AINUTES OF THE uNE HUNDRED SEVENTY-i'HanD REGULAR MEETING.

On June 4, 1956, the above meeting was held at 33001 Five Mile Road,
Livonia, I'achigan, and was called to order at approximately 8 017 P. M., by the
President of the Council, Aastin Grant. Moll was called with the following result:
Present-- Austin Grant, Frank O'Neill, Sydney B. Bagnall, Rudolf R. Kleinert, David
L. Jones and John T. Daugherty. Absent-- *Peter A. Ventura. Councilman Kleinert
delivered the invocation.
By Councilman Kleinert, seconded by Councilman O'Neill, it was
##374-56 RhoLLVED than, in accordance with the provisions of Section 21
of Ordinance No. 2(, for this uc eting only, the t,rovisions of Section 5
of ordinance No. 27, be and hereby are suspended only insofar as it per-
tains to the reading of the minuted of a previous meeting; and
BE 12 FURTrIER RES JLVED that, the minutes of the 172nd regular
meeting of the Council of the City of Livonia held May 28, 1956, be and
hereby are al.pruved as submitted.
A roll call vote was uaken on the foregoing resolution with the following result:
AYES: O'Neill, .ua nail, Kleinert, Daugherty and Grant.
NAYS: Jones.
The President declared the res,)lution adopted.
The Clerk read a letter dated May 2:, 1956 from Mayor Brashear regarding
the Civic Improvement Program, which was received and placed on file.
The Clerk read a letter datJd June 1, 1956 from the Mayor regarding rental
for space occupi_d by the 'slater and Sewer Division.
By Councilman Daugherty, seconded by Councilman Jones and unanimously
adopted, it was

garding rental for space occupied by the Water and Sewer Division be
referred to the Committee of the Whole with the request to the yTater
Commissioner to be present at the meeting.
The Clerk read a letter dated June 1, 1956 from the Civil service Com-

mission addresd to the ilayor regarding part time laborers for the Parks and
Recreation Department.
By Councilman u'Neill seconded by Councilman Daugherty and unanimously
adopted, it was

June 1, 1956, for two part time laborers for the rarks and Recreation De-
partment is hereby approved.
By Councilman da;7nall, seconded by Councilman Daugherty, it was
#377-56 RESOLVbD that, the report of the finance Committee for the
month of April, 1956, is hereby approved and a summary spread upon the
minutes of this meeting as follows:

By Councilman Bagnall, seconded by Councilman Kleinert and unanimously
adopted, it was
#378-56 RFIOLVED that, prior to the transfer by the Council of ally
sum from the Unallocated Fund of the City Budget to any other account
of the City, that the Council shall first refer the matter of the trans-
fer to the Finance Committee of the Council for its report and recommenda-
tions and preparation of any resolu ,ion so required.
By Councilman Bagnall, seconded by Councilman O'Neill, it was

ferred the sum of a0,)416.7h from the Unallocated Fund of the Budget to the
Special Assessment District #6 Account, for the purpose of advancing the
cost oL the a±oresaid improvement, and
vJHER.As„ oecause of such transfer, it is necessary to replenish
said Unallocated Fund f rom the Unap eropriated Surplus Account,
NOW, THEhEFOEE, BL IT RL$0LuliD that, there is hereby transferred
from the Unappropriated Surplus Account of the Budget to the Unallocated
Fund of the Budget, the sum of „10,000.00.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: O'Neill Ba,nal 1, Kleinert, Jones, Daugherty and Grant.
NAYS: None.
By Councilman Daughelty, seconded by Councilman O'Neill and unanimously
adopted, it was
#360-56 RheOLVi;D that, the united Automooile workers-Congress of
Industrial 0egani5,ation Labor Union, being presently in the process

of celebrating its twenty years of progress; and the UAW-CIO, by its
creation and organization, navin , enhanced the common welfare, prosperity,
dignity and well-being of tee working men and women, and having contributed
to the general economic security of our _Nation; and many members of the
UA.a-CIO being citizens of the City of Livonia; the Council of the City of
Livonia does hereby whole-heartedly e..press to the UM-CIO its sincere
gratitude and appreciation for the worthy contribution which the UAW-CIO
has made for the benefit of our citizens; that the Council does hereby ex-
tend its best wishes for the continuing progress and good work of the UAW-
CIO; that the Council does hereby request the Mayor of Livonia to issue an
official proclamation carrying out the effect of this resolution; and that
a certified copy of this resol.,tion be forwarded to the International Head-
quarters of the UAW-CIO.
Fire Commissioner Do.glas Campbell read a report of conditions at Fire
Station #1.
By Councilman Bagnall, seconded by Councilman O'Neill and unanimously
adopted, it was
#301-56 RESOLVED that, the request of the Fire Commissioner dated June
Z,., 1956 for funds to refurbish the cresent Fire Station be referred to
the Committee of the Whole and the r inance Committee meeting Thursday,
June 7, 1956, and that this matter be brought to the next regular meeting
of the Council, June 11, 1956.

