741 REGULAR MEETING
PARKS AND RECREATION COMMISSION
CITY OF LIVONIA
On June 3, 2015 the above meeting of the Parks and Recreation
Commission of the City of Livonia was held in the Livonia Community Recreation Center conference
room, 15100 Hubbard, Livonia, Michigan. Paul Condon, Acting Chairperson of the Commission,
called the meeting to order at 7:00 p.m.

Upon a motion made by Mr. Summers seconded by Mrs. Kevra, it was

that the Commission waive the reading of the minutes of the 740
Regular Meeting of the Commission held on May 6, 2015 and that the minutes be
approved as submitted.
A roll call vote was taken on the foregoing resolution with the following results:
AYES
: Condon, Kevra and Summers
ABSENT:
Walklin and Johnson
adopted
The Acting Chairperson declared the resolution.
Upon a motion made by Mrs. Kevra seconded by Mr. Summers, it was

that the Commission move New Business 1 and 2, Old Business 1 and
General Updates to the front of the agenda.
A roll call vote was taken on the foregoing resolution with the following results:

Ms. Noble
Request from Old Rosedale Homeowner’s Association Re: Movies in the Park –
introduced herself as a representative of Old Rosedale Garden Homeowners Association and said
she is here to request holding movie nights in Kleinert Park on July 17 and August 21 with rain dates

and what type of screen is used. asked if the Department has any concerns.

said we have not heard any concerns or complaints.
Upon a motion made by Mr. Summers seconded by Mrs. Kevra, it was

that the Commission approve Old Rosedale Gardens Homeowners
Association request to hold a movie night at Kleinert Park on July 17 and August 21
with rain dates July 18 and August 22 contingent on the group obtaining a waiver of
the noise ordinance from Council and a permit from the Chief of Police to operate
after 10:00 p.m.
A roll call vote was taken on the foregoing resolution with the following results:

The Acting Chairperson declared the resolution.
Ms. Noble left the meeting at 7:07 p.m.
New Business
Letter submitted by Erin Knieper approved for submission by Dave Varga Re: Fee Increase for
Mr. Varga
Sport Officials – said this is an increase that we establish for the fees that the teams pay
directly to officials. He said these fees have not been increased in five years and the goal is to keep
officials around.
Upon a motion made by Mrs. Kevra seconded by Mr. Summers, it was

that the Commission approve the following fee increases for sports
officials who are paid on site prior to the game.

Old Business
Mr. Varga
Clement Circle Pool – said Jamie was there this morning and opened up the pool and
there were also two different companies there, one representing the insurance company and one
representing the City. He said there is an authorization to spend up to $80,000 to do this work and
that is the Law Department’s budget. He said he is not sure when the next legal step is which is

are in the process of working out the details with the transit buses picking up kids in the parking lot at
Clement Circle and taking them to Shelden Pool and bringing them back.
Reports from StaffMr. Varga
– said we are in the process of working on the budget. He said Mr.
Murphy works on that with the staff. He said we had a marvelous Memorial Day Ceremony.
Mr. CondonMr. Varga
asked if the Assistant Superintendent position was added to the budget?
said yes, it’s in the first round. He said the first step hasn’t happened yet which is taking a request

for the position to the Personnel Review Committee to be evaluated. said that will be

happening in the near future. said we all feel that is a vital next step in the progression
here to have an easier succession than what we are going through right now.
Mr. CondonMr. Murphy
asked about if the splash pad water is recycled? said yes, it is treated and

heated water. He said we are not wasting water but it does take energy to pump it through.

said there were people out there today. asked how the new floor is working out?
Mr. Murphy
said this will be our third summer so it has made it through two winters. He said it looks
good, there are no bubbles.
Mr. Walklin arrived at 7:20 p.m.

commented the movable floor was fixed for $1,500. said yes, the

manufacturer had quoted $18,000 to just evaluate it. asked if we used local

Mr. Varga
said the fee increases that the Commission approved last month were put on the consent
agenda by the Council on Monday night. He said that helps our budget.
Mrs. KevraMs. Walker
asked how the Pitch, Hit and Run regional finals went? said she hadn’t
checked yet but will let them know.
Mr. CondonMr. Murphy
asked about the new HVAC company. said it was time to re-bid. He said

the existing company was second place. said DPS handles that bid process.

explained the bid process.
Mr. Varga left at 7:24 p.m.
Mr. CondonMs. Walker
asked about the Rouge Rescue. said we beat the rain. She explained the
different groups that participated and some work that was done.

asked about Passport to Safety. said the Department has a water safety
station and explained what takes place.

asked about the towel giveaway. said it is a “new member” giveaway and

it says July is Park and Recreation Month. said we are giving them out at Park It Night
also.

Green Fee Report – May 2015 – said numbers are up.
Mr. CondonMr. Murphy
LCRC Package Totals – May 2015 – said it is bumping up a little. said the
Annual Membership is down when you take away the Summer Memberships. He said Planet
Fitness will have an effect for about a year. He explained about the Wayne Recreation Center
closing on July 1 and said we may get members from there.

LCRC Comment Card Report – May 2015 – said the report is short. said it

strollers on the track and asked if there are many on the track. commented not this time

8:00am – 3:00 pm and open on Sundays but there haven’t been any comments.

asked about the buckets on the track. explained the problems with the
roof leaking and how it is being fixed.
Mr. MurphyMr. Hansen
introduced Intern Brian Hansen. told the Commission about his goals and
objectives and said he will be interning for 30 weeks. The Commission welcomed him.
The Acting Chairperson called the meeting adjourned at 7:38 p.m.
