PUBLIC HEARING
MINUTES OF MEETING Held on Wednesday, July 17, 2019
A Public Hearing of the Council of the City of Livonia was held at the City Hall
Auditorium on Wednesday, July 17, 2019.

The Public Hearing was called to order at 7:00 p.m. with President Laura Toy
presiding. President Toy informed all in attendance that the honorable Kathleen
McIntyre will not be with us tonight. She is on another assignment for a position
she is just training for a new job. So, Cathy White is joining us. So, we have six
of us here and you can count. Our first public hearing is a proposed special
assessment for street lighting project for Heritage Square Site Condominiums,
located on the east of Newburgh Road, and south of Six Mile Road, in the
Northwest ¼ of Section 17. This is to establishment the Assessment Roll.
The Public Hearing is now open. There were approximately 60 people in the
audience.
Toy: I’m going to introduce you to Mr. Zilincik our City Engineer. Mr.
Zilincik.
Zilincik: Thank you madam President and City Councilmembers. I just
wanted to give you a quick background on the street assessment
that’s taking place for Heritage Square.
Audience: I can’t hear you.
Toy: Can everybody hear?
Audience: No.
Toy: Hold on. (Checking all the microphones). Mine’s not on either. Hold
on a minute we are going to turn on the microphones. That might
help. We’re going to try.
Zilincik: Shall I start over again, madam President?
Toy: Are you alright Mark? No? Can we call someone?
Toy: Let’s proceed. Just one second Mr. Kritzman. Hold on. Do we have
a number to call for microphones?
Bernier: Not that I know of.
Toy: Ok.
Bernier: I’ll send a text to the night supervisor.
Toy: Ok. (Attorney Bernier left the meeting to get the Police Reserve
officer who had a set of master keys. After the Police Reserve officer
unlocked the P.A. system, the system was turned on.)
Zilincik: Yes, Madam President. Again, just trying to give you background
information regarding Heritage Square Condominiums. There are
50 lots. We have previously had a hearing of necessity on May 1,
2019. Here, going over the costs for each individual lot. The price
would be $56.32 for a year of electricity, per lot, for the nine proposed
streetlights that will be 72 watts, LED lights that are out there on
Colonial Post, as provided by DTE. If there are any further questions,
I will be happy to answer those. But for right now, again, that’s just
the hearing of the roll as required by our SME process.
Toy: Correct. Thank you. Council, any comments? Anyone from the
audience wishing to speak to this item on Number 1? Can you hear
me alright in the back? Ok, perfect, thanks. That speech class in
junior high did help. Ok, anybody else, no? Yes?
Jolly: Madam President.
Toy: Council Vice-President Jolly.
Jolly: Thank you. I will make a motion to approve the special assessment.
Toy: Thank you. I have an approval. Do I have support on that?
Kritzman: Support.
Toy: I have support from Councilman Kritzman. Madam clerk, do you
have that?
Guisbert: Yes, I do.
Toy: You’re good? Ok. Thank you. We have approval with support then.
Ok, thank you very much.
As there were no further questions or comments, the Public Hearing was declared
closed at 7:04 p.m.
