HomeMy WebLinkAboutBOARD OF CANVASSERS 1958-11-06 Page 3653 MINUTES OF TIE METING OF TILT BOARD OF CANVASSERS OF THE CITY OF LIVONIA Pursuant to Section 12 of Chapter III of the Charter of the City of Livonia, the menbers of the City Council met as the Board of Canvassers of such City on Thursday November 6, 1958, at approximately 7:45 P. M., at the City Hall, 33001 Five Mile Road, Livonia, Michigan. The meeting was called to order at the above time and place by the Vice President of the Council, who acted as Chairman of the Board. Roll was called with the following result: Present-- James R. McCann, Frank O'Neill, Rudolf R. Kleinert and Sydney B. Bagnall. Absent-- Austin T. Grant, Robert Sasser and Jack Salvadore. Marie W. Clark, City Clerk, read to the Board the contents of certified statements of the returns of each precinct, as prepared and certified by the election inspectors of each precinct and as filed in her office and these returns were publicly examined and canvassed by the Board and were approved. The following preamble and resolution were offered by Councilman Kleinert and supported by Councilman Bagnall: WHEREAS, at a Special City Election held concurrently with the General November Election duly Calle i and held in the City of Livonia, County of Wayne, Michigan, on Tuesday, November 4, 1958, between the hours of 7:00 o'clock a. m. and 8:00 o'clock p. m., Eastern Standard Time, the propositions hereinafter set forth were submitted; AND WHEREAS, returns from the voting precincts at said election have been filed with the City Clerk and have been presented and examined by the Board of Canvassers; NOW, THEREFORE, BE IT RESOLVED THAT: 1. The Board of Canvassers hereby determines that the votes cast at said Special City Election held on November L, 1958, on the Civic Bonding Proposition were as follows: I. Civic Center Bonding Proposition Shall the City of Livonia, County of Wayne, State of Michigan, borrow the sum of not exceeding Three Million Two Hundred Eighty-five Thousand Dollars Page 365 ($3,285,000.00) and issue its general obligation bonds therefor for the purpose of acquiring the necessary site, constructing, equipping aid developing a City-owned Civic Center, to include buildings, equipment, im- provements and facilities necessary for headquarters for agencies and departments of the City, and necessary to provide a modern Civic Community Center for the use and benefit of the citizens of the City. Total votes cast: 12,464 Votes for the proposition: 5,741 Votes against the proposition: 6,723 Spoiled ballots: none 2. It being determined that less than three-fifths (3/5) of the qualified electors of the City of Livonia voting at said election having voted for the proposition, it is hereby determined that the fore- going proi osition did not carry. 3. The Board of Canvassers hereby determines that the votes cast at said Special City Election held on Novamber LG, 1958, on the Depart- ment of Public Works Garage Bonding Proposition were as follows: II. Department of Public Works Garage Bonding Proposition Shall the City of Livonia, County of Wayne, State of Michigan, borrow the sum of not exceeding Three Hundred Sixty-six Thousand ($366,000.00) Dollars and issue its general obligation bonds therefor for the purpose of constructing and equipping a garage and storage building to house, store, maintain and repair the equipment of the Department of Public Works of the City? Total votes cast: 11,990 Votes for the proposition: 5,580 Votes against the proposition: 6,410 Spoiled ballots: none LR. It being determined that less than three-fifths (3/5) of the qualified electors of the City of Livonia voting at said election having voted for the proposition, it is hereby determined that the foregoing proposition did not carry. 5. The Board of Canvassers hereby determines that the votes cast at said Special City Election held on November 4, 1958, on the Page 3b5.5 Recreational Bonding Proposition were as follows: L III. Recreational Bonding Proposition Shall the City of Livonia, County of Wayne, State of Michigan, borrow the sum of not exceeding Two Million ($2,0n0,000.00) Dollars and issue its general obligation bonds therefor for the purpose of acquiring lands for park and recreational purposes, and improving, developing and providing necessary facilities for recreational use of said lands? Total votes cast: 12s2')01 Votes for the proposition: 5,703 Votes against the proposition: 6,I98 Spoiled ballots: none 6. It being determined that less than three-fifths (3/5) of the qualified electors of the City of Livonia voting at said election voted for the proposition, it is hereby determined that the foregoing proposition did not carry. 