LMINUTES OF THE ONE HUNDRED TWENTY-EIGHTH SPECIAL MEETING
OF THE COUNCIL OF THE CITY OF LIVONIA

Pursuant to the provisions of Section 8, Chapter IV of the City Charter,
the above meeting was held. April 29, 1970, at the City Hail, 33001 Five Mile Road,
Livonia, Michigan, and was called to order by the President of the Council at approx-
imately 9:55 P. M.. Roll was called with the following result: Robert F. Nash,
Jerry H. Brown, Peter A. Ventura, Jerry Raymond, Edward G. Milligan, Robert E. McCann,
and Robert E. Bennett. Absent--none.
Elected and appointed officials present: Edward H. McNamara, Mayor,
Addison W. Bacon, City Clerk; Harry C. Tatigian, City Attorney; James R. McCann,
District Judge; Robert Turner, Police Chief; Gene Ehrstine, Police Commissioner;
L Rudolf R. Kleinert, Fire Commissioner; and Victor C. Phillips, Budget Director.
By Councilman Ventura, seconded by Councilman Raymond, it was
#346-70 RESOLVED, that having considered a verbal request from the Mayor,
on April 29, 1970, wherein it is recommended that the City of Livonia
enter into a Police Mutual Aid Agreement pursuant to Public Act 236 of
1967, a copy of which agreement has been reviewed and approved by the City
Council, the Council does hereby determine to approve the execution of
said agreement and does authorize the Mayor and City Clerk on behalf of the
City of Livonia to affix their signatures to the same.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Bennett, McCann, Ventura, Brown, Milligan, Raymond and Nash.
NAYS: None.
By Councilman Ventura, seconded by Councilman Milligan, it was
#347-70 RESOLVED, that with respect to the Police Mutual Aid Agreement,
authorized at the 128th Special Meeting of the City Council conducted on
April 29, 1970, in Council Resolution #346-70, the Council does hereby
determine and designate that the following officials of the City of Livonia
in the manner listed shall have the sole responsibility and authority to
L determine and declare when an emergency exists for the purpose of request-
ing assistance from other member communities pursuant to this agreement,
as well as, to have the sole prerogative and authority at any time to
determine when and for what duration, upon request made by another member
community for assistance, to send personnel, and, or, equipment to any
other member requesting community beyond the jurisdictional limits of the

City of Livonia, all of which action is to be taken only in the manner and in
strict accordance with the terms and conditions set forth in the aforesaid
Police Mutual Aid Agreement:
A. The Mayor; but in the event that he is not available,
B. The President of the City Council; but in the event he is not
available,
C. Any member of the City Council; but in the event one is not
available,
D. The City Clerk; but in the event he is not available,
E. The City Treasurer.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Bennett, McCann, Ventura, Brown, Milligan, Raymond and. Nash.
NAYS: None.
By Councilman Milligan, seconded by Councilman Raymond, and unanimously
adopted, this 128th special meeting of the Council of the City of Livonia was duly
adjourned at 10:16 P. M., April 29, 1970.