A recess was cal-ed at 8:W P. i•1., alter which the meeting resumed with
all members present who were named as present in the original roll call of this
meeting, including Councilman Ventura.
The Clerk read tee Ordinance amending Ordinance No. 60, for introduction
by the Council.

THE CITY OF LIVONIA SDAiuS:
Sectiun 1. The report and recommendation of the City Planning Commis.. on
dated May 4, 1956, on Petition No. L-153 and April 20, 1)56, on Petitions No. Z-155
and Z-157, having been considered by the Council, the Council hereby adopts said
Petitions to amend the Zoning Ordinance and the Zoning Map of the City of Livonia;
and all proceedings heretofore conducted on said Petitions are hereby approved.
Section 2. Article 3.00 of the coning Oi•dinance, Ordinance No. 60 of the
City of Livonia, is hereb,T amended by adding thereto the following sections:
Section 3.91. Petition No. Z-153 of Michael J. and helen J.
aatchko, is hereuy granted; the zoninz, classification of the premises
descriued in said petition is hereby cnanged from RUFB to R-2 as re-
quested in said petition; and the -outhwest 1/4 of Section 31 of the
Zoning Map is hereby amended to conform to the change made in this
section.
Section 3.92. Petition No. Z-15 of Sylvia M. and Arthur H.
Seguin, is hereby granted; the zoning classification of the premises
described in said petition is hereby changed from RUFB to h-1-B as
requested in said petition; and the Southwest 1/4 of Section 1 of
said Zoning Map is hereby amended to conform to the change made in
this section.
Section 3.93. Petition No. Z-157 of the National Hank of
.beLroit, is hereby granted; the zoning classification of the premises
described in said petition is hereby changed from RUFB to P-1 as re-
quested in said petition; and the Northeast 1/4 of Section 1 of said
Zoning Map is hereoy amended to conform to the change made in this
section.
Section 3. The attached map designated "Amendment No. 25 of the Zoning
Map of the City of Livonia'' showing all of the amendments and changed made in the
foregoing eection 2 of this ordinance, is hereby approved, established and made a
part hereof.
Section 1+. All ordinances or parts of ordinances in conflict herewith
are hereby repealed only to the extent necessary to give this ordinance full force
and efi ect.
section 5. Should any portion of this ordinance be held invalidifor any
reason, such holding shall not be construed as affecting the validity of any of the
remaining portions of this ordinance.
The foregoing ordinance was placed on the table for consideration at the
next regular meeting of the Council, June 11, 1956.
The Clerk read the mutual agreement for exchange of land between the City
of Livonia and Shirley Gleaners.

By Councilman Daugherty, seconded by Co.,nci.iman Bagnall, it was
#382-56 RESOLVED that, the proposed agreement between the City of
Livonia and Shirley Cleaners be referred to the Committee of the Whole,
with the request to the City Engineer for a report of the cost of the
demolition of the present building to be submitted at the meeting Thurs-
day, June 7, 1956, for recommendation to the Council at the next regular
meetin,,, June 11, 1956.
A roll call vote was taken on the foregoing resolution with the following result:
O'Neill, Bagnall, Jones, Ventura, Daugherty and Grant.
NAYS: Kleinert.
The President declared the resolution adopted.
Pursuant to resolution i37d-56, the proposed resolution regarding travel
allowance for public officials w Hs referred to the Finance Committee for report and
recommendation.
The request for a File Clerk for the Council was also referred to the
i finance Committee for report to the Council.
By Councilman 13a*na:.l, seconded by Councilman Ventura and unanimously
adopted, it was
#383-56 RLSOLV_.D that, the matter of traffic signal lights at 'Jest
Chicago and Middle Belt Roads; Plymouth and iierri.man Roads; and Milburn
and Plymouth Roads be referred to the Traffic Commission for report to
the Council as soon as possible.
On motion of Councilman Kleinert, seconded by Councilman Jones and