7. The Board of Canvassers hereby determines that the votes cast at said Special City Election held on November L , 1958, on the Camp Livonia Recreational Bonling Proposition were as follows: IV. Camp Livonia Recreational Bonding Proposition Shall the City of Livonia, Coanty of Wayne, State of Michigan, borrow the sum of not exceeding One Million Three Hundred Thousand ($1,300,000.00) Dollars and issue its general obligation bonds therefor for the purpose of acquiring lands, constructing and develop- ing a public recreational area in the Northwest section of the City to be known as Camp Livonia? Total votes cast: 11 964 Votes for the proposition: 4 gq2 s„ Votes against the proposition: 6,972 Spoiled ballots: none 8. It beinc, determined that less than three-fifths (3/5) of the qualified electors of the City of Livonia voting at said election having voted for the proposition, it is hereby determined that the fore- Page 3656 going proposition did not carry. 9. The Board of Canvassers hereby determines that the votes cast at said Special City Election held on November 4, 1958, on the Street Improvement Bonding Proposition were as follows: V. Street Improvement Bonding Proposition Shall the City of Livonia, County of Wayne, State of Michigan, borrow the sum of not exceeding One Million ($1,000,000.00) Dollars and issue its general obligation bonds therefor for the purpose of providing the City's share of the cost of repairing, resurfacing or paving various streets and roads in the City, including drainage thereof? Total votes cast: 12,243 Votes for the proposition: 6646 Votes against the proposition: 5,597 Spoiled ballots: none 10. It beim, determined that less than three-fifths (3/5) of the qualified electors of the City of Livonia voting at said election having voted for the proposition, it is hereby determined that the fore- going proposition did not carry. 11. The Board of Canvassers hereby determines that the votes cast at said Special City Election held on November 4, 1958, on the Fire Station Bonding Proposition were as follows: VI. Fire Station Bonding Proposition Shall the City of Livonia, County of Wayne, State of Michigan, oorrow the sum of not exceeding Three Hundred Eighty-three Thousand 0383,000.00) Dollars and issue its general obligation bonds therefor for the purpose of acquiring three sites for fire stations, and constructing and equipping two new fire stations? Total votes cast: 12,090 Votes for the proposition: 8,318 Votes against the proposition: 3,772 Spoiled ballots none 12. It being determined that more than three-fifths (3/5) of the Page 3657 qualified electors of the City of Livon.a vot Lngl at sail election having voted for the proposition, it is hereby determined that the foregoing proposition carried. A roll call vote was taken on the fore`,oing resolution with the following result: AYES: O'Neill, Kleinert, Ba nall and McCann. NAYS: None. The Chairman declared the foregoing resolution adopted. By Councilman Bagnall, seconded by CouncLiman O'Neill, it was RESOLVED that, the Board of Canvassers make and sign the follow- ing Certificate: CERTIFICATE OF DE EAMINATION STATE OF MICHIGAN ) ) ss. COUNTY OF WAYNE ) We, the unders _gned members of the City Council, acting as the Board of Canvassers, pursuant to Section 12 of Chapter III of the Charter, do hereby meet on this first Thursday following tin Special City Election held on November 4, 1958, and publicly canvass the returns of such election and do hereby determine the results of the votes cast within the City of Livonia as follows: I. Civic Center Bonding Proposition, and do hereby determine that said Proposal No. I did not carry by 5,741 Yes votes and 6,723 No. votes. IL. Department of Public dorks Garage Bonding Proposition, and do hereby determine that said Proposal No. II did not carry by 5,580 Yeti votes and 6,410 No votes. III. Recreational Bonding Proposition, and Jo hereby determine that said Proposal No. III did not carry by 5,703 Yes votes and 6,498 No votes. IV. Camp Livonia Recreational B ondg Proposition, and do hereby determine that said Proposal No.IV did not carry by 4,992 Yes votes and 6,972 No votes. V. Street Improvement Bonding Proposition, and do hereby determine that said Proposal No. V did not carry by 6,464. Yes votes and 5,597 No votes. VI. Fire Station Bonding Proposition, and do hereby determine that said Proposal No. VI did carry by 8,318 Yes votes and 3,772 No votes. The Chairman stated that the f oregoing resolution was adopted and directed that such Certificate of Deter:aination be prepared and be signed by e _ch member of the Board. On motion of Councilman O'Neill, seconded by Councilman Kleinert and unanimously adopted, this regular meeting of the Board of Canvassers of the City of Livonia was duly adjourned at anproximately 8:00 o'clock P.
