CONSENT AGENDA 1. AWARD OF CONTRACT: Public Service Division, re: for the 2016-2019 Municipal Park Mowing Program, which involves approximately 136 acres of parks and cemetery property, from funds budgeted for this purpose. 2. REQUEST TO APPROVE PROPOSED 2016 SIDEWALK REPAIR PROGRAM: Engineering Division, re: which includes a target area located in Section 22 along with scattered locations throughout the City. (CR 784-82) 3. WAIVER PETITION: Planning Commission, re: Petition 2015-12-02-26, submitted by Livonia Corp. Tower, L.L.C., to develop a Planned General Development, including renovations to the site and building to accommodate offices and other commercial services on the first floor of the building and a total of 112 apartment units on floors 2 thru 8, located on the north side of Vassar Avenue between Middlebelt Road and Parkville Avenue (29200 Vassar Avenue), in the Southwest 1/4 of Section 1. SITE PLAN: Planning Commission, Re: Petition 2015-12-08-20, submitted by Group 10 Management, in connection with a proposal to construct a new five-story hotel (Hampton Inn) on part of the property located on the south side of Schoolcraft Road between Inkster and Middlebelt Road (28101 Schoolcraft Road), in the Northwest ¼ of Section 25. UNFINISHED BUSINESS MEETINGS OF THE COMMITTEE 5. COMMITTEE OF THE WHOLE – Meeting of January 25, 2016 Petition 2015-10-02-21, submitted by DCA, L.L.C., requesting waiver use approval pursuant to Section 16.11(d)(3) of the City of Livonia Zoning Ordinance No. 543, as amended, to develop and operate an outdoor storage yard for recreation vehicles located on the north side of Plymouth Road between Farmington and Stark Roads (33710-33760 Plymouth Road) in the Southeast 1/4 of Section 28, the Council does hereby refer this matter to the Committee for its report and recommendation. (CR 30-16) UNFINISHED BUSINESS 6. PROPOSED AMENDMENT TO THE LIVONIA CODE OF ORDINANCES, AS AMENDED: Department of Law, re: to Sections 020 and 040 of Title 2, Chapter 76 (Library Commission) to retitle the classification of City Librarian to Library Director. 7. REQUEST FOR GAS FRANCHISE RENEWAL: Greg Meyer, Consumers Energy, re: granting the right, power and authority to lay, maintain and operate gas mains, pipes and services on, along, across and under the highways, streets, alleys, bridges, waterways, and other public places, and to do a local gas business in the City of Livonia, Wayne County, Michigan, for a period of thirty years. 8. AWARD OF BID: Department of Parks and Recreation, re: for Clements Circle Pool Reconstruction Project, from funds budgeted for this purpose. 9. REQUEST TO ADOPT A RESOLUTION FOR REPEAL OF A PORTION OF THE LEGISLATION PUT INTO STATE LAW BY SB 571/PB 269 OF 2016: Department of Law and Library Commission, re: because it severely affects the ability of local elected officials to communicate with residents about ballot questions. 10. REQUEST TO AMEND AND REVISE COUNCIL RESOLUTION 20-16: Department of Law, re: to take no further action with regard to Petition 2014-02- 01-02 submitted by NPM Acquisitions, L.L.C., to rezone the property at 27403 and 27451 Schoolcraft Road. ACCEPTANCE OF DONATIONS: Department of Parks and Recreation, re: of cash and gifts from various contributors to be used for the purposes as designated by the donors. 12. ACCEPTANCE OF DONATION: Division of Police, re: from the Michigan Schools and Government Credit Union, to be used for the purpose as designated by the donor. 13. ACCEPTANCE OF GRANT OF EASEMENT: Department of Law, re: secured without monetary consideration from Bell Creek Community Church, with the recent parking lot improvements constructed at 30000 Five Mile Road for a variable width public utility easement (storm sewer) in the Southeast 1/4 of Section 14.
