HomeMy WebLinkAboutPRDA MINUTES 2011-11-17 MINUTES OF THE 231ST REGULAR MEETING OF THE PLYMOUTH ROAD DEVELOPMENT AUTHORITY OF THE CITY OF LIVONIA The 231st Regular Meeting of the Plymouth Road Development Authority of the City of Livonia, Michigan, was called to order at 3:00 p.m., Thursday, November 17, 2011, at the Public Safety Training Complex, 31777 Industrial Road, Livonia, Michigan. Members Present: Wayne Glass, Chairman Scott Grace Jack Kirksey, Mayor John Hiltz Betsy McCue, Vice Chairman Toni Mette Lowell Peterson Absent: Greg Meyer(excused) Others Present: Mark Taormina, Economic Development & Planning Director Robert Ault, Resident Margie Watson, Secretary triv 1. Roll was called. A quorum was present. 2. Holiday Dinner. After discussion it was agreed that the Annual Holiday Dinner will take place on Thursday, December 8, 2011, at 6:00 p.m. at Guilio's Cucina Italiana restaurant at 31735 Plymouth Road. 3. Old Business. a. Irrigation Update. Mark Taormina advised that the irrigation system is winterized and all repairs are done for 2011 with the exception of two issues. One is a main line leak in front of Public Storage, east of Sears Drive. The other issue is in front of the old Kentucky Fried Chicken, west of Inkster Road. The Special Assessment cost has been calculated taking into account water costs and the unexpected repairs to the irrigation system. The SAD cost will be $2.75 If, which is only 15 cent more than the original estimate of$2.60. Property owners will see this assessment on their December 1, 2011, tax bills. b. Electrical Update. Mark Taormina advised that the City has entered into an agreement with MAS Electrical Services, Inc. for electrical services and general electrical maintenance at all City buildings and facilities, which will include light bulb replacement on Plymouth Road, (itie as well as replacement of damaged lightpoles and bases. November 17, 2011 2 c. Banner Update. Mark Taormina advised that all of the remaining 50 banners and 104 poles have been removed by Above & Beyond and returned to the City. d. Corridor Maintenance Update. Fall cleanup has been completed by the 16th District Court workers. All perennials and roses were trimmed and weeds pulled. 4. Financial Reports. The Financial Statements of the Authority's Special Revenue Fund for the months ending May 31, June 30, July 31, August 31, September 30 and October 31, 2011, were presented by Michael Slater, Finance Director. The October 31, 2011, Balance Sheet reflects total assets in the amount of $3,412,223.98, total liabilities in the amount of $2,515,160.71 and a total fund balance of $897,063.27. Ms. Mette requested that when a tax reimbursement is noted in the Fund Disbursements that the company be listed. Mr. Slater noted that several Fund Disbursement totals were incorrect and that they will be revised. Mr. Slater also advised that the General Motors and Ford Motor Company tax appeals have been settled, and funds are available to cover the settlement. However, as a result of this settlement and loss of funds due to declining property values, funds will only be available for maintenance, utilities, insurance, and debt service for 2011 and 2012. On a motion made by Kirksey, seconded by Peterson, and unanimously adopted, it was #2011-17 RESOLVED, that the Plymouth Road Development Authority does hereby accept and approve the Financial Statements of the Authority's Special Revenue Fund for the months ending May 31, June 30, July 31, August 31, September 30 and October 31, 2011. Mr. Glass, Chairman, declared the motion is carried and the foregoing resolution adopted. 5. Adoption of the Minutes. On a motion made by Peterson, seconded by McCue, and unanimously adopted, it was #2011-18 RESOLVED, that the Plymouth Road Development Authority does hereby approve the Minutes of the 229th Regular Meeting *kir held on July 21, 2011 and the Minutes of 230th General Meeting held on September 15, 2011. November 17, 2011 3 tre Mr. Glass, Chairman, declared the motion is carried and the foregoing resolution adopted. 6. Polling of Members. Mayor Kirksey inquired if the trash cans are being emptied on a regular basis and asked to be advised if a problem occurs as Waste Management offered to take care of this at no charge as part of their contract with the City. John HiItz said that the corridor is looking good after the fall cleanup. Toni Mette said there are isolated maintenance problems on the corridor where the right-of-way is not being mowed. Lowell Peterson asked about the missing bench at Harrison Road. Mr. Taormina advised that two benches were hit by cars, one near Harrison Road and the other near the new KFC. One replacement bench has been ordered and received and will be installed near the KFC by the DPW as their workload permit. A portion of the cost has been reimbursed by the City's insurance carrier. Wayne Glass advised that the Election of Officers will take place in Le January. He also said that a tour of the Public Safety Training Campus will take place after the adjournment of this meeting. Adjournment: On a motion duly made, seconded and unanimously adopted, the 231st Regular Meeting held by the Plymouth Road Development Authority on November 17, 2011, was adjourned at 4:15 p.m. The next meeting of the Plymouth Road Development Authority will be held on Thursday, December 8, 2011. ,__.....,,;-:/7".
