HomeMy WebLinkAboutPRDA MINUTES 2008-11-20 MINUTES OF THE 204TH REGULAR MEETING OF THE PLYMOUTH ROAD DEVELOPMENT AUTHORITY OF THE CITY OF LIVONIA The 204th Regular Meeting of the Plymouth Road Development Authority of the City of Livonia, Michigan, was called to order at 3:13 p.m., Thursday, November 20, 2008, in the 4th floor conference room of City Hall. Members Present: John Hiltz, Chairman Wayne Glass, Vice Chairman Scott Grace Betsy McCue Toni Mette Lowell Peterson Members Absent: Stan Anderson (excused) Jack Kirksey, Mayor (excused) Dennis Kujawa (excused) Greg Meyer (excused) Dan West Others Present: John J. Nagy, Executive Director Carey Baker, Beckett & Raeder (w Steve Levesque, Commercial Mowing Robert Auth, Resident Ralph Williams, Resident Marge Watson, Secretary 1. Roll was called. A quorum was present. 2. Adoption of the 203rd Regular Meeting Minutes. On a motion made by Grace, supported by Peterson, and unanimously adopted, it was #2008-27 RESOLVED, that the Minutes of the 203rd Regular Meeting held by the Plymouth Road Development Authority on October 16, 2008, are hereby approved. Mr. Hiltz, Chairman, declared the motion is carried and the foregoing resolution adopted. 3. Audience Communication. Resident Robert Ault reported that the Michigan Department of Transportation has directed the Wayne County Road Commission to scale back snow plowing and salting, and that Plymouth Road was listed as one of the County Roads that could be affected. The result would be clearing one lane of traffic in each direction. Dr. Ault inquired if the city could supplement the plowing and salting on • November 20, 2008 2 Plymouth Road. Mr. Hiltz thanked Dr. Ault for bringing this to the Board's attention and that it would be brought to the attention of the city's Department of Public Works for their consideration. 4. Holiday Dinner: The Annual PRDA Holiday Dinner shall take place at East Side Mario's on Wednesday, December 10 at 6:00 p.m. 5. Committee Reports: Construction Committee: (a) Carey Baker, Beckett & Raeder, advised that a contract was awarded to Rauhorn Electric for the traffic signal project on Plymouth Road at Wayne and Stark Roads and MDOT will approve the revised permit next week. Regarding the streetscape improvements on Plymouth Road at the Wayne, Stark and Levan intersections, drawings will be complete by mid-December, and a meeting is scheduled with MDOT on December 10 to review the new intersection work and signals at Levan. Mr. Nagy stated that he has contacted over half of the property owners to acquire easements. Mr. Grace inquired if Beckett & Raeder had contacted the businesses located on the north side of Plymouth Road at Wayne Road about their interest in a driveway at the red light. (b) Mr. Nagy requested a resolution be adopted authorizing the repair of a fence located on the south side of Plymouth Road in front of Huntington Bank that was damaged by a vehicle. As there was no police report of the accident, the repair will be not paid for by insurance. In a separate incident, a fence at Sheldon Center was damaged. Mr. Grace requested that the inventory of repair material not be used when an insurance company is paying for a repair but that new material be ordered. On a motion made by Mette, seconded by Peterson, and unanimously adopted, it was #2008-28 RESOLVED, that the Plymouth Road Development Authority does hereby accept the quote submitted by Commercial Mowing Services, dated November 20, 2008, for repairs to the fence located on the south side of Plymouth Road in front of Huntington Bank in an amount not to exceed $4,000.00. Mr. Hiltz, Chairman, declared the motion is carried and the foregoing resolution adopted. Development Assistance Committee: Mr. Grace requested that the committee work with the Inspection Department to identify blighted property on Plymouth Road and discuss ideas for the use of funds to improve businesses on the corridor. Mr. Nagy stated that he did meet with Alex Bishop, Director of Inspection, and identified two businesses, Cockrum's Market and the Brake Shop, that could benefit from this program. November 20, 2008 3 Public Relations Committee: The open house promotion was discussed and Ms. Mette distributed a list of prize winners by zip code from the Open House. A cost summary for the Spring/Summer newletter and open house held in July was also distributed to the members. The Fall/Winter newsletter was distributed and will be mailed within the 48150 zip code area. Mr. Grace stated that his restaurant received 315 coupons from the Taste Fest Promotion, and suggested that participating restaurants help defray the mailing cost of the newsletter with future promotions. 6. Director's Report: Mr. Nagy distributed a letter received from the Goodfellows, dated November 3, 2008, thanking the PRDA for their contribution. The meeting calendar for 2009 was also distributed. 7. Polling of Members: John Hiltz reminded the members that the next meeting will be held on December 11, the second Thursday in December. Toni Mette welcomed new board member Betsy McCue. Betsy McCue thanked the board for their consideration and is looking forward to contributing to the PRDA. Ms. McCue is the Branch Manager for Huntington Bank, a member of the Livonia Chamber of Commerce and lives in Livonia. Lowell Peterson wished the Mayor a happy birthday. He also advised the Board that he will be contacting them individually for officer nominations for 2009, and an election will take place at the next meeting in December. Adjournment: On a motion duly made, seconded and unanimously adopted, the 204th Regular Meeting held by the Plymouth Road Development Authority on November 20, 2008, was adjourned at 4:10. The next meeting of the Plymouth Road Development Authority will be held on Thursday, December 11, 2008. �I Marge Watson, Secretary C
