HomeMy WebLinkAboutBOARD OF CANVASSERS 1962-05-01 ADJOURNED Page 5110 MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF CANVASSERS OF THE CITY OF LIVONIA Pursuant to Section 876 of the General Election Laws of the State of Michigan, and Section 14 of Chapter III of the Charter of the City of Livonia, the members of the Council of the City of Livonia met as a Board of Canvassers of such City in an adjourned meeting on Tuesday, May 1, 1962, at the Livonia City Hall, 33001 Five Mile Road, Livonia, Michigan. The meeting was called to order at 8:28 o'clock p. m., by the President of the Council, Sydney B. Bagnall, who acted as Chairman of the Board. Roll was called with the following result: Present-- Sydney B. Bagnall, John T. Daugherty, Rudolf R. Kleinert, James R. McCann, William N. Ponder and Jack Salvadore. Absent-- Austin T. Grant. Court reporter Raymond E. Dietrich took a verbatim transcript of this meeting, a copy of which is on file in the Office of the City Clerk. imo Mr. Walter Hoffman, representative of the Shoup Voting Machine Company, was present and was requested to explain to the Board the purpose of the Bar Seal and the consequences of removing such seal in connection with possible tampering with the voting machines. Mr. Hoffman stated that the removal of the seal, or even the bar itself, could not be a means of fraud, and explained in detail his reasons for the statement. The Chairman then called on the Chairman of the Election Inspectors for Precinct No. 14, Mrs.Pearl Bunker, for her explanation as to why the Bar Seal was missing from Voting Machine No. 28572, in such precinct. Mrs. Bunker stated she had no explanation, that the number of the bar seal is not one required to be recorded, that it was not therefore, recorded, but to the best of her knowledge the bar seal, with the red tag, was on the voting machine on election day at all times the machines were under her supervision. The other members of the Precinct No. 14 Election Board agreed with her statements. They were: Elizabeth Keller, Page 5411 Ida Mae Boland, Josephine Hoffman, Helen Potter, Loretta Rudnicki and Christine Morris. The Chairman, Mr. Bagnall, then called on Mrs. Martha Unverdros, co- chairman of the Election Inspectors for Precinct No. 18, for an explanation regard- ing removal of the Bar Seals from all three voting machines in her precinct, Mrs. Fern Johnson, the Chairman, being absent due to illness. Mrs. Unverdros stated that the seals were attached to the machines in the morning when the Election Inspectors examined the voting machines before opening the polls, and were also attached at the end of the day, when the inspectors completed their work and left the voting place. The members of Precinct No. 18 Election Board who were present, Mrs. Martha Wohlgemuth, Geneva Cook, Ray O'Connel, Mae Hermann and Margaret Grimm, all agreed with Mrs. Unverdros' statements. The Chairman then called upon the voting machine custodians to state the manner in which the voting machines were returned to the storage building from the precincts. Mr. Wilfred Clark spoke for the custodians and stated that the Livonia Moving and Storage Company, under direction of the City Clerk, begin moving the machines back to the storage building on the morning following the day of election, and that it requires about one and one-half days to a ccomplish the job. He stated that the machines are therefore in the schools up to one and one-half days, that they have canvas covers over them when moved by the moving company, and that the custodians do not ordinarily remove the canvas covers to look over the machines. He said one of the custodians accompanies the moving van to watch the procedure for unnecessary roughness and/or damage to the machines by reason of dropping or denting them. By Councilman Kleinert, seconded by Councilman Daugherty and unanimously adopted, it was RESOLVED that, Page 54.12 WHEREAS, this Board of Canvassers has recounted the ballots cast at the general election held on Monday, April 2, 1962, as to the offices of Mayor and for Council candidates McNamara, Ventura and Scully, THEREFORE, BE IT RESOLVED that, upon said recount, the Board of Canvassers find that the several candidates received votes at said election as follows: Harvey W. Moelke Eight Thousand Seven Hundred Thirty-Six (8,736) Votes William W. Brashear Eight Thousand Five Hundred Forty-Five (8,545) Votes Edward H. McNamara Seven Thousand Nine Hundred Seventy-Six (7,976) Votes Peter A. Ventura Seven Thousand Five Hundred Sixty-Seven (7,567) Votes Martin G. Scully Seven Thousand Five Hundred Forty-Two (7,542) Votes BE IT FURTHER RESOLVED that, Harvey W. Moelke be and is hereby declared elected at said election to the office of Mayor; BE IT FURTHER RESOLVED that, Edward H. McNamara be and is hereby declared elected at said election to the office of Councilman; BE IT FURTHER RESOLVED that, in all other respects and to all other offices and candidates, the return of this Board of Canvassers, made and certified on April 5, 1962, be and is reinstated and hereby adopted by reference as if repeated verbatim herein. On motion of Councilman Ponder, seconded by Councilman McCann and unanimously adopted, this adjourned meeting of the Board of Canvassers of the City of Livonia was duly adjourned at 9:51 o'clock p. m., May 1, 1 962.
