On Monday, November 17, 2003, the above hearing was held at the City
Hall, 33000 Civic Center Drive, Livonia, Michigan, and was called to order by
Council President Engebretson at 7 59 p m Present: Don Knapp, Val
Vandersloot, Linda M Dolan, Gerald Taylor, Joe Laura and Jack Engebretson
Council President Engebretson stated that in accordance with the
provisions set forth in Section 4 of Act 207 of the Public Acts of Michigan 1921,
as amended, the Zoning Act (M S.A. Section 5.2934, M C L.A. 125 584), as well
as Article XXIII of Ordinance No 543, the Zoning Ordinance of the City of
Livonia, the Council of the City of Livonia is holding a public hearing relevant to
the following petitions
1 Petition 2003-06-06-04 submitted by the City Planning Commission,
pursuant to C R #312-03, and pursuant to Section 23 01(a) of Ordinance
#543, the Zoning Ordinance of the City of Livonia, as amended, to determine
whether or not to amend Section 18 50 of Article XVIII of the Livonia Zoning
Ordinance No 543, as amended, in order to make various changes to the
Sign Ordinance
2 Petition 2003-07-06-05 submitted by the City Planning Commission,
pursuant to C R #339-03, and pursuant to Section 23 01(a) of Ordinance
#543, the Zoning Ordinance of the City of Livonia, as amended, to determine
whether or not amend Section 18 06 of Article XVIII (Nonconforming Lots) of
the Livonia Zoning Ordinance No 543, as amended, to define "Clear Majority"
at a specific percentage as it relates to certain circumstances under which
property owners can build on nonconforming lots without Zoning Board of
Appeals or City Council approval

3 Petition 2003-07-06-06 submitted by the City Planning Commission,
pursuant to C R #340-03, and pursuant to Section 23 01(a) of Ordinance
#543, the Zoning Ordinance of the City of Livonia, as amended, to determine
whether or not to amend Section 20 05 (b) and (c) of Article XX of the Livonia
Zoning Ordinance No 543, as amended, to require that approval of the
Master Deed must be obtained prior to the establishment of improvement
bonds in connection with cluster housing projects
There were six (6) individuals present in the audience on this matter
Questions and comments from interested persons were given due
consideration, a transcript of which is on file in the Office of the City Clerk.
The public hearing was declared closed at 8.22 p m , Monday, November
17, 2003
