110 MINUTES OF THE ONE HUNDRED SEVENTY-THIRD SPECIAL MEETING
OF THE COUNCIL OF THE CITY OF LIVONIA
Pursuant to the provisions of Section 8, Chapter 14 of the City Charter,
the above meeting was held October 23, 1978, at the City Hall, 33001 Five Mile Road,
Livonia, Michigan, and was called to order by the President of the Council at
approximately 7.32 P M. . Roll was called with the following result: Present--
Robert E McCann, Robert F. Nash, Robert R Bishop, Jerry Raymond and Gerald D
Taylor. Absent--Peter A Ventura and Robert D Bennett
Elected and appointed officials present: Edward H McNamara, Mayor;
Frances S. Stem, Deputy City Clerk, Harry T Tatigian, City Attorney; Jack Dodge,
Director of Finance; and Ronald Mardiros, City Assessor
By Councilman Raymond, seconded by Councilman Taylor, it was
#937-78 WHEREAS, after having given due and careful consideration to
all of the ramifications of Proposition J. the so-called "Tisch Amend-
ment"; and
WHEREAS, it now appears to be quite certain that there would not
be an overall tax savings accruing to most Livonia residents inasmuch as
the adoption of Proposition J would most likely result in an increase in
the State income tax rate, plus the imposition of a 1% local school income
tax; and
WHEREAS, approval of Proposition J would presumably bring about
an increase in user fees and service charges, thereby placing more of a
tax burden on the typical wage earner; and
WHEREAS, approval of Proposition J will also result in a greater
reliance being placed on the State to replace local city services, thereby
causing an even further loss of local autonomy and home rule,
NOW, THEREFORE, BE IT RESOLVED, THAT the City Council of the
City of Livonia does hereby take this means to apprise the citizens of
this community, as well as voters everywhere, of this Council's opposition
to Proposition J, and to importune and urge that they join with the
Council in attempting to prevent the adoption of a measure which can only
be characterized as detrimental to their best interests and future welfare
A roll call vote was taken on the foregoing resolution with the following result.

AYES: Nash, Taylor, Bishop, Raymond and McCann.
NAYS: None.
By Councilman Nash, seconded by Councilman Taylor, and unanimously
adopted, this 173rd Special Meeting of the Council of the City of Livonia was duly
adjourned at 7:40 P. M , October 23, 1978.
