REQUEST FOR PROPOSAL
SCHOOLCRAFT ROAD IMPROVEMENT DESIGN SERVICES
CITY OF LIVONIA, MICHIGAN
CONTRACT 09-P
Sealed proposals will be received by the City of Livonia, Michigan as owner until 2:00
PM on Tuesday, March 10, 2009 at the Livonia City Hall, 33000 Civic Center Drive,
Livonia, Michigan, at which time said proposals will be opened and publicly read.
The City of Livonia seeks proposals for the following:
Consultant engineering services to assist in the planning, design,
administration and construction management for road improvements which
consist of approximately 1,500 I.f. of pavement reconstruction and 3,300 I.f.
of selected slab replacement within the City of Livonia.
Proposals, contract forms, plans and specifications under which the work will be done
may be obtained, starting Monday, February 23, 2009 at the office of the City Engineer,
33000 Civic Center Drive, Livonia, Michigan.
No bidder may withdraw his proposal within sixty(60) calendar days after the date set
for opening thereof. The City reserves the right to reject any bid or all bids and waive
irregularities in bids.
ADDRESS ALL BIDS TO THE CITY CLERK IN A SEALED ENVELOPE, WHICH
CLEARLY STATE THE NATURE OF THE BID.

Addendum No. 1 For
Request For Proposal
SCHOOLCRAFT ROAD IMPROVEMENT DESIGN SERVICES
CONTRACT 09-P
1. Removal of administration services from the request for proposal . This will delete item
No. 25 from Appendix`B". This would also revise page#7 of Appendix"B". See revised
page#7 and the revised Proposal Cost Form.
2. Removal of Option"B"from the request for proposal but add Hix Avenue to Option"A"
The Hix Avenue repair would remain selective slab repair. This would remove item no. 3 &4
in the description of project,page#3. This will revise page#3 (revised page#3 enclosed)and
the Proposal Cost Form.
3. Change of anticipated schedule for the project planning in the description of the project,page
No.3. See attached revised page# 3.
4. Please replace page#7,page#3 and the Proposal Cost Form with the attached revised pages.
Please replace Appendix"A"Location Map with the attached revised page.
Please note deadline date for submittal will be changed from March 10, 2009 to March 11,
2009 as shown on the Notice to Bidders (NB) and General Requirements (GR-1).
Please note there will be no bid opening of the bids at the clerk's office.
The city clerks office will deliver the bids to the City Engineer for the opening.

ENTER INTO AGREEMENT
The Owner reserves the right to reject any or all proposals and to waive irregularities in the proposals.
The successful Design Consultant shall be required to furnish satisfactory bonds and certificates of
insurance.
DESCRIPTION OF PROJECT
The consultant shall provide design services to improve the roads:
1. North Schoolcraft Road between Scone Avenue and east of crossover bridge just West of
Hix Avenue (approximately between Sta 92+00 to Sta 107+00)
2. Hix Avenue Between North Schoolcraft Road to Summers Avenue (approximately between
Sta 93+00 to 200 ft north)
The service drive, North and South Schoolcraft Road was built in the early 1970's with the 1-96
freeway. The City of Livonia has jurisdiction of the service drives which are in good to poor
conditions. The service drives are 9 inches deep reinforced concrete pavements and widths are
typically 29 feet widths with concrete curb and gutter. In areas listed as# 1 (Option "A") total
reconstruction of the road is required. In areas listed as #2 selected slab replacement maybe the
best option since the pavement is in fair to good condition. Storm and sanitary sewer structures will
need to be identified in the road pavement that require reconstruction and for frame and cover
replacements. Soil borings will be required and evaluation to determine if edgedrain and subbase
improvements may be required to improve the existing drainage and road base.
The selected design consultant will complete design plans and specifications meeting the City of
Livonia Standards.
The following is an anticipated schedule for the project planning. City of Livonia reserves the right to
modify any part of this schedule.
Proposal Due: March 11, 2009
Selection of up to (3) three short-listed firms: March 16, 2009 (Interviews on 3/18/09 & 3/19/09)
Contract Award: April 9, 2009
80% Plan Completion for MDOT GI April 24, 2009
Final Design, Estimates,Programming to MDOT: June 26,2009

25. Option "A" will require the design consultant to follow the MDOT procurement procedure
in order to obtain federal funding to construct the project.
PROPOSAL SUBMISSION
The RFP is to be submitted to the Livonia City Hall, RFP Schoolcraft Road Improvement Design
Services, Attention : City Clerk, 33000 Civic Center Drive, Livonia, Michigan, within the stated date
and time. Please submit at least three (3) copies of the original proposal.
