CONSENT AGENDA 1. BLOCK PARTY: Kathleen Fitzgerald, re: to be held on Monday, May 25, 2015, from 2:00 p.m. to 8:00 p.m. on Cranston Street, between Elmira and Orangelawn, with no rain date requested. 2. REQUEST TO ACCEPT A GRANT FROM THE AUTO CLUB GROUP (AAA) AND TO APPROVE AN EXPENDITURE FOR THE PURCHASE OF A “SHIELD 12 RADAR DISPLAY UNIT” FROM A SOLE SOURCE: Division of Police, re: to be utilized to capture data that will enable a response to citizen complaints about speeding at various locations. 3. REQUEST FOR AUTHORIZATION TO PURCHASE SIX (6) MARKED PATROL VEHICLES AND EIGHT (8) UNMARKED VEHICLES UTILIZING STATE OF MICHIGAN AND OAKLAND AND MACOMB COUNTY CONSORTIUM BID PRICING: Division of Police, re: to be utilized by the Uniform Division, the Investigative Division, and the Intelligence Bureau from budgeted funds. 4. REQUEST TO ADOPT A RESOLUTION PROCLAIMING FRIDAY, APRIL 24, 2015 AS ARBOR DAY IN THE CITY OF LIVONIA: Bill Craig, Tree City Committee Chairman and Paul St. Henry, Superintendent of Public Service – Operations, re: to be celebrated at 2:00 p.m. at Garfield Elementary. REQUEST TO APPROVE A FIVE-YEAR CONTRACT EXTENSION WITH HYDROCORP SERVICES FOR THE “CROSS CONNECTION CONTROL” PROGRAM: Water and Sewer Board, re: to protect the public drinking water supply from contamination, at a cost of $318,600.00 from budgeted funds. 6. REQUEST TO AUTHORIZE APPROPRIATION AND EXPENDITURE: Water and Sewer Board, Public Service Division, re: to enable payment to the contractor, D’Angelo Brothers, Inc. for the emergency sanitary sewer repair work performed on Edgewood Road. 7. AWARD OF BID: Public Service Division, re: for the purchase of lighting fixtures for a lighting upgrade in the DPW Fleet Maintenance building. 8. REQUEST TO APPROVE THE PURCHASE OF ONE (1) 2015 CASE 580SN 2WD BACKHOE/LOADER UTILIZING THE NATIONAL JOINT POWERS ALLIANCE (NJPA) CONTRACT: Public Service Division, re: to replace a current vehicle from budgeted funds. 9. REQUEST TO APPROVE PROPOSED 2015 SIDEWALK REPAIR PROGRAM BY EXTENDING CONTRACT 14-G UNIT PRICES WITH JOE ROTONDO CONSTRUCTION CORPORATION AND REQUEST TO AUTHORIZE APPROPRIATION AND EXPENDITURE TO PRECISION CONCRETE INC.: Engineering Division, re: for Contract 15-G. (CR 71-15 and CR 151-14) UNFINISHED BUSINESS 11. PROPOSED ORDINANCE AMENDMENT TO THE LIVONIA CODE OF ORDINANCES, AS AMENDED: Department of Law, re: to Section 050 and 065 of Title 9, Chapter 30 (Narcotics and Dangerous Substances) to ban in the City of Livonia products “marketed as a means of achieving a negative result on a drug test.” 12. REQUEST TO CONSIDER A PETITION TO CONVERT THE EXISTING STREET LIGHTS TO NEW LED STREET LIGHTS IN THE SHERWOOD FOREST ESTATES SUBDIVISION: William Funderburk, re: same. 13. REQUEST TO WAIVE THE CITY’S NOISE ORDINANCE: Brian Tominna, One Under Craft Beer & Eats, re: to allow their Fourth Annual Cinco De Mayo Festival on Saturday, May 2, 2015 from 6:00 p.m. until 1:00 a.m. at 35780 Five Mile Road. 14. AWARD OF CONTRACT: Engineering Division, re: for the 2015 Asphalt Paving Replacement Program - Contract 15-A. Agenda for the Regular Meeting of April 20, 2015 3 UNFINISHED BUSINESS 15. REZONING PETITION: Planning Commission, re: Petition 2015-01-01-01, submitted by Nasser I. Abunab, to rezone the property located at 27840 Plymouth Road, located on the north side of Plymouth Road between Inkster and Deering Avenue in the Southeast ¼ of Section 25, from OS (Office Services) to C-1 (Local Business). Public Hearing held on March 30, 2015. 16. REQUEST TO ESTABLISH A COMMERCIAL REHABILITATION DISTRICT: Frank Jonna, Principal, SREP Haggerty Road, LLC, re: to help with the expansion and rehabilitation of the property located at 19700 Haggerty Road and 19750 Haggerty Road, Livonia, MI 48152. Public Hearing held on March 30, 2015. NEW BUSINESS 17 ACCEPTANCE OF GRANT OF EASEMENT: Department of Law, re: secured without monetary consideration from Theron J. Berg, Real Estate Manager, Menards, in connection with the development of a sanitary sewer extension project constructed at 12661 Middlebelt Road for a 20’ wide public utility easement in the Northeast 1/4 of Section 26. 18. ACCEPTANCE OF GRANT OF EASEMENT: Department of Law, re: secured without monetary consideration from Michael Garrett, Manager, Pinnacle Ventures, L.L.C., in connection with the development of a sanitary sewer extension project constructed at 12651 Middlebelt Road for a 20’ wide public utility easement in the Northeast 1/4 of Section 26. 19. ACCEPTANCE OF GRANT OF EASEMENT: Department of Law, re: secured without monetary consideration from Mike Kinaia, Member INDY-C-KAL, INC., in connection with the development of a sanitary sewer extension project constructed at 12691 Middlebelt Road for a 20’ wide public utility easement in the Northeast 1/4 of Section 26. 20. ACCEPTANCE OF GRANT OF EASEMENT: Department of Law, re: secured without monetary consideration from Theron J. Berg, Real Estate Manager, Menards, in connection with the development of a sanitary sewer extension project constructed at 12701 Middlebelt Road for a 20’ wide public utility easement in the Northeast 1/4 of Section 26. 21. PROPOSED ORDINANCE TO (1) PROVIDE FOR THE ACQUISITION AND CONSTRUCTION OF ADDITIONS, EXTENSIONS AND IMPROVEMENTS TO THE WATER SUPPLY AND WASTEWATER SYSTEM OF THE CITY OF LIVONIA; AND (2) TO PROVIDE FOR THE ISSUANCE AND SALE OF $9,400,000.00 OF REVENUE BONDS, SERIES 2015 TO PAY THE COST THEREOF: Department of Finance, re: for the (DWRF) Drinking Water Revolving Fund.
