HomeMy WebLinkAboutSYNOPSIS - 2015-06-15 th SYNOPSIS OF THE MINUTES OF THE 1,779 REGULAR MEETING LIVONIA CITY COUNCIL – JUNE 15, 2015 Meeting was called to order at 7:00 p.m. by President Brosnan. Present: Brian Meakin, Laura Toy, Lynda Scheel, Susan Nash Brandon Kritzman, John Pastor, and Maureen Miller Brosnan. Absent: None. th #175-15 Resolution by Pastor and Kritzman, approving the minutes of the 1,778 MAD FAT Regular Meeting of the Council held June 1, 2015. A roll call vote was taken on the foregoing resolution: AYES: Meakin, Toy, Scheel, Kritzman, Pastor, and Brosnan. NAYS: None. PRESENT: Nash rd Toy reminded everyone that the Livonia Spree will start Tuesday, June 23 and end with th a fantastic fireworks display on Sunday, June 28. President Brosnan announced there is new data on Items 16, 17, 18 and 19. th President Brosnan also stated that there is an event coming up on June 17 from 6:00 to 8:00 p.m. at the Civic Center Library regarding a Bike/Walk Plan where residents can provide input as to what they would like to see as far as connectivity in establishing biking and walking paths throughout the City. She indicated feedback can be provided via the City’s website. Mayor Kirksey congratulated all who participated in the Relay for Life over the weekend. He stated this annual event is used to promote awareness of all concerned when they are going through cancer treatment. Mayor Kirksey also commented on the huge turnout at the “School’s out, Safety’s in” event held at the Police Station on Saturday, where there was a Jaws of Life demonstration and also a bike helmet giveaway. AUDIENCE COMMUNICATION: Ron Riggio, 37204 Bretton, provided Council with some pictures in support of his complaints regarding parents parking at the entrance to the Willow Woods subdivision to pick their children up at the bus stop and also parking in general in front of his house blocking part of his driveway. Vice-President Meakin informed Mr. Riggio there is a Traffic Commission that is in charge of looking into matters such as his. th SYNOPSIS OF THE MINUTES OF THE 1,779 REGULAR MEETING 2 LIVONIA CITY COUNCIL – June 15, 2015 #176-15 Resolution by Meakin and Pastor, unanimously adopted, referring the MAD FAT subject of parking at the entrance and along the streets in the Willow Woods Subdivision, TrafCm and the necessity for “No Parking” signs, to the Traffic Commission for its report and recommendation. Katie Campbell, Staff Assistant to U.S. Representative David Trott, stated she was proud to be a Livonia resident and said both she and Representative Trott are proud to serve the people of their district and invited them to contact their office with any issues or concerns. The following items were received and filed: Communication from Susan A. Hoff, City Clerk, dated May 15, 2015, re: forwarding a communication from Michael T. Slater, Treasurer, setting forth the rate of tax to be levied and requesting that it be collected as part of the summer tax collection. Pictures received from the Public Service Division at the Capital Improvement, Natural Resources and Waste Management Committee Meeting, held on May 27, 2015, re: the proposed DPW Water and Sewer Building. (CR 152-15) Drawings for the site of the new building (Sheet A-002) and a tentative first floor plan (Sheet A-101) received from OHM Advisors, re: the proposed DPW Water and Sewer Building. (CR 152-15) Communication from William C. Fried, Chairman, Livonia Rotary Club, dated May 25, 2015, re: a 5K Rotary Run at Spree “65”. Communication from William C. Fried, Chairman, Livonia Rotary Club, dated June 5, 2015, re: a 5K Rotary Run at Spree “65”. Communication from William C. (Petition 2015-03-01-03) th SYNOPSIS OF THE MINUTES OF THE 1,779 REGULAR MEETING 3 LIVONIA CITY COUNCIL – June 15, 2015 The following resolutions were offered by Toy and Scheel: #177-15 Approving the request from Rev. Fr. Tony Massad, Pastor, waiving Section MAD FAT 8.32.070 (Noise Control) of the Livonia Code of Ordinances, as amended, to hold a Police cultural festival with music played by a DJ and live band at Saint Rafka Maronite Catholic Church, located at 32765 Lyndon, scheduled for Saturday, August 1, 2015 from 4:00 p.m. to 11:00 p.m. and Sunday, August 2, 2015 from 1:00 p.m. to 8:00 p.m. MAD FAT #178-15 Confirming the reappointment of Gregory G. Coppola to the Zoning Board CivSvc of Appeals for a three-year term expiring July 12, 2018. ZBA MAD #179-15 Confirming the reappointment of Matthew Henzi to the Zoning Board of FAT Appeals for a three-year term expiring July 12, 2018. CivSvc ZBA thth #180-15 Granting permission to utilize the Greenmead property for the 166, 167 MAD th and 168Annual Highland Games on Friday, July 31, 2015, Saturday, August 1, 2015, FAT Police Friday, August 5, 2016, Saturday, August 6, 2016, Friday, August 4, 2017 and Saturday, Greenmd August 5, 2017, respectively, subject to conditions; FURTHER, approving the proposed flat rate fee of $8,000.00 for use of the property and additional payment to the City by year end with respect to profits derived from the Games. MAD #181-15 Approving increases for annual passes, summer passes