Department had no objections, the Council likewise would not object.
A ten Minute recess was called at 8.37 P M , after which the meeting was
resumed with all members present who were named as present in the original roll call
of this meeting.
By Councilman Killam, seconded by Councilman Whitehead and unanimously
adopted, it was
#1516 RESOLVED, that the Council approve the Rules Regulating the
Use of Water Taken from the Distribution System of the City of Livonia,
1954, subject to adoption and publication of such rules by the Board of
Water Commissioners
On motion of Councilman Jones, seconded by Councilman Killam, this 20th
special meeting of the Council of the City of Livonia was duly adjourned, the time
of this adjournment being approximately 8 48 P M
