Present: Brian Meakin, Jim Jolly, Brandon Kritzman*, Scott Bahr, Cathy White, Kathleen McIntyre, and Laura Toy. Absent: None. rd #280-18 Resolution by White and McIntyre approving the minutes of the 1,853 Regular Meeting of the Council held on July 23, 2018. Ayes: Meakin, Jolly, White, McIntyre, and Toy. Nays: None. Present: Bahr. (*Late arrival of Kritzman following vote at 7:10 p.m.) Councilmember McIntyre wished Judy Priebe, Legislative Affairs Director, a Happy Birthday. Councilmember Meakin thanked City Clerk Susan Nash for overseeing the Primary Election on August 7th. President Toy commented on the hard work and long hours that go in to running an election and thanked City Clerk Susan Nash for all her hard work. Susan Nash, City Clerk, thanked all of the workers involved in the Primary Election. AUDIENCE COMMUNICATION Raymond Kirchner, 35820 Veri Court, spoked about House Bill 4220. The following item was received and filed: Communication from Department of Finance, dated July 12, 2018, re: forwarding the Quarterly Investment Report for the City of Livonia as of May 31, 2018. The following resolutions were offered by Jolly and White: #281-18 Approving waiver of noise ordinance for small concert to be held in parking lot of Town Peddler Craft & Antique Mall, 35323 Plymouth Road, on September 15, 2018, from 12:00 p.m. to 7:00 p.m. #282-18 Approving waiver of noise ordinance for Rosedale Gardens Homeowners Association to show family friendly movies beginning at dusk until the end of the movie on Friday, September 14, 2018, in Kleinert Park. TH SYNOPSIS OF THE MINUTES OF THE 1,854 REGULAR MEETING 2 LIVONIA CITY COUNCIL – AUGUST 8, 2018 #283-18 Approving block party request submitted by Rebecca Drzewicki for September 29, 2018, from 2:00 p.m. to 7:00 p.m. on Parklane Street, between Clarita & Margareta, with a rain date of September 30, 2018. #284-18 Approving block party request submitted by Karen Werden for September 8, 2018, from 2:00 p.m. to 10:00 p.m. on Flamingo Boulevard, from St. Martins to Bretton, with a rain date of September 9, 2018. #285-18 Approval of Senior Alliance 2019 Annual Implementation Plan, as required by Aging and Adult Services, to be submitted to State Commission on Services to the Aging. #286-18 Approving additional appropriation and expenditure for the Fox Creek Golf Course Restaurant Patio Project, due to additional materials required to complete the project. (CR 45-18) #287-18 Approving purchase of (1) 2019 Ford F250 Super Cab 4X4 pick-up truck and (1) 2019 Transit Van 250 for Water Section through State of Michigan bid process. #288-18 Approving purchase of (4) 2019 Ford F250 Super Cab 4X4 pick-up trucks with plows and safety lighting for Road Section through State of Michigan bid process. #289-18 Approving purchases with EJ USA, Inc. of storm water, water main and sanitary manhole-related items for period of July 10, 2018 through July 10, 2019 for annual amount not to exceed $75,000.00. #290-18 Awarding two-year contract for as-needed repairs for catch-basin, storm sewer, and concrete slab stabilization for annual amount not to exceed $25,000.00. White gave FIRST READ to the following Ordinance: AN ORDINANCE ADDING SECTION 051 AND AMENDING SECTIONS 050, 090, 100, 310 AND 345 OF TITLE 12, CHAPTER 04 (STREETS, SIDEWALKS AND PUBLIC PLACES) OF THE LIVONIA CODE OF ORDINANCES AS AMENDED. Meakin gave FIRST READ to the following Ordinance: AN ORDINANCE AMENDING SECTION 33 OF THE ZONING MAP OF THE CITY OF LIVONIA AND AMENDING ARTICLE III OF ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED AS “THE CITY OF LIVONIA ZONING ORDINANCE” BY ADDING SECTION 3.____ THERETO. (Petition 2018-02-01-03) TH SYNOPSIS OF THE MINUTES OF THE 1,854 REGULAR MEETING 3 LIVONIA CITY COUNCIL – AUGUST 8, 2018 McIntyre gave FIRST READ to the following Ordinance: AN ORDINANCE AMENDING SECTION 9.03(j) OF ARTICLE IX AND SECTION 10.03(d) OF ARTICLE X OF ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED AS “THE CITY OF LIVONIA ZONING ORDINANCE” BY ADDING SECTON 3.___________ THERETO. (Petition 2018-04-06-01) #291-18 Resolution by Jolly and White, unanimously adopted, approving renaming of Helman Park and Nature Preserve to the “Harry Tatigian Park and Nature Preserve”. #292-18 Resolution by Jolly and White, unanimously adopted, accepting quit claim deed without monetary consideration from Alicia Zulker and Gary Kerr to obtain the right- of-way for property adjacent to 8991 Farmington Road. #293-18 Resolution by Kritzman and Meakin, unanimously adopted, to suspend the Rules of Order. #294-18 Resolution by Meakin and White, unanimously adopted, to amend CR #266- 18 re: proposed sale of City-owned property at 29149 Morlock to include name of co- signer, Fadi Saleem, as required by the mortgage company. #295-18 Resolution by Jolly and Kritzman, unanimously adopted, to renew lease agreement between City of Livonia and Livonia Save Our Youth Task Force for three year period beginning August 1, 2018 and expiring July 31, 2021.