and EFT FAT membership fees for the Livonia Community Recreation Center effective December 1, P&R 2015. #182-15 Accepting the bid, as presented, of RW Mead & Sons, 33795 Riviera, MAD FAT Fraser, MI 48026, for completing all work necessary in connection with the Livonia P&R Community Recreational Center HVAC Maintenance Service Contract for a period of three years in an amount not to exceed $183,732.00 ($60,132.00 for year 1, $61,200.00 for year 2 and $62,400.00 for year 3) and such amount is hereby authorized to be expended from funds already budgeted for this purpose and the Director of Public Works is hereby authorized to approve any minor adjustments in the work as it becomes necessary. #183-15 Adopting the City of Livonia Freedom of Information Act Procedures and MAD FAT Guidelines, and the City’s Pre-Existing Freedom of Information Act Cost Recovery Policy is hereby declared to be null and void. All resolutions or parts of resolutions in conflict herewith are repealed to the extent necessary to give this resolution full force and effect. NAYS: None. th SYNOPSIS OF THE MINUTES OF THE 1,779 REGULAR MEETING 4 LIVONIA CITY COUNCIL – June 15, 2015 #184-15 Resolution by Meakin and Nash, unanimously adopted, approving a request MAD for proposal for retaining an architect to design a building and recommend placement on FAT the site based upon a Master Plan Study for the DPS-DPW Campus suggested by the architect and determined to be the best location for a new building in order to meet the needs of the Department of Public Works. Scheel gave FIRST READING, invoked the EMERGENCY CLAUSE & gave SECOND READING to the following Ordinance: AN ORDINANCE AMENDING SECTION 040 OF TITLE 13, CHAPTER 08 (WATER SERVICE RATES AND REVENUES) OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. A roll call vote was taken on the foregoing Ordinance: AYES: Meakin, Scheel, Nash, Kritzman, Pastor, and Brosnan. NAYS: Toy. Pastor gave FIRST READING, invoked the EMERGENCY CLAUSE & gave SECOND READING to the following Ordinance: AN ORDINANCE AMENDING SECTION 050 OF TITLE 13, CHAPTER 08 (WATER SERVICE RATES AND REVENUES) OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. Pastor gave FIRST READING to the following Ordinance: AN ORDINANCE AMENDING SECTION 180 OF TITLE 13, CHAPTER 08(B) (WATER SERVICE RATES AND REVENUES) OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. Meakin gave FIRST READING, invoked the EMERGENCY CLAUSE & gave SECOND READING to the following Ordinance: AN ORDINANCE AMENDING SECTION 120 OF TITLE 13, CHAPTER 20 (LIVONIA SEWAGE DISPOSAL SYSTEM) OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. NAYS: Toy. #185-15 Resolution by Toy and Scheel, unanimously adopted, approving a Special MAD FAT Assessment on referenced properties whose owners have not paid charges connected Assessr with the 2014 Sidewalk Program, Contract 14-G, Single Lot Assessments; FURTHER, Eng authorizing three (3) installment payments at 6% interest where assessments exceed $400.00, and the property owner has requested such installments; FURTHER, requesting the City Treasurer to give notice of the amounts determined to persons that are chargeable. (CR 151-14) Pastor gave FIRST READING to the following Ordinance: AN ORDINANCE AMENDING SECTION 20 OF THE ZONING MAP OF THE CITY OF LIVONIA AND AMENDING ARTICLE Ill OF ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED AS "THE CITY OF LIVONIA ZONING ORDINANCE" BY ADDING SECTION 3.___ THERETO. (PET. 2015-03-01-02) Pastor gave FIRST READING to the following Ordinance: AN ORDINANCE AMENDING SECTION 32 OF THE ZONING MAP OF THE CITY OF LIVONIA AND AMENDING ARTICLE Ill OF ORDINANCE NO. 543, AS AMENDED, KNOWN AND CITED AS "THE CITY OF LIVONIA ZONING ORDINANCE" BY ADDING SECTION 3.___ THERETO. (PET. 2015-03-01-03) th SYNOPSIS OF THE MINUTES OF THE 1,779 REGULAR MEETING 6 LIVONIA CITY COUNCIL – June 15, 2015 Kritzman stepped down from the podium at 8:22 p.m. to avoid any perceived conflict of interest. #186-15 Resolution by Toy and Pastor, establishing City of Livonia Industrial MAD FAT Development District No. 117 consisting of approximately 11.95 acres at 17450 – 17460 Plan Haggerty Road, Livonia, MI 48152. A roll call vote was taken on the foregoing resolution: AYES: Meakin, Toy, Scheel, Nash, Pastor, and Brosnan. NAYS: None. Kritzman returned to the podium at 8:23 p.m. #187-15 Resolution by Toy and Scheel, unanimously adopted, approving the request MAD FAT of Derrick Rodriguez, 32421 Allen Ct., to close Allen Court on Sunday, June 28, 2015, Police from 12:00 p.m. to 10:00 p.m., for the purpose of conducting a block party, subject to the approval of the Police Department. #188-15 Resolution by Toy and Pastor, unanimously adopted, confirming the MAD FAT appointment of James Baringhaus to the Zoning Board of Appeals for a three-year term Police expiring July 12, 2018. AUDIENCE COMMUNICATION: Christopher Martin, 11037 Hubbard, expressed his concern about streetlights that are burnt out along Plymouth Road. th By Scheel and Toy, unanimously adopted, adjourning this 1,779Regular Meeting of the Council of the City of Livonia at 8:30 p.m. on June 15, 2015.
