Communication from the Department of Finance, Dated May 27, 2009, re: forwarding
various financial statements of the City of Livonia for the month ending April 30, 2009.
CONSENT AGENDA
1. BLOCK PARTY: Patricia Holcomb, re: to be held Saturday, July 4, 2009, from
10:00 a.m. to 10:00 p.m. on Cavell, between Grantland and Capitol, with no rain
date requested.
2. BLOCK PARTY: Stacie Pettit, re: to be held Saturday, August 29, 2009, from
11:00 a.m. to 10:00 p.m. on Louisiana, between Oregon and Kentucky, with no
rain date requested.
3. BLOCK PARTY: Andrea Kolhoff, Devon-Aire Civic Association, re: to be held
Saturday, August 8, 2009, from 10:00 a.m. to 6:00 p.m. on Sunset, between

5. REQUEST TO WAIVE THE CITY’S NOISE ORDINANCE: Fred E. Sackllah,
Festival Chair Person, The Basilica of St. Mary Antiochian Orthodox Church, re:
to allow their Second Annual Sahara Fest July 16, 2009 thru July 19, 2009 from
10:00 a.m. until 10:00 p.m., except on Sunday ending at 9:00 p.m. at the
proposed location, Bryant Park at 18000 Merriman Road.
6. REQUEST TO APPROVE PURCHASE OF ROCK SALT FOR ICE CONTROL:
Public Service Division, re: utilizing consortium bid pricing for the period of
August 1, 2009 through June 30, 2010.

7. REQUEST FOR RELEASE OF GENERAL IMPROVEMENT BOND: Engineering
Division, re: for the completion of public improvements at Livonia Manor Site
Condominiums, located on the north side of Seven Mile Road between Merriman
Road and Auburndale Avenue, in the southeast ¼ of Section 3. (CR 468-06, CR
519-05 and Petition 2005-08-08-16)
8. AWARD OF CONTRACTS: Engineering Division, re: for on-call construction
Inspection and Testing Services and Inspection Only Services for work
performed on City of Livonia property or within the right-of-way for two (2) year
contracts expiring on November 30, 2010 with one (1) year renewable clauses.
9. SITE PLAN PETITION: Planning Commission, re: Petition 2009-04-08-05
submitted by Nudell Evangelista Architects, in connection with a proposal to
construct a new clubhouse at the Whispering Willows Golf Course on property
located on the east side of Newburgh Road, between Seven Mile Road and Eight
Mile Road (20500 Newburgh Road), in the Northwest ¼ of Section 5.

11. PROPOSED AMENDMENT TO THE LIVONIA CODE OF ORDINANCES, AS
AMENDED: Department of Law, re: to Section 040 of Title 13, Chapter 08
(Water Service Rates and Revenues) to provide for changes in the water service
consumption rates to become effective with the first billing on and after July 1,
2009.
12. PROPOSED AMENDMENT TO THE LIVONIA CODE OF ORDINANCES, AS
AMENDED: Department of Law, re: to Section 120 of Title 13, Chapter 20
(Livonia Sewage Disposal System) to provide for changes in the wastewater
disposal charge and industrial waste control meter charges to become effective
with the first billing on and after July 1, 2009.
13. PROPOSED AMENDMENT TO THE LIVONIA CODE OF ORDINANCES, AS
AMENDED: Department of Law, re: to Section 050 of Title 13, Chapter 28
(Industrial Waste Surcharge) to provide for changes in the industrial surcharge
rate to become effective with the first billing on and after July 1, 2009.

14. PROPOSED AMENDMENT TO ZONING ORDINANCE NO. 543, AS AMENDED:
Department of Law, re: Petition 2008-05-06-01 submitted by the Planning
Commission, to create a licensing procedure in connection with the outdoor
storage of raw and recyclable paving materials. (CR 239-09)
15. REQUEST FOR AMBULANCE TRANSPORT FEE ADJUSTMENTS AND
PROPOSED ORDINANCE AMENDMENT TO THE LIVONIA CODE OF
ORDINANCES, AS AMENDED: Council President Laura M. Toy,
Councilmember James C. McCann and Department of Law, re: to add section
250 of Title 3, Chapter 04 (Financial Procedures) to allow the Director of Finance
to determine the schedule of fees for ambulance services provided by the City.
16. ADOPTION OF A RESOLUTION PLACING SPECIAL ASSESSMENTS UPON
REFERENCED PROPERTIES WHOSE OWNERS HAVE NOT PAID CHARGES
CONNECTED WITH THE 2008 SIDEWALK PROGRAM, CONTRACT 08-G,
SINGLE LOT ASSESSMENTS: Engineering Division, re: same. (CR 127-09)
17. PROPOSED DEMOLITION: Alex Bishop, Director of Inspection, re: the
demolition of residential structures located at 33680 Orangelawn, Livonia,
Michigan 48150, in accordance with Section 140 of Title 15, Chapter 52
(Dangerous Buildings and Structures) of the Livonia Code of Ordinances, as
amended.
Public Hearing on the Findings and Order of the Hearing Officer held on May 27,
2009.
18. REQUEST FOR PROPOSED ORDINANCE AMENDMENT: Councilmember Joe
Laura, re: to prohibit utilizing City fuel in connection with personal use of City
vehicles.
