Present: Brandon Kritzman, John Pastor, Laura Toy, Lynda Scheel, Susan Nash, and Maureen Miller Brosnan. Absent: Brian Meakin. #134-15 Resolution by Pastor and Kritzman, unanimously adopted, approving the MAD th FAT minutes of the 1,776 Regular Meeting of the Council held May 6, 2015. Toy announced the passing of Gary Whitener, Bentley High School Graduate. Mr. Whitener managed golf course operations for the City of Livonia for 32 years. He retired from those duties in 2000. She extended her deepest sympathy to the Whitener family and asked everyone to please keep them in their thoughts and prayers during this difficult time. Toy extended her deepest sympathy to former Michigan Senator, Gilda Jacobs, whose daughter, Rachel, was killed in the Amtrak train crash in Pennsylvania last week. President Brosnan invited the public to attend the City’s Memorial Day Ceremony at Veterans Park on Saturday, May 23, 2015 at 9:a.m, music will be performed by the Stevenson High School Marching Band. Mayor Kirksey recognized Mike Fisher, Chief Assistant City Attorney, recipient of the Michigan Municipal League’s Outstanding Service Award this year for going above and beyond the call of duty in supporting the League’s legislative efforts in Lansing on behalf of the many Michigan communities. Mike Fisher thanked the Mayor and the Michigan Municipal League for the recognition and award. Don Knapp, City Attorney, also commented on Mike Fisher’s exceptional talent and how he is indispensable. Knapp said Mike’s hard work keeps the Law Department running smoothly. Pastor thanked Mike Fisher for all he does for the City. Mayor Kirksey said he attended Gary Whitener’s service. He noted that the speakers had many wonderful things to say about Gary. He will be dearly missed and thoughts and prayers go out to his family and friends. Mayor Kirksey announced Colonel Robyn Slade, who has strong local ties, will be making the long trip from the United Kingdom to Livonia, specifically to speak at the City’s Memorial Day Ceremony. A graduate of Franklin High School, Colonel Slade was also a student of Kirksey’s when he served as principal at Grant Elementary School. th SYNOPSIS OF THE MINUTES OF THE 1,777 REGULAR MEETING 2 LIVONIA CITY COUNCIL – May 18, 2015 President Brosnan announced a Public Hearing will be held in the Auditorium of Livonia City Hall, 33000 Civic Center Drive, Livonia, MI on Wednesday, June 3, 2015, at 7:00 p.m. for the following item: Glenn Cerny, Vice President and Chief Financial Officer, Schoolcraft College, requesting to establish an Industrial Development District for property located at 17450 – 17460 Haggerty Road, Livonia, MI 48152. AUDIENCE COMMUNICATION: None. The following items were received and filed: Communication from the Department of Finance dated April 30, 2015, re: Standard & Poor’s Bond Rating Report. The following resolutions were offered by Toy and Pastor: MAD #135-15 Approving the request of Denise Beers, 38778 Northfield Avenue, to close FAT Marie Street at Knolson and Marie Street at Minton, on Saturday, August 1, 2015, from Police 4:00 p.m. to 10:00 p.m., for the purpose of conducting a block party, with a rain date of Saturday, August 8, 2015, subject to the approval of the Police Department. MAD #136-15 Approving the request of Amy Deines, 11301 Ingram, to close Elmira, FAT between Ingram and Blackburn, on Saturday, June 13, 2015, from 11:00 a.m. to 9:00 Police p.m., for the purpose of conducting a block party, with a rain date of Saturday, July 11, 2015, subject to the approval of the Police Department. #137-15 Approving the request of Fred E. Sackllah, Festival Chairperson, The MAD Basilica of St. Mary Antiochian Orthodox Church, to waive the Noise Ordinance, between FAT Police the hours of 4:00 p.m. to 11:00 p.m. on Thursday and Friday, 12:00 p.m. to 12:00 a.m. on Saturday, and 12:00 p.m. to 10:00 p.m. on Sunday, in connection with their 2015 Michigan Fun Fest to be held from Thursday, June 11, 2015 through Sunday, June 14, 2015, at Bryant Park, 18000 Merriman Road; FURTHER approving three (3) 4’ x 4’ temporary signs to be placed on St. Mary’s property and removed no later than Monday, June 15, 2015. Plan MAD #141-15 Confirming the reappointment of Carol Smiley to the Planning Commission FAT for a three-year term expiring June 9, 2018. CivSvc Plan #142-15 Confirming the reappointment of Ian Wilshaw to the Planning Commission MAD FAT for a three-year term expiring June 9, 2018. CivSvc Plan #143-15 Confirming the reappointment of Lowell Peterson to the Plymouth Road MAD Development Authority for a four-year