HomeMy WebLinkAboutPRDA MINUTES 2011-02-17 MINUTES OF THE 226th GENERAL MEETING OF THE PLYMOUTH ROAD DEVELOPMENT AUTHORITY OF THE CITY OF LIVONIA The 226th General Meeting of the Plymouth Road Development Authority of the City of Livonia, Michigan, was called to order at 3:00 p.m., Thursday, February 17, 2011, in the 4th floor conference room of City Hall. Members Present: Wayne Glass, Chairman Betsy McCue, Vice Chairman Scott Grace John Hiltz Absent: Jack Kirksey, Major Toni Mette Greg Meyer Lowell Peterson Jeff Staebler Dan West Others Present: Mark Taormina, Economic Development& Planning Director Gabby Bruno, Regional Govt. Affairs Manager, Ford Motor Company Kathleen McIntyre, Volunteer Corps Manager, Ford Motor Company Christopher Martin, Resident Margie Watson, Secretary 1. Roll was called. A quorum was not present. 2. Audience Communication. Mr. Christopher Martin, Martin Yard Accents, 12275 Inkster Road, advised that he will again be petitioning the Zoning Board of Appeals for a variance to erect seven foot tall fencing around his property. His revised plan includes installing wrought iron fencing and pillars of field stone, some on his property and some on the right-of-way. Mr. Hiltz suggested that he contact the Engineering Division before he installs anything on the right-of-way. 3. Old Business. (a) Special Assessment District. To date, 32 petitions have been signed in favor of and two petitions against creating a Special Assessment District to cover the costs of maintaining the irrigation system along Plymouth Road. In response to the PRDA's letter of January 21, 2001, requesting the City Council's consideration of creating an S.A.D., the Council adopted Resolution #32-11 at the Regular Meeting of February 8, 2011, requesting the City Engineer to prepare a report to ascertain the assessed valuation of all properties that will be affected and to estimate the cost to be assessed each property. Mr. Taormina explained that the Council's next step would be to either take no further action on the matter, refer it to a Committee for �"'"'� further study or to schedule a public hearing on necessity. All property • w February 17, 2011 2 owners in the corridor would be notified of the meeting at which time they would be afforded an opportunity to express their support or objection to the S.A.D. If more than 51 percent objected, a super majority vote of Council would be required for the matter to move ahead. Mr. Glass advised that he has contacted those businesses who returned signed petitions to thank them for their support. AT&T has responded that they will remain neutral on this issue. Two Ford Motor Company representatives, Gabby Bruno, Regional Governmental Affairs Manager, and Kathleen McIntyre, Volunteer Corps Manager, were present and inquired about what the City's requirements for maintenance would be if the S.A.D. was enacted. Mark Taormina will contact the Inspection Department to determine what City Ordinances require in terms of keeping right-of-way landscaping green. (b) Presentation on the proposal to operate a used auto dealership. Mr. Taormina presented a revised landscape plan submitted by Richard Mancini requesting waiver use approval to operate a used auto dealership (Mancini Motors) with outdoor display of vehicles at 29074 Plymouth Road, located on the north side of Plymouth Road between Middlebelt Road and Camden Avenue in the Southwest 1/4 of Section 25. The Planning Commission recommended approval of this petition at the Regular Meeting held on February 8, 2011, with the additional condition that the petitioner sign a Conditional Agreement limiting this waiver use to this user only, with the provision to extend this waiver use approval to a new user only upon approval of the new user by the City Council. The four PRDA members that were present had no objections to this petition. 4. State of the City. Mr. Taormina advised that several small business owners along Plymouth Road will be recognized for their beautification efforts of their properties at the Mayor's State of the City to be held on Thursday, March 10, 2011. Adjournment: The 226th General Meeting held by the Plymouth Road Development Authority on February 17, 2011, was adjourned at 4:00 p.m. The next meeting of the Plymouth Road Development Authority will be held on Thursday, March 17, 2011.
