REQUEST TO WAIVE THE CITY’S NOISE ORDINANCE: Frank Grisa, O’Malley’s Bar & Grill, re: to allow their St. Patrick’s Day celebration on, Friday, March 17, 2017 from 7:00 a.m. to midnight at 15231 Farmington Road. 2. REQUEST TO APPROVE SPECIALIZED SERVICES TRANSPORTATION OPERATING ASSISTANCE PROGRAM THIRD PARTY CONTRACT FOR THE PERIOD OF OCTOBER 1, 2016 THROUGH SEPTEMBER 30, 2017 BETWEEN THE CITY OF LIVONIA AND SMART: Department of Community Resources, re: with grant funds to be used for the Livonia Community Transit Program to provide lift-equipped transportation to the senior and disable residents of the City. REQUEST TO APPROVE INTERLOCAL CONTRACT FOR COOPERATIVE PURCHASING WITH THE HOUSTON-GALVESTON AREA COUNCIL: Livonia Fire & Rescue, re: to improve the city’s purchasing power in regards to custom, medium-duty ambulances, from budgeted funds. 5. REQUEST FOR AUTHORIZATION TO PURCHASE ONE ADMINISTRATIVE VEHICLE UTILIZING STATE OF MICHIGAN BID PRICING: Livonia Fire & Rescue, re: to be assigned to the new Deputy Fire Chief, from budgeted funds. 6. AWARD OF BID: Livonia Fire & Rescue, re: for architectural services for the addition/remodel of the Livonia Fire Headquarters, from budgeted funds. 7. REQUEST TO PURCHASE A REPLACEMENT CARDIAC MONITOR/ DEFIBRILLATOR: Livonia Fire & Rescue, re: from Zoll Medical Corporation, the sole supplier, from budgeted funds. 8. REQUEST FOR AUTHORIZATION TO PURCHASE ONE (1) 15” DRUM-STYLE CHIPPER AND ONE (1) 12” DRUM-STYLE CHIPPER USING THE NATIONAL JOINT POWERS ALLIANCE (NJPA): Public Service Division, re: to replace two (2) old chippers which have far exceeded their life expectancy, from budgeted funds. 9. REQUEST FOR AUTHORIZATION TO PURCHASE ONE (1) ODB TRAILER MOUNTED VACUUM DEBRIS COLLECTOR MODEL SCL800TM25 USING THE NATIONAL JOINT POWERS ASSOCIATION (NJPA) CONTRACT PROCESS: Public Service Division, re: to be used as a back-up to the current trailer mounted leaf vacuum fleet, from budgeted funds. 10. REQUEST FOR AUTHORIZATION TO PURCHASE ONE (1) TORO GROUNDSMASTER 4110-D, MODEL NO. 30644 THROUGH THE STATE OF MICHIGAN BID PROCESS: Public Service Division, re: to replace an older Toro Groundsmaster 4100-D, from budgeted funds. 13. AWARD OF BID: Public Service Division, re: for roof replacement at the Livonia Police Department, from budgeted funds. 14. REQUEST TO APPROVE FIVE YEAR EXTENSION OF THE LEASE OF FIVE ACRES OF CITY OWNED PROPERTY LOCATED AT 32000 GLENDALE AVENUE: Public Service Division, re: by Mid-Michigan Recycling, LC, for wood processing and disposal service. (CR-11-13). 15. REQUEST TO WAIVE THE FORMAL BIDDING PROCESS AND EXTEND THE CONTRACT WITH HARD ROCK CONCRETE, INC.: Engineering Division, re: for the 2017 Concrete Road Repair Program (Contract 17-C) at the contract 16-C unit prices except for the mobilization costs. ECOMONIC DEVELOPMENT, COMMUNITY OUTREACH AND STRATEGIC PLANNING COMMITTEE – Wednesday, February 8, 2017 The subject matter of creating a “Livonia Tomorrow” area to committee for report and recommendation. (CR 35-12) 17. COMMITTEE OF THE WHOLE – Wednesday, February 8, 2017 a. In connection with creating a “Livonia Tomorrow” area, referring this item to the Committee of the Whole and the Administration to nominate names of individuals to comprise a stakeholder committee. (CR 265-16) b. Subject matter of neighborhood seed grants to the committee for its report and recommendation. (CR 03-17) UNFINISHED BUSINESS 18. ROLL CALL: Proposed Amendment to the Livonia Code of Ordinances, as amended, Department of Law, re: to Section 1 of Title 9, Chapter 94 (Firearms and Dangerous Weapons) to bring our ordinances into conformance with Michigan Law allowing for the prosecution of more offenses as ordinance violations rather than the necessity of prosecution as state law violations. ROLL CALL: Proposed Amendment to the Livonia Code of Ordinances, as amended, Department of Law, re: to Section 010, 020 and 030 of Title 9, Chapter 88 (Sale of Tobacco Products to Minors) to ensure that e-cigarettes and nicotine products used with them are not sold to children. (First Reading given by Councilmember Brosnan on February 13, 2017) 20. ROLL CALL: Proposed Amendment to the Livonia Zoning Ordinance No. 543, as amended, Department of Law re: Petition 2016-11-01-07, submitted by City of Livonia, to rezone the property located on the south side of Five Mile Road between Farmington Road and Shadyside Street (33233-33243 Five Mile Road) in the Northwest 1/4 of Section 22, from PL (Public Land) to C-1 (Local Business). (First Reading given by Councilmember Bahr on February 13, 2017) 21. REQUEST TO EXTEND CONTRACT WITH R.S. CONTRACTING, INC.: Engineering Division, re: for the 2017 Lane Line Marking Program (Contract 17- H) at the unit prices from the 2016 contract unit prices. (CR 221-15) 22. REQUEST TO WAIVE THE FORMAL BIDDING PROCESS AND EXTEND THE CONTRACT WITH NAGLE PAVING COMPANY.: Engineering Division, re: for the 2017 Asphalt Road Repair Program (Contract 17-A) at the contract 16-A unit prices. 23. SITE PLAN PETITION: Planning Commission, re: Petition 2017-01-08-01 submitted by Michigan Management Team, on behalf of Wendy’s, to remodel the exterior of the existing restaurant located on the north side of Grand River Avenue between Inkster Road and Eight Mile Road (27526 Grand River Avenue) in the Northeast 1/4 of Section 1. 25. SITE PLAN PETITION: Planning Commission, re: Petition 2017-01-08-02 submitted by Middlebelt Plaza L.P., to remodel the exterior of the commercial strip center (Middlebelt Plaza) located on the east side of Middlebelt Road between Pickford Avenue and Seven Mile Road (18730-18790 Middlebelt Road), in the Northwest 1/4 of Section 12. ACCEPTANCE OF DONATION: Livonia Fire & Rescue, re: of ten (10) pet oxygen mask kits from Invisible Fence in Wixom, Michigan, for resuscitating pets after being rescued from structure fires. REQUEST TO APPROVE SALARY AND BENEFIT ADJUSTMENTS FOR ADMINISTRATIVE AND PROFESSIONAL, EXEMPT AND CONFIDENTIAL CLASSIFICATIONS FOR THE PERIOD DECEMBER 1, 2016 THROUGH NOVEMBER 30, 2019: Civil Service Department, re: same. 30. REQUEST TO REVISE MDOT CONTRACT FOR THE AMRHEIN ROAD RECONSTRUCTION PROJECT: Engineering Division, re: to be able to obtain 81.85% reimbursement of construction engineering cost. (CR 46-17) 31.
