REPORTS FROM THE MAYOR AND OTHER CITY OFFICIALS
Communication from the Office of the Mayor, dated January 5, 2012, re: forwarding the
Annual Report for the Fiscal Year 2010-2011 which reflects activities of the Livonia City
Departments, Commissions and Boards.
CONSENT AGENDA
1. REQUEST TO WAIVE SIDEWALK REQUIREMENT: Rino Soave, Infinity
Construction Services, LLC, re: for two homes he is constructing at 18239 Gill
Road and 18249 Gill Road.
2. APPLICATION FOR MASSAGE APPRENTICE PERMIT: Office of the City
Clerk, re: submitted by Xue Yan Wang in accordance with Chapter 5.49 of the
Livonia Code of Ordinances, as amended.
3. COLLECTION OF LIVONIA PUBLIC SCHOOL DISTRICT TAXES FOR THE
YEAR 2012: Office of the City Clerk, re: forwarding a communication from the
Secretary of the Board of Education requesting the City to continue to collect
one-half of their district’s taxes with the summer tax collection and the remaining
one-half with the winter tax collection, commencing July 1, 2012.
4. COLLECTION OF THE WAYNE COUNTY REGIONAL EDUCATIONAL
SERVICE AGENCY (RESA) TAXES FOR THE YEAR 2012: Office of the City
Clerk, re: forwarding a communication from the Deputy Superintendent,
Administrative Services, requesting that the City continue to collect 100% of their
intermediate school property taxes in our summer tax collection.
5. REQUEST TO ACCEPT POLICE COMMUNICATIONS EQUIPMENT
OBTAINED UNDER THE 2009 URBAN AREA SECURITY INITIATIVE (UASI)
GRANT: Division of Police, re: to have Oakland County Department of
Homeland Security purchase communications equipment, with no matching
funds required.

6. REQUEST TO APPROVE AN ANIMAL SHELTERING AGREEMENT BETWEEN
THE CITY OF LIVONIA AND THE MICHIGAN HUMANE SOCIETY AND WAIVE
THE CITY’S FORMAL BIDDING PROCESS: Public Service Division, re: for the
period December 1, 2011 to November 30, 2013, with boarding fees changed
from a daily rate to $3,250.00 per month.
7. REQUEST TO AMEND THE FREQUENCY RECONFIGURATION AGREEMENT
IN CONNECTION WITH LIVONIA PUBLIC SAFETY RADIO REBANDING:
Department of Law, re: to facilitate compensation for the specialists employed to
serve Livonia’s interests in this matter. (CR 407-10 and 302-11)

8. COMMITTEE OF THE WHOLE – Meeting of January 4, 2012
Permanently refers the establishment of the Council Committees, representatives
on various Boards and Committees, the Parliamentarian, and any other business
that would come before the Committee with regard to this subject, to the
Committee of the Whole for report and recommendation. (CR 498-05)

9. ROLL CALL: Proposed Amendment to Zoning Ordinance 543, as amended:
Department of Law, re: Petition 2011-07-01-03 submitted by Kucyk, Soave and
Fernandes, P.L.L.C. requesting to rezone property located on the west side of
Henry Ruff Road between Schoolcraft Road and Lyndon Avenue (14341 Henry
Ruff), in the Southwest ¼ of Section 23 from RUF to R-3 (Rural Urban Farm – ½
Acre Lot to One Family Residential – 80’ x 120” Lots)

10. ROLL CALL: Proposed Amendment to the Livonia Code of Ordinances, as
amended: Department of Law, re: to update various sections of Title 15,
Chapter 32 (Property Maintenance Code) to comply with the International Code
Council (ICC) International Property Maintenance Code (IPMC) 2012 Edition.

11. ROLL CALL: Proposed Amendment to Zoning Ordinance 543, as amended:
Planning Commission, re: Petition 2011-10-06-01 submitted by the City Planning
Commission, pursuant to Section 23.01(a) of the Livonia Zoning Ordinance No.
543, as amended, proposing to amend Subsection (a) of Section 26.04
(Permitted Uses) of Article XXVI of the Zoning Ordinance to waive the minimum
three (3) story building height requirement in PO, High Rise Professional Office
Districts.

12. PROPOSED AMENDMENT TO THE LIVONIA CODE OF ORDINANCES, AS
AMENDED: Engineering Division, re: adding Section 190 to Title 15, Chapter 36
(Grading and Soil Erosion Control), Flood Prevention, to incorporate new
regulations required by the Federal Emergency Management Agency (FEMA).
13. APPLICATION FOR MASSAGE APPRENTICE PERMIT: Office of the City
Clerk, re: submitted by Daihui Yang in accordance with Chapter 5.49 of the
Livonia Code of Ordinances, as amended.
14. APPLICATION FOR MASSAGE APPRENTICE PERMIT: Office of the City
Clerk, re: submitted by Noel E. Carter in accordance with Chapter 5.49 of the
Livonia Code of Ordinances, as amended.
