HomeMy WebLinkAboutELEC COMM 1964-03-16 MINUTES OF MEETING OF THE ELECTION COMMISSION OF THE CITY OF LIVONIA March 16, 1964 A meeting of the Election Commission of the City of Livonia was held on Monday, March 16, 1964, at 33001 Five Mile Road, Livonia, Michigan, at approxi- mately 2:06 P. M., at which time and place all members of said Commission: Harvey W. Moelke Mayor Marie W. Clark City Clerk Alan Walt City Attorney were present: Pursuant to Section 5, Chapter III of the Charter, the City Clerk presided over the meeting as Chairman of the Commission. The City Clerk stated that a proposed list of election inspectors for the Regular City Election to be held on April 6, 1964 had been transmitted to the other two members of the Election Commission on March 12, 1964, and that the pur- pose of this meeting is to appoint election inspectors for said election. She called attention to the fact that this was the same board as finally approved by the Commission for the Primary City Election held on February 17, 1964, with the exception of removal of Phyllis Coleman from the board for Precinct No. 32, Mrs. Coleman having moved away, and the removal of Ruth Marie Peters from the board for Precinct No. 13, as Mrs. Peters is working full time. The Mayor stated he would like to see Senior Citizens appointed whenever possible. Careful consideration was given to the matter of appointing Boards of Inspec- tors of election for each election precinct of the City, pursuant to Act #271 of the Public Acts of Michigan of 1959, as amended, to function as such at the Regular City Clection to be held on April 6, 1964. At this time, Marie W. Clark, City Clerk, left the meeting. L On motion by Harvey W. Moelke, seconded by Alan Walt and unanimously adopted, it wa RESOLVED that the following respective persons are hereby appointed members of the following respective election precincts of the City of Livonia for the Regular City Election to be held on April 6, 1964: Gladys Collins, to work in Precinct No. 2, Muriel Salen, Virginia Argyelean, and Dolores Funk, to work in precincts at the discretion of the City Clerk, and that the following names be deleted: Maureen Crowley and Irene Apel; the four being appointed to fill the two existing vacancies, the other two replacing the two that had served previously and are being deleted by this resolution; Pct. #1 Pct. #6 Vivian McVicar R Elsa Edwards D Lucille Schmidt R Alice Forsyth R Dorothy Allen D Rae Fueslein D Betty J. Krause D Further, that it is the intent of the Election Commission to name persons to serve as alternates to those appointed in the event said appointees may be unavailable on election day, and this Commission will again meet on Tuesday, March 17, 1964, at 3:00 P. M. for said purpose. The City Attorney made the following statement: "I have certain other questions that had been submitted in a communication to the Chairman and I believe have not been fully answered; although some answer has been given. I think the Board is in need of further knowledge as to practices in this, specifically the State statute provides the responsibility for the placing of the ballots and the rotation of candidates on the ballot for the election. While we have received certain information, we have not had the opportunity to discuss it. This is essential. Next point that needs further discussion, we have requested that members of this Commission be present when the machines are opened by the custodians and the ballots removed and the A. V.'s removed. We have not been given that information. However, we are not only interested in that, but we are interested in inspecting the machines before the election, as well. I think these are matters that only the Chairman of this Commis- sion can give the answers to and knowledge of this only the Chairman of this Commission has. It would be my hope that she would be here tomorrow so that these matters can be discussed. Otherwise, it seems to me that we have no alternative than to ask the State to look into this. If this Commission is frustrated by the Chairman refusing to pro- vide answers to these inquiries or by using some excuse to leave the meeting so we can- not discuss this, I think we will have to ask the aid of the State in this area. I would want the minutes to so state . . . . I want the minutes to reflect that the Chair- man meet with us for the purpose of discussing the two matters requested. I would hope you would inform her of the meeting tomorrow and the fact that we desire to discuss rotations of candidates on the ballots and time and place of inspection of machines as well as alternate election inspectors." The Deputy City Clerk, who was also present, informed the Commissioners that Mrs. Clark would be so informed. The meeting was adjourned to Tuesday, March 17, 1964 at 3:00 P.
