10 SPECIAL MEETING
PARKS and RECREATION COMMISSION
OPEN
On January 28, 2015 the above meeting of the Parks and Recreation
Commission of the City of Livonia was held in the Community Center Conference Room, 15100
Hubbard, Livonia, Michigan. Mr. Mark Johnson, Chairperson of the Commission called the meeting
to order at 6:00 p.m.
Members present
: Paul Condon, Kevin Summers and Mark Johnson
Members absent
: Cathy Kevra, Roger Walklin
Also present
: Dave Varga, Interim Superintendent
Beth Burr, Tin Cup
Mr. Johnson
said this is a special meeting for the purpose of discussing the lease agreement of
Whispering Willows Restaurant.
Mr. Varga
said two bids were received and the committee, which consisted of himself and Mike
Slater the Finance Director, have selected Elizabeth Burr. He said she has agreed to the terms of
our contract and was the highest bidder. He said she has a lot of great experience and is incredibly
enthusiastic about this venture. He introduced her and asked the Commission if they had any
questions for her.
Ms. Burr
updated the Commission on her experience and said she will be opened April 1, 2015.
Mr. Condon
She said she will keep the name for a little while. asked what her major challenge will

be? said keeping customers coming in the winter time. She said she will begin working on

them now with good food and specials and by letting them know we’re there. asked if

there is a restaurant sign on the building? said only on the glass door.

asked if we are restricted on having an illuminated sign? said he believes that was

restricted. said he thinks an illuminated sign would be a good idea so it would be more

visible. asked what kind of food she would serve? gave examples.

asked if she would purchase equipment from the previous owner. said they are in
Mr. Condon
negotiations. asked if that has to be resolved before the Commission approves

anything? said no, she is under contract to pay us rent whether she is up and running or
not. He said the support she provided the golf course when she managed George Murphy’s was

significant as far as opening on time and providing breakfast. asked if her staff was

lined up and how many managers will there be? said one manager besides herself.
JohnsonMs. Burr
asked the status of the Class C license? said she will work under an operating
agreement with the previous owners as they currently own the license. There was a discussion of

the number of Class C licenses the City is allowed and of other businesses in the area.
Mr. Varga
asked if there is anything the Commission can do to help her be successful? said she

wants to place screens on the patio for weather. suggested adding more comfortable

patio furniture. He asked if she had any plans for the inside? explained some changes

she is considering. asked if she will do a corporation? said yes. There was

a discussion of the security deposit with the previous owner. asked if there will be a

beer cart with hard liquor? said yes, the cart will have all types of drinks and food.
CondonMr. Varga
asked if the Law Department is good with everything? said yes, this is going to
the February 2, 2015 Council study.

Upon a motion made by Mr. Summers, seconded by Mr. Condon, it was
#3414-15RESOLVED,
that the Commission recommends that the City Council authorize
the Mayor and the City Clerk to execute the attached Lease Agreement for
Whispering Willows Golf Course Restaurant with Burr Enterprises for a period
of eight (8) months, commencing on April 1, 2015, and terminating on
November 30, 2015, with three optional five-year extensions.
A roll call vote was taken on the foregoing resolution with the following results:
AYES:
Condon, Summers and Johnson
NAYS:
None
ABSENT
: Kevra and Walklin
adopted.
The Chairperson declared the resolution
The Chairperson called the meeting adjourned at 6:19 p.m.
