PUBLIC HEARING
Minutes of Meeting Held on Monday, April 25, 2016

A Public Hearing of the Council of the City of Livonia was held at the City Hall
Auditorium on Monday, April 25, 2016.

The Public Hearing was called to order at 7:08 p.m. with President Kathleen McIntyre
presiding. This Public Hearing is relative to the necessity to include two outlots to the
Special Assessment Street Lighting Project in the Churchill Manor Site Condominiums,
in the SE 1/4 of Section 31, located west of Newburgh Road and north of Joy Road in
the City of Livonia, Wayne County, Michigan.
The City Clerk has mailed notices to those persons owning land on the Proposed
Special Assessment District and all of the requirements of Section 3.08.110 of the
Livonia Code of Ordinances as amended have been fulfilled. There were four people in
the audience. The Public Hearing is now open for comments. And again, if you would
like to speak when you come to the podium please state your name clearly and your
address before making your comments.
McIntyre: Mr. Zilincik.
Zilincik: Just a brief summary on this one also. We have seven lights that were
previously established through an SAD, I believe it was Number 424,
seven streetlights and there’s thirty-one homes that participate as part of
the assessment. We’re requesting that necessity is warranted that the two
outlots which would be 9284 and 9285 Richfield, will benefit from the
streetlights as they come into the subdivision, would benefit from those
and would be included as part of that SAD and it would basically take the

cost of thirty-one lots which is typically $83.05 to a cost of $78.02 including
thirty-three lots which is the two outlots. And again, all it is basically
adding two more residences to reduce the cost of the electric for that. And
again, they would stay high pressure sodium and if they want to in the
future they can always convert. Thank you.

Meakin: I’ll offer the approving resolution.
McIntyre: Thank you. If no one else on Council has any other questions or
comments, would anyone from the audience like to speak on this item?
Nothing. Okay, again, we have an approving resolution offered by Mr.
Meakin and this will be heard on the Regular meeting of May 16, 2016.
As there were no further questions or comments, the Public Hearing was declared
closed at 7:11 p.m.
