MINUTES OF PUBLIC HEARING ON NECESSITY OF INSTALLING
SANITARY SEWERS IN GOLDEN RIDGE SUBDIVISION AND GOLDEN
RIDGE SUBDIVISION N0. 1
On April 12, 1962, the above hearing was held at the City Hall, 33001 Five
Mile Road, Livonia, and was called to order by the President of the Council at
approximately 8:06 P. M. Present-- Sydney B. Bagnall, John T. Daugherty, William E.
Parks, Rudolf R. Kleinert, John F. Dooley, Edward H. McNamara and James R. McCann.
The President stated that, pursuant to the provisions of Ordinance No. 31,
as amended, of the City of Livonia, entitled "An Ordinance to Provide for the Making
of Public Improvements, Defraying the Expense Thereof by Special Assessment and a
Special Assessment Procedure," and likewise pursuant to a Notice of Public Hearing
duly published and sent to property owners in accordance with Section 12 of said
Ordinance No. 31, as amended, the City Council was opening a Public Hearing for the
purpose of determining the necessity of installing sanitary sewers in lots 78 through
155, inclusive, and lots 270 through 356, inclusive, in Golden Ridge Subdivision and
Golden Ridge Subdivision No. 1, located in the Southeast 1/L of Section 31, City of
Livonia.
The President read the following letter, dated April 5, 1962, from John S.
Stock, Sanitary Engineer for the Wayne County Department of Health:

Golden Ridge and Golden Ridge No. 1
iww In December, 1961, this department submitted a report to the City of Livonia on
sewage disposal conditions In areas of the city not served by sewers. One section
of the report concerned the area southeast of the intersection of Hix and West
Chicago Roads known as the Golden Ridge and Golden Ridge No. 1 Subdivisions.

This area was reported as potentially hazardous for several reasons. Some of the
septic tank systems have failed, and corrections were necessary. The water table
is generally high in the area and, because many of the homes were constructed some
years ago, the systems are probably smaller than presently considered adequate.
Our records indicate the desire of property owners in this area in 1959 to obtain
sewers, as a petition was submitted to the city.
It is our understanding that considerable interest has been expressed in immediate
developing of some of the remaining vacant parcels in this area. Because of the
problems previously encountered in this area and, because of our determination to
prevent hazards whenever possible, this department cannot permit additional septic
tank systems in this area.
If further development in this area is to be permitted or encouraged, it is im-
perative that lateral sanitary sewers be installed. To eliminate the potentially
hazardous conditions now existing and to prevent additional ones, we recommend
the installation of a sewer system for this area.

by the Council, a transcript of which is on file in the office of the City Clerk.
There being no further comments, the Public Hearing was declared closed
at approximately 8:34 P. M., April 12, 1962.
