HomeMy WebLinkAboutCOUNCIL MINUTES 1970-10-21 SPECIAL 11702 MINUTES OF THE ONE HUNDRED THIRTY-FIRST SPECIAL MEETING OF THE COUNCIL OF THE CITY OF LIVONIA Pursuant to the provisions of Section 8, Chapter IV of the City Charter, the above meeting was held October 21, 1970, at the City Hall, 33001 Five Mile Road, Livonia, Michigan, and was called to order by the President of the Council at approx- imately 8:05 P. M.. Roll was called with the following result: Present--Robert F. Nash, Robert E. McCann, Robert D. Bennett and Jerry H. Brown. Absent--Peter A. Ventura, Jerry Raymond and Edward G. Milligan. Elected and appointed officials present: Addison W. Bacon, City Clerk; Harry C. Tatigian, City Attorney; Robert Osborn, Director of Public Works; Gene P. Ehrstin, Director of Public Safety - Police; and Victor C. Phillips, Budget Director. By Councilman Brown, seconded by Councilman McCann, it was #1011-70 RESOLVED, that the Council hereby determines to amend the Annual Budget for the fiscal year 1970-71 as submitted by the Mayor, to add thereto the necessary funds to provide for the modifications in the "Schedule of Budget Modifications" referred to herein as Supplemental Sheet "A" annexed to said Budget, and that the complete Budget for the next fiscal year commencing December 1, 1970, and ending November 30, 1971, as submitted by the Mayor to the Council on September 14, 1970, pursuant to Section 3, Chapter VII of the City Charter, and as revised by the City Council, be and hereby is determined and adopted and appropria- tions made as provided by the City Charter; that all proceedings on said budget be and hereby are approved as being in full conformance with the City Charter, a public hearing having been held on October 19, 1970, after proper notice being published in the Livonia Observer, the official newspaper of the City, on October 11, 1970, and provided further, that the City Clerk shall publish or cause to be published this resolution together with a summary of said budget as adopted herein, together with the minutes of this meeting. McCann, Robert D. Bennett, Jerry H. Brown and Robert F. Nash. NAYS: None. Councilman Bennett made the following statement: I think that in general, the Budget submitted to the Council has been rather well conceived and is a reason- able working tool for the City's financial operation in the coming year. I would, however, make the following observations and comments: 1. The total time spent by this Council, as a group, has not been fully proportionate to the importance of the document nor have meetings been schedulelin a convenient manner, e.g., only five departments or groups were discussed. 2. In certain cases, the sufficient documentation is not present to support the budget appropriations submitted. For example: The Inspection Division Lof the Public Works Department has been cut by one man. Yet it is my understanding that certain functions of the Sanitation Division are being absorbed by the Inspec- tion Division. In addition, in this time of an increasing Public concern for our 11704 L environment, about pollution, and for esthetics, it is illogical to cut the depart- merit that is most concerned with the enforcement of ordinances and laws dealing with this area. Another example is the newly established Department of Administrative Services. It is totally lacking in documentation to support the budget request, 3. I was particularly disappointed that somewhere in the period since the budget was submitted that we did not have at least one joint session betweeen the Mayor and Council at which a broad, general discussion of the budget could have been held. This is particularly true in three areas of my concern: a. The possibility and potential magnitude of wage and salary in the coming year. b. Consideration for inclusion in Civic Improvements (Budget Account L 924) for items that might be considered as additions to the cultural facets of our community, such as a Band Shell. in Civic Park or Heritage Lane in Parksite J. In addition, 1 can find no consideration for other Capital improvement items such as the pro- posed City Hall addition or new and better traffic signals and controls, or parking lot developments. However, I wish to add tha;: the inclusion of a Civic Improvement budget item is highly desirable and the Mayor is to be commended on the recomended section even though its application was rather limited. c. Concern for the policy and philosphy surrounding the building of corps of Firefighters and its attendant command structure. In short, what I am suggesting here is that a better and more complete format for presentation and discussion of the budget is desirable if we are to have La good understanding and good sense of direction between the branches of government, 11705 By rouncilman McCann, seconded by Councilman Brown, it was #1012-70 RESOLVED, that having considered a communication from the Personnel Director, dated October 5, 1970, approved by the Budget Director and approved for submission by the Mayor, which transmits a resolution adopted by the Civil Service Commission on September 29, 1970, wherein the Commission did recommend that an adjustment be made in the salary established for the classification of Police Chief, the salary adjustment to be effective commencing on and after July 1, 1970, as well as provide for the classification for the fiscal year 1969-1970 those benefits which were previously extended to the classifications of Captain and Detective Captain, the Council does hereby determine to approve of and concur in such action which establishes the salary of the classification of Police Chief in the Compensation Plan as follows : Minimum Step 2 Step 3 Step 4 Step 5 Annual $16,161.60 $16,785.60 $17,472.00 $18,179.20 $18,907.20 Bi-Weekly 621.60 645.60 672.00 699.20 727.20 Benefits: Extend to the classification of Police Chief Improvements ..n benefits as to (a) Sick Leave; (b) Life Insurance Coverage; (c) Workmen's Compensa- tion; (d) Gun Allowance, (e) Clothing Allowance, extended to the Classifi- cation of Captain and Detective Captain, and further, the Council does hereby authorize the transfer of the sum of $1,482 from Account No. 998, and to be distributed to the following accounts: 304-702 $1,063 304-717 43 304-719 3 304-721 123 304-724 200 304-768 5o A roll call vote was taken on the foregoing resolution with the following result. AYES : McCann, Brown and Nash. NAYS *Bennett. ohe President declared the resolution adopted. *Councilman Bennett wishes the record to show that his "no" vote was cast, not because he was opposed to the salary increase, but rather the manner in which Lt was reached. AYES: McCann, Brown and Nash. NAYS: *Bennett. The President declared the resolution adopted. *Councilman Bennett wishes the record show that his "no" vote was cast for the same reason as that stated in Council Resolution No, 1012-70. By Councilman Brown, seconded by Councilman McCann, and unanimously adopted, this 131st special meeting of the Council of the City of Livonia was duly adjourned at 8:35 P. M. , October 21, 1970.