term expiring May 16, 2019. FAT CivSvc #144-15 Approving the designation of authorized depositories to allow the City to Plan collect property tax payments and water bills, as well as to purchase Certificates of MAD Deposit, in accordance with Chapter VII of Section 11 of the City Charter. FAT #145-15 Establishing a new classification of Roads and Parks Supervisor as a MAD FAT permanent full-time unrepresented classification with a 5-step pay scale ranging from CivSvc $63,814.40 to $74,464.00, to combine the Parks and Forestry and the Roads and Traffic P&R Supervisor classifications to better fit the function of the Department of Public Works. #146-15 Authorizing the purchase of one (1) replacement type 1 Medium-Duty MAD FAT Ambulance, from Halt Fire, Inc., 50169 W. Pontiac Trail, Unit 5, Wixom, MI 48393, in the Fire total amount of $224,936.00 from budgeted funds; FURTHER, the Council does hereby authorize the disposal of the replaced ambulance at public auction after receipt of the new ambulance. #147-15 Authorizing the repair and reconditioning of the apparatus bay floors at MAD FAT Station #1 and Station #6 by Tercon Systems, 3555 Jewell Road, Howell, MI 48843, in Fire the total amount of $31,575.00 from budgeted funds. #148-15 Authorizing a change order for equipment and installation costs associated MAD FAT with the purchase of a Next Generation 9-1-1 System, and authorizes an additional Police expenditure of $9,875.00, payable to Intrado Systems Corporation, 1601 Dry Creek Drive, Fire Longmont, CO 80503, over and above the previously authorized amount in Council Resolution #196-14; FURTHER, authorizing an additional appropriation and expenditure not to exceed $9,875.00 from budgeted funds and the Mayor and City Clerk are hereby authorized to execute a contract, for and on behalf of the City of Livonia. (CR 196-14) #149-15 Accepting the quote of CDWG, 230 North Milwaukee Avenue, Vernon Hills, MAD FAT IL 60061, for supplying the Police Department with 36 desktop computers in the amount Police of $991.00 each, for a total cost of $35,676.00, FURTHER, authorizing an appropriation and expenditure in an amount not to exceed $35,676.00 from budgeted funds; FURTHER, the Council does hereby authorize said purchase without competitive bidding and is made through the National Intergovernmental Purchasing Alliance (National IPA). th SYNOPSIS OF THE MINUTES OF THE 1,777 REGULAR MEETING 4 LIVONIA CITY COUNCIL – May 18, 2015 #150-15 Accepting the unit price bid of Westshore Services, 6620 Lake Michigan MAD FAT Drive, PO Box 188, Allendale, MI 49401, for supplying the Division of Police with two (2) Police Federal Signal 2001 AC/DC Emergency Warning Sirens in the amount of $20,400.00 each; for a total cost of $40,800.00; FURTHER, authorizing the expenditure of a sum not to exceed $40,800.00 from budgeted funds. #151-15 Authorizing the purchase of 100% of the City’s requirement of rock salt used MAD FAT for ice control from Detroit Salt Company, 12841 Sanders Street, Detroit, Michigan 48217, at the unit price of $54.57 per ton for early fills and $55.07 per ton for late fills for the period October 1, 2015 through April 30, 2016, and $56.57 per ton and $57.07 per ton for early and late fills, respectively, for the period October 1, 2016 through April 30, 2017, available through Cooperative Bid Pricing, for an estimated total amount of $137,675.00 for the 2015-2016 Season and $142,675.00 for the 2016-2017 Season; FURTHER, the authorizing an expenditure not to exceed $137,675.00 for the 2015-2016 Season and $142,675.00 for the 2016-2017 Season from funds already budgeted for this purpose. MAD #152-15 Referring the matter of the conceptual planning and design of the Proposed FAT DPW Water and Sewer Building to the Committee of Capital Improvement, Natural Plan Resources and Waste Management to hold a meeting and for its report and Eng recommendation. A roll call vote was taken on the foregoing resolutions: AYES: Kritzman, Pastor, Toy, Scheel, Nash, and Brosnan. NAYS: None. #153-15 Resolution by Toy and Scheel, unanimously adopted, approving a renewal MAD FAT of the Lease Agreement between the City of Livonia and the Livonia Save Our Youth Task Force, 33000 Civic Center Drive, Livonia, Michigan 48154 for a period of three (3) years beginning June 1, 2015 through May 31, 2018, under the same terms and conditions as set forth in the 2012 Lease Agreement, at a monthly rate of $350.00, with a 3% annual escalator; and the Mayor and City Clerk are hereby authorized to execute a lease agreement, for and on behalf of the City of Livonia.
