VOTING MEETING
CITY OF LIVONIA
JUNE 8, 2022
Present: Elizabeth Calhoun, Kelly Victor-Burke, Kathy Johnson Bartshe, Kathie Glynn,

Absent Commissioners: Kristen Braun Waterbury, Jessica Katers
Guests: Emily Tchorz-Fielder, Ted Davis, Jacob Rushlow, Chris Waterman of Trinity
House Theatre, Steve Hull of Orson-Everitt home.
Meeting called to order at 6:03 p.m. at the Alexander Blue House
Correspondence: Betsy submitted membership for National Association of
Preservation Commissioners.
MHPN conference was May 11 – 14. Kathy Johnson-Bartshe attended. There were
good programs for Greenmead at the conference. The 2023 conference is on Mackinac
Island at Mission Point.
Brandon was introduced to the commission members.
Review of Meeting Minutes
06/01 Meeting minutes from February meeting were reviewed. A motion was made by
Kelly and seconded by Kathie G. to approve the February meeting minutes. All
approved except Brandon K abstained.
Current Issues:
Orson-Everitt House – Betsy, Kelly and Kathy JB toured the house with the owner’s
representative. The issues at the house are three windows were replaced on the
building, two were aluminum, replaced with aluminum, a third was wood replaced with
aluminum. The replacement was done without obtaining a permit nor submitting plans.
The HPC will give a list of window contractors that could do historically correct work on
the building.
A radon detector was installed on the west side of the building. It is glaringly white
against the dark muted red of the building. Before it is moved the HPC has
recommended the white pipe stack be painted to match the color of the building.
06/02 A motion was made by Kathy JB and seconded by Kelly to paint the radon pipe
stack on the exterior of the building to match the house paint (before HPC decides
whether relocation is required to be done) by September 30. Motion passed
unanimously.
It was noted during the tour that the plastic protective covering over the leaded glass on
the sidelights of the front door might be contributing to the deterioration of the lead.
(The windows are bowed out).
Greenmead – A presentation was made by Jacob Rushlow concerning a proposed
water storage and water tower at Greenmead Historical Park.
The retaining pond is proposed in the area now occupied by the soccer fields. It would
mitigate storm water runoff for the willow woods subdivision. The soccer fields are
rented to a private league and would be eliminated.
An elevated water storage tank of 2.5 to 3 million gallons is proposed in the same area
to manage peak water demand and provide emergency backup, usually during the
summer months for the City of Livonia. The water tower would be 75 feet high and
made of concrete and steel. Lease of property would benefit Greenmead with perhaps a
Greenmead logo on the tower. This location is ideal because it is the highest location in
Livonia and works on gravity release.
Drawings and pictures of both systems were presented. It is in the talking phase for
now.
06/03 A motion was made by Kelly and seconded by Kathie G. to approve preliminary
concept plan for storm water retention pond and elevated storage tank with the
understanding DPW (Livonia Department of Public Works) is required to return to HPC
for final design and site amenities. HPC requests the City of Livonia present proposed
solutions for funding mechanism. Motion passed unanimously.
Trinity House Theatre – Chris Waterman attended the meeting for informational
purposes. The fence has been installed separating the Trinity House Theatre from the
cemetery. The cemetery was scanned, and 18 “unknown” graves were found. Granite
markers 12” x 6” x 12” labeled “unknown” will be installed on these grave sites.
Greenmead Master Plan – Ted Davis presented three plans depicting a future
Greenmead. Please review and get your comments back to him.
New/Old Business
Certificate of Approval- Betsy working on a Certificate of Approval for Livonia.
Bennett House on Levan –Betsy has tried to contact the homeowner and the city to
resolve why HPC was not involved.
CLG Survey – Discussion regarding a survey of gathering places as a theme involving
20 structures in Livonia with the help of MHPN. It would involve MHPN and 2
commissioners to survey, more details to follow.
Programs
Something Old, New, Borrowed, Blue – A discussion has had about poor turnout,
perhaps hiring Pam Yockey to repair some of the dresses and more boxes are needed
for the dresses.
A discussion was held on whether to hold the Civil War Tea or schedule another
program more in fitting with Historical Preservation.
Greenmead Update – Ice Cream Social June 16 at the Rec Center, Bungalow roof is
scheduled to be replaced, need volunteers for Flea Market, Union Briggs Cemetery
fence is up, Clarenceville gates at being replaced, Irish Fest needs volunteers, Let’s Fly
a Kite is June 24, Friends of Greenmead Garden Walk June 25

Next Meetings: Possible joint meeting with Livonia Historical Commission Wednesday,
July 13.
06/04 Motion made by Kelly and seconded by Brandon to adjourn the meeting at 9:00,
Motion approved unanimously.
